Though I'm not sure I understand how having weights around your neck would help strengthen anything. It might stunt your growth maybe...

Well, once Kai takes the weights off he feels more lighter and there isn't much opposing force (aka the scarf) to stop him from reaching his potential in battle. Being weighted down causes you to have to work harder to do things many people find easy (like walking). The harder you work the easier it becomes when you aren't weighted down.

Though he still could have lifted it over his head, we just don't see. It doesn't look like it would fit over his head though.

Maybe there's a big space behind! And when he touched his hand to his neck he unclipped it then...

Yes, Russia is loaded with metal filled items of clothing that are capable of cracking floors.

Anyway, they'd have to be very, very heavy weights in order for them to actually make a crack like that on the floor. I think that shot was just meant to be symbolic. Kai throwing aside his scarf means Kai's got business he's about to finish off. The floor cracks to make it more dramatic. I doubt he can carry weights that heavy...

As for the material itself, yes, I'd say some kind of light cotton considering the ends are always floating behind him even when everyone else's clothes and hair are not moving...
