South of Kostroma lays Semhar with its booming golden city of Tarkin. Semhar is known throughout the world as the land of gold. The capital is one of the earliest to be built after the Great Cleansing, brought about by Artur as he defeated Lord Vlad of the darkness and ended his “Golden Age”. Semhar is known throughout the lands as some what snobbish towards anyone from outside the boarders. The buildings that yet stand today were built roughly between the 2nd and 150th years of our age and many for status’ sake are gilded in the gold that their land is so well known for and were built by the enslaved lower class who’s ancestors now work the gold mines that uphold the upper class’s and the country’s reputation today, though none will admit to any such slavery. Any that are sympathizers for the lower class are thrown down from their position and made lower class. Any that speak out against the “atrocity of slavery” are made slaves. The only one to escape this doom in Semhari history was Horin Gao, who was banished for his “unorthodox thinking”. His thinking was that people were equal and could live harmoniously. Instead of killing him the Semhari government threw him out and let him take whoever he wanted with them. Their mines were full, so it seemed.
Semhar’s country is rolling hills, lush jungle and a warm almost too hot climate. There are rivers throughout the country that lead into both Oceans, the Mungan Middle and the Naida. They are rich in farm land which is a sore spot for their neighbors to the south, Zacapa, for Semhar doesn’t farm the land, rather they build elaborate estates on it for the enjoyment of the upper class. The lower class is silent and never seen, they work the mines all their lives and never see the light of day. Semhar was once thought to be the cleanest and most prosperous nation because of their clean cities and lack of crime, for anyone that steps out of line is banished below and never spoken of.
The underground where the gold mines are found is a vast city like tunnel that houses the low born, the criminals, the unwanted and the punished. To be in these mines means to die in them and many that have tried to escape have been maimed, in voice. Either their trachea has been removed so that they cannot speak, or their tongue has been cut out. This is to ensure that they never speak of the mines. Semhar knows that should the world find out about the true origin of their wealth that it will be taken away from them. This system has been in place since Semhar first became a country and Tarkin first became its capital, so they are very good at hiding it.
Semhar is run by an Organization of Nine. Currently the Organization consists of men but there has been in the past women allowed to rule as well. Unlike Eystra and Kostroma Semhar doesn’t have anything against women, so long as they are well dressed, well spoken and gorgeous. The Nine in the present are: Juan Morales-Head of the Organization, Alvaro Fons-Head of Security, Florencio Fausto-Head of the Church, Essua German-Head of City Aesthetics, Goito Goyo-Head of water and land, Ismael Jorge-Head of Dock and Ship, Jacinto Modesto-Lord Decorator/Tax Collector, Maximo Lino-Underground Humanities Director, Ramon Pio-Head of Underground police and guard. If you are Semhari you know these names intimately, Juan Morales is a great man and his endeavors to keep the lower class down is brilliant and tear jerking, but the true most spoken about one among the Nine, is Maximo Lino. It is whispered in more civilized Semhari homes that Maximo could be the next Council leader and bring Semhar into the future, abolishing slavery and paying the workers for their labor. It is thought in these civilized homes that Maximo is a hero, a hard worker and a good man, unlike all the rest who care only for gold and fancy clothes. Maximo is a hero for children and a sex icon for women; he is as celebrity as this new world comes to. He is so well loved and so handsome that even though his plans for the future are known, the government will not touch him, his popularity brings them in more revenue than they could have ever hoped for.
The Council of Nine was founded after the Great Cleansing. Once the Vampiric north was closed off and its inhabitants were wiped of the face of the earth, Semhar went about building and organizing, which is a trait that most Semhari are rather good at. It did start out as a Monarchy under the rule of Ovidio Cesar. He established himself as High King. Once he died, though, it was another matter. Ovidio had so many family members and no heir the Semhari people couldn’t decide what to do, so they elected the Council of Nine, where the most beloved and well spoken relatives of Cesar found a place in power, the power was delegated out into branches and each branch has its lackeys. The Semhari government has worked well ever since, because there is no crime, no slandering the government and no freedom of thought outside the norm. If there is such thought it is kept close to the vest, for no one wishes to work in the mines.
Semhari culture is unique and strictly their own. No country in the world is as obsessed with pomp and regality like the Semhari are. They have a love for gold that boarders on unnatural. The one thing they do have going for them is their ability to accept both sexes as equal. Women wear what they want, say what they want and are always glamorous. They are allowed to be the head of government or to just be a part of it; they have equal citizen rights as men and even make a salary for being stay at home mothers. This treatment towards women is so because of the religious practices in Semhar. They believe in a great golden Goddess named, Aurora. She is the Sun and all that is Golden. They do not have a pantheon of Gods, but have over the years adopted a reference to that which Aurora serves as “the Light”. But still the light remains interpreted by Gold.
