Second reading is where the bulk of the legislative work will take place. Here members can debate the spirit and nature of the bill itself and present amendments.

An amendment can either be received as friendly or not friendly by the party which has presented the bill. If an amendment is received as friendly it will be adopted immediately. If not the party seeking the amendment will require a majority in order to amend the legislation. In some cases the mover can rise on a point of order and request that divisions be held on an amendment-- however this will rarely happen in majority government situations.

The same number of bill movements apply as in first reading.
