So I'll be posting 4 different topic threads on here to see a change in C9.

There was a discussion on 7/1/2012 at citadel hall,where erik discussed and heard several feedbacks from various people. This was the result.

It is frankly unfair for those people that are p2p,and loyal,that gather resources per week,whiel other's don't.
Citadel is a great way to gain xp,to get that one particulat level left in a provided skill,or even as a palce to socialize.

Therefore,for there to be other fairness,there will be a kicking system implemented.

- ALL F2P RECRUITS ARE EXCUSED;

Just as the title says,all those recruits that join,citadel but sadly are f2p,will have to stick to recruit rank.
They won't be kicked,and are allowed to talk freely in cc like everyone else.

If a player is becoming a member or is stopping a membership subscription,he/she shall notify Kire667/Any
Deputy/Any Overseer. The Overseer/Deputy must than post and send a screenie to Erik as prove and he/she will
be added/removed from the active check list. If this is not done by Overseer/Deputy,and he/she has evidence
that they notified them in the from of a print screen and the Overseers/Deptuies faileld to inform Kire667,it will
result in a very serious consequence.

- ALL RECRUITS ON PROBATION ARE EXCUSED;

All those that have recently joined Citadel,must wait a week on probation before allowed to help out in capping.
Therefore they will not be kicked for unactiveness. As soon as their probation ends they will be added to the
active check list and must follow rules like everyone else.

- EXEMPTED RANKS;

Those few people that are p2p,but to do not gather resource per week,will have 1 week excused. If a person
fails to cap for another week,he/she will be kicked. Those that cannot cap for a valid reason,must inform an
Overseer/Deputy and the Overseer/Deputy involved must take a print screenie and Inbox clan owner,Kire667.
There people are than put on the Active list with a special list showing their exemption.

Now,we need feedback from all Clan Members to pass on this rule. Deputies/Overseers shall pass on a vote for others. How?
Let's use Player named 'x"

Deputies/overseers will ask every few hrs in cc if anyone wishes to vote. If player X wants to,he/she shall add
the Deputy/Overseer and notify him/her with an answer. Such as : Yes/No,I agree/I disagree. Than the Deputy/Overseer must screenie this vote and go into the specific thread on Ngor forums and say:

" Player X voted Yes. "

Screenies will be required so there won't be any false voting. If caught there will be harsh consequences.
Please pass on this message in cc every few hours. There will be shortly a quickcode for this same post on rs forums,so that deputies can refer people on instead of lecturing. Thank you for your co-operation :)

Yeah, that sounds very fair. If we had a clan of say 450+ people, then sure we might need to kick inactive recruits, but for now I think it's fair that they be allowed to stay as long as they aren't causing any trouble.

I think anyone should be allowed to talk and stuff, but if they expect a rank, they need to work.

I agree to this change.

For clarification, inactive recruits are kicked after two weeks of not collecting resources, the first being their exempt week (after probation)? Does this apply to all ranks or are they merely demoted per week they do not cap until they reach recruit and then are kicked?

Heliana: F2P is no longer ranked so it will be easy as stat checking names to avoid any false kicks. I'm unsure how long ranks take to remove after P2P ends. I may test that out when my 2nd account expires after 6 months. But I know for a fact rank doesn't get added to your newly P2P until after the first 1-2 days. I was walking around in a 99 cape with no ranked skills of RuneScape. :P

Probation period is also easily noticed as the icon appears by any name while in the rank edit menu. So they won't be kicked either unless the 7 day probation ends before the new weekly cycle begins. Then no icon is present and perhaps we shall make it 2 weeks before kick for inactive Recruits to ensure no probation is wrongly kicked - unless we know the name from previous weeks then kick shouldn't be that hard to issue.

I'm still keeping the main list of active gatherers for citadel resource and uploading it on forum weekly every Tuesday reset. That way we can monitor who did and who didn't help the clan. I combine my list with those posted on this thread: http://s3.zetaboards.com/NGoR/topic/660082/1/

The only problem as discussed with Tiffany Says is the fact citadel time keeps changing. It use to reset at 5:50AM but it keeps moving further and further back so the point it's now while I'm in bed around 11AM it resets. Any ranks earned and resource gathered then won't be counted on MY list and could result in improper rank downs or kicks from clan for waiting until the last 12 hours to gather resource.

Suggestion was made by Tiffany Says to lock citadel from clan until I return later on Tuesday because when the first user enters citadel after reset is what time our build tick weekly is moved to. That's why it keeps getting later and later rather than keeping same time each week.

Some kind of list which deputies and overseers can "tick" would be good to be honest.

I’m not a big fan of kicking the recruits to be honest, I understand that it’s not fair for the others BUT it’s not like they only use us, we use them to gain xp and climb up in the clan high scores and we use them to gain members, people always join a bigger clan faster than a small one so having more members makes our clan more attractive to new members.

Next to that we only need them to cap when we upgrade a citadel tier, since we only need them at that moment..Why not something like, that we ask the recruits to cap in person, if they refuse we can screenshot and kick them. Only when we have a tier upgrade. It would give us less people to kick >.<

And when we reach 400+ members then sure get rid of the inactive recruits slowly to make room for more active members.. but at the moments it’s not needed.
