Blackwall. A relatively new town that has only been heard of in the last 15 years. Although, certain sources say that it was largely self contained so as to avoid the dangers of raiders, slavers and the other unsavory characters that roam the wastelands, and due to such actions it took several years before word of a town that was clear as day during the day and seemingly disappeared at night. Now, the town itself is said to be located somewhere in the middle along the Georgia-Alabama border, more on the Alabama side than Georgia.

This "optical illusion" is actually the fact that the town's large concrete and metal walls are painted black. This and the geographical location of the town make it almost invisble at night with only the black siloheutte jutting into the night sky to hint at its location. It is forbidden to turn on any lights that could be seen from the outside, as such, only a few buildings have windows.

Official records within the town's town hall say that the town has existed for about 24 years (27 if you count the initial construction period). The town was created from the remains of an old military bunker that was nesslled on the top of what is now a small rocky mountain. The only thing that remained of the original structure was the outer concrete wall and a pile of scrap where the inner structure used to be. Here is an example of the current wall and a guard tower. The wall was not a completely intact (obviously), thus, they had to take the areas that had gaps and place layers of metal sheets on either side of the gap and filled it with rocks so as to make it bullet resistant. They spent years searching the vast emptyness to find the necassary metals and weapons to build and protect the town.

The town itself isn't very large, it was built within the confines of the ruined concrete wall the serves as a barrier to the wastes. The town's leadership developed a solution to this problem: if they couldn't build out, they would build up. The few families that live in Blackwall have their own homes, but loners or unmarried couples live in the commonhouse. Visitors (or really anybody that isn't born in Blackwall) can rent a bed in the commonhouse for a token fee. The only way for an outsider to become a citizen/resident of Blackwall is for them to do something for the town that meets the Mayor's standards. All the buildings are made of several layers of scrap metal to keep ligth in and the environment out.

What the area lacked in raw materials it made up for in abundant fauna. Geckos, molerats, insects, you name it, its there. Unfortunately, the reason the area is so abundant with them is because they are stronger than the average ones you would see in other locations of the wastes. While in some places you'd send out a party of 6 to hunt, here you send out 10. As such, spare hides are worth quite a bit more here than anywhere else, at least 1.5X or 2X in value compared to other environments.

As for the inner workings of the town itself, it is run by a mayor that is elected every so often, the terms of office can last any number of years, they can change in a year, 6 years or whenever they die. There is no set time. The mainpoint's of interest are the trading center, the clinic, and the barracks. The barracks are where the town guards are trained and where they eat and live. The trading center has a variety of items, weapons, armor, and even some food and misc. items. The clinic is run by a fairly creepy pair of men named Senob and Snodnet. Other than that there's the Town Hall, although, only citizens are allowed entrance, outsiders aren't trusted enough to enter freely. The culture itself is fairly interesting in itself, Blackwall is one of the few places in the wasteland that can professionally and cleanly give you tattoes that are garunteed to not fade. Every citizen has at least one tattoe that identifies them as a resident of Black wall. Examples: Here, and here.

The Murky ‘Lurk


The Murky ‘Lurk is the town’s local watering hole. The ‘Lurk is run by the latest in a family of bartenders, Lauren Anderson. Lauren has the reputation for… entertaining certain wealthy patrons and the occasional stranger that wanders into to town as well. She is fairly short and used to catch a lot of flak for it to… until she smashed a patron in the head with a fairly large glass pitcher. Needless to say, her temper matches her hair, both of which are fiery red in color. Luckily she doesn’t have to rely on it, nor does she have to break any of her pitchers anymore, all of which is thanks to her bouncer, Brock Wagers. Brock is a very unassuming man, he doesn’t look all that strong, he is actually fairly skinny. However, what he lacks in strength he makes up for in speed and endurance. By the time you either try to throw a punch or reach for a gun, your already on your ass with either a knife at your throat or a gun aimed at your head. All of the regulars and residents of Blackwall all know not to fuck with these two, so its safe to say that the only thing Brock ever has to do is throw out a drunk or two every now and again. The only time there ever is any conflict is when an outsider who thinks he’s all big and bad comes strolling in and tries something he shouldn’t. Brock packs a custom 10mm pistol. While it may not sound like much, he’s made some… modifications to the gun, not to mention he makes his own ‘special’ rounds. Now as for the ‘Lurk itself, the bar serves the usual poison, rum, vodka, whiskey, and of course, beer. However, Lauren likes to experiment with certain foods and drinks. She has her own special menu that you have to ask for if you think your brave enough to try her concoctions, especially The Murky ‘Lurk.

I might mess with this a little, if you don't mind, and then set it up as an eastern lower level setttlement. (It will take a little while to be implemented.) It'll take a little modifications though, so if you don't want any of that, just say so now. Also, you may want to look at a few of your photobucket links, as some of them are broken.

Well I fixed the two broken links and made sure they worked. So if they son't work for you I can't help you. As for the changes you may make, I would like to know what you have in mind. As for being implemented later, I was actually going to have Charles lead Mariah and the lousy thief there.

EDIT: Also, I'm going to add descriptions for the Clinic and Trading Post as well. They'll be new topics.

Because I'm adding these new low-level settlements as officially ones, I'm going to reorganize the set-up of the settlements section. I may just merge each settlement with their stores, or I might make subsections.

SO basically your going to do exactly what I figured you would. Anyway, fine by me. Although, like i said, I still have to make the shops NPCs and such first.
