Arcadia; Scientific Coastal Town

Location: Coast of Florida Panhandle
Population: 35 people, a mix of farmers, merchants, and scientific personnel
Leader: Professor Daniel Dalcin

Before the war, the area that is now Arcadia was the small, sleepy Arcadia Resort on the Florida panhandle, a place where those tired of that suburban home or that dead-end job could go for some R&R. At the time of the Great War, professors from Florida A&M had booked the resort for a conference, hoping for a change of locale. The nuclear cloud that emerged on the horizon killed many of the scientific personnel and turned the rest into ghouls.

The ghoulified professors exited the conference chambers much the worse for wear. The survivors were understandably distressed about their condition. Their entire world had been blown to smithereens, and they had been horribly mutated. However, Thomas Farley, the College of Science's dean, was able to help the survivors band together by taking charge. He realized the importance of preserving the knowledge of the old United States, and he realized that hysteria in the face of distress was useful to no one.

The professors, mobilized under Dean Farley, left the hotel where they had been having their conference and faced the new world. They were able to round up other survivors in the area and began to establish a settlement. After scavenging and cataloging all the food they could find, Farley ordered a task force to begin efforts to farm the surrounding area. Although initially unsuccessful, the survivors were eventually able to plant mutated squashes, corn, and cabbage in the ground in and around the resort. They later were able to capture and corral brahmin and mutated horses to raise for food and goods.

Once the basics were taking care of, the professors, who took a leadership position within the settlement, went back to their old routine of hypothesizing and experimenting. After all, a world transformed by nuclear fire had many intriguing prospects in terms of research. The professors used scavenged goods from the resort to trade for the scientific equipment they needed for their experiments, then went to work, selling the fruits of their labors for profit or for the village's improvement.

Word began to get around about a town populated entirely by intelligent ghouls. People seeking knowledge or goods flocked to the town and set up residence. This was fortunate, as the town's original inhabitants began to run into problems. Some of the survivors became depressed due to what they had lived through, while others began to grow senile or feral. In order to continue to preserve pre-War knowledge, the ghouls allowed anyone to study any of the disciplines being preserved in Arcadia. As the ghouls died off, human survivors remained alive to take their place, continuing their research and preserving their knowledge. Eventually, all the ghouls perished, save the town's current leader, the former professor of biology at the university.

NPCs
*Daniel Dalcin - Arcadia's current leader and the last surviving pre-War ghoul. Dalcin passed on his responsibilities as a biology expert to his successor when the town's last leader perished. Dalcin is a thin, quite man, and his job suits him, as it is mostly a formality, allowing him to relax and bask a little in his peers' achievements. It is not known what will happen when Dalcin dies.

*Rupert Greenspoon - Dalcin's successor as an expert in biology. A tall, broad man, Greenspoon was a doctor for a town in the Louisiana Commonwealth before he came to Arcadia, which has turned him into an expert in both treating wounds and dealing with people. As well as conducting his studies, Greenspoon offers his medical expertise for a small fee to anyone who needs it.

*Maria Reyes - A narrow-faced, shrewish woman, Maria Reyes is also the area's foremost expert in chemical matters. She has a great knowledge of compounds and chemicals that allows here to manufacture useful chemicals, such as drugs for sale and components in home-made weapons. She also frequently offers rewards for scavenged goods, particularly chemicals, although she will also pay for scavenged armors, firearms, and other such goods.

*Lawrence Block - Lawrence Block is Arcadia's go-to guy for all things related to physics or engineering. He formerly worked as the manager of a small Confederate shop, repairing guns and recasting bullets, before he developed a conscience and left for Arcadia. As well as pursuing his own experiments, Block offers repair services for a variety of weapons and armors, and he can even craft certain items, provided he is given the proper materials.

*Lucille Young - Lucille Young is Arcadia's only bartender and resident merchant. She makes revenue by any means possible. Although some of her business ventures are frowned upon by Arcadia's residents due to their illicit nature, no one can deny that she has made quite a profit by selling whatever she can to get ahead. Superior equipment is available to those who can get within her favor somehow.
