That's why you see in anime, a bunch of 13/14-year-olds dressed in skimpy school-girl outfits. School girls are associated with naive and youthfulness. Take note, that highschool for them, ends when they are 16. And that probably explains part of why Kasumi and Ayane are so young. They wanted girls that would attract Japanese consumers, mostly men. (not to mention the whole underwear thing) The same goes for Tina and her big-@ss boobs. She was probably supposed to attract the American consumers.
