That's what's called a "glory hole," they're used in reservoirs to drain water and bypass the dam when they're at full capacity.

That one is probably the glory hole from the Monticello Dam in California, but there are others ... 'round the world but the one at the Monticello Dam is the largest in the world.

Here's a couple of photos of what they look like when the dam isn't at full capacity:

Here's another one of the same glory hole that shows the dam behind it:

... and here's the spillway that it feeds into on the other side of the dam:

Yeah no problem, they have markers to prevent swimmers and boaters from going near these things ... but obviously the fish in the reservoir would be the one's getting the "E Ticket" ride if they wound up getting sucked down the spillway.

They're also called "morning glories," or "morning glory spillways" ... as for the name, well it seems that the world has gotten progressively more smutty over time. You might call the name sexist, or misogynistic ... but I'd chalk it up to the idiots that post lame definitions of "stuff" at the Urban Dictionary site. That site seems to be propagated by pimply challenged neanderthals (i.e. teenagers), and/or perverts.

Whatever.

Here's an article about the one at Lake Berryessa in Northern California, which is what I suspect that original photo pertains to:
