The city of Raleigh home to the manipulative "New Raleigh Republic." The NRR is less of a government and more of a couple dozen rich men, served by hundreds of hired guns. Also serving the NRR council are the civil service agents, loyal servants of the republic that are trained and used for missions meant increase the influence of the council.

The city of Raleigh itself is a fortress, built on top of the ruins of prewar Raleigh. Large walls, picketed by mercs, enclose the southwest portion of the city. On the southern open side is the gate from which new agents come in for missions or training, traders come for trade, and adventurers come for work. Much of the city ruins, outside the fortress, is set up as an obstacle course to graduate new recruits. Because of the dangerous nature of probing the city ruins, it's a very lightly regulated obstacle course in which the only objective is to get out of the ruins.

The inhabited part of Raleigh is split into three sections. Closest to the gate is the public and residential areas. This area is a slum filled with con-men, tenements, and guards eager to abuse their power. Unfortunately, this is also the most important area to wastelanders and agents alike. Here you will find the Merc guild where you will find hundreds of mercs who work for the NRR. You will also find a hospital using only the most modern techniques in the wastes... as long as you can afford them.The bulk of the Public areas are taken up by a wide arrangement of stores, stalls and markets. Most of the inhabitants live where they work or in crowded tenements.

Beyond the public areas are the luxurious mansions in which the leader's of the Republic house themselves. Here you won't find a single crooked guard, bum, or irradiated drop of water. Anyone can buy a house here but it will cost you an arm, a leg, and possibly the moral half of your soul. If you live in this area then you are automatically admitted to the NRR council.

Beyond the fortress is the final section of Raleigh, the training area. Also called "the farm", this place is a fortress by itself where "civil servants" are trained. There is a basic lock picking class that will teach you to get into most buildings around the wastes,a basic gun maintenance class, a shooting range, a barracks, a computer lab that will teach rudimentary hacking, as well as hunting and skinning classes. this would be the average adventurers paradise accept for two things. First, the council don't like to waste time, so if your a slacker, don't expect the trainers to have any problems with shooting you and finding a replacement. Second, in order to be trained as an agent, you need to have to have proof that you have the most undying devotion to the Republic. The council thinks that the most undying devotion is familial, so you're unlikely to get in if they haven't kidnapped someone close to you.
