South American lament; Enki hammond, NERF, anyone in atlantic ocean

Enki sat on the beach of an unnamed atoll, surprisingly the small island had recovered in the short time since the cataclysm that had destroyed so much of the world had struck. palm trees had taken root and coconuts scattered the shore line. Enki might have found the shoreline relaxing he might have found the sounds of waves lapping up against the shore refreshing but, he heard none of this. his mind too deep in thought.

He had attacked an ORB pilot earlier that day, one that served the Android Charlie alpha. Enki wondered if a mobile suit pilot loosed by ORB would be so irresponsible to take a mercenary job from a man without checking his goals. was ORB so irresposible with it's mobile suits that it would give them to such reckless people? Enki had never heard of anti-coordinator hate groups in ORB but, he had always figured the existed in some minority they had even existed in PLANT to an extent so, it was possible that these ORB pilots were aware of Charlie Alpha's machinations and wished death upon their own countrymen.

Pushing aside a shell with his foot Enki looked up to his damaged machine. "well Testament, we have to stop them."

These men, would have to be made unable to contribute to Charlie Alpha's cause. Enki didn't have time to waste on questions about them being irresponsible with thier power, or truly evil. There was little difference in effect, the reality is that, most times, the greatest evils are committed by men who don't take the time to measure the actions of those above them.

Enki reflected on the words the android had spoken at the debate, he knew they were a farce, a means to gain support until he had enough power to reveal his true agenda as he had at the south American conference and when he sent his puppet, John Dawson, on stage. Enki reflected on the presence of mercenaries in the world, hired guns willing to fight for any cause that could pay them and the hypocrisy in which Charlie Alpha acted in hiring mercenaries shortly after condemning them. Enki knew that the practice of these guns for hire was one detrimental and, at the same time, beneficial to the rebirth of society. True many mercenaries took jobs from the highest bidder, and would slaughter civilians without question but it was also true that they were the only military might that had kept those civilians safe from pirates thus far.

Besides all that, even if a strong government was grown, they would not be able to govern the entire planet, the common man would need his gun to defend himself should a government fail to protect him or, in the worst case, oppress him with it's strength. Eliminating mercenary groups by force would be a never ending job regardless. There would always be new men to take control of a mobile suit. It would only be through lack of monetary gain that such mercenaries would cease to exist. A strong government would be able to defend it's people and those people would no longer have need to pay a mobile suit to protect their fields, their stores, or their homes. It would come naturally; it wouldn't need to be forced.

Enki stood up on the beach brushing himself, it was with pity that he gained resolve, he would kill those from ORB the same as he would kill all those who misused their power. It was their decision not to examine to principles of the man they killed for, not to find out who they were killing and why. Enki had to make sure they couldn't foster a power that would be responsible for the deaths of millions simply because they chose their master to be greed. It was a poor choice, and their lives were valued no more than those they, or their employer, would snuff out.

"To protect the world through disorder." Enki said aloud, he would destroy the poisonous elements so that those that would nurture life would have room to grow without fear. That was NERF's reason for existing, to ensure that only the right people gained power, to be sure that those who had power would not misuse it. To create a world that violence and death did not choose the path that a man would take in life. Enki didn't want an empire, he wanted enough power to ensure that those without power could flourish and grow. He didn't care who sat at the head of that world so long as they cared for the world and it's people.

"You need more power Testament." Enki said. His machine had been lacking against the novice pilot he could not move fluidly from mid-range to close range. He had equipment for close range, mobility, and long range but these could only be used in one mission role. He would check with the contacts he had made in obtaining the Testament, surely they would have information about new equipments.
