Wrong. You can only use the games with the console they were made for. Or you can use them with an official adapter of some sort. Super Gameboy or GBA Player... if one exist for just that system. And the device you are talking about exists. Is it used by programmers. And since they are making the games and get the stuff from Nintendo it is ok for them to use it. And it would be stupid to report all rom users to Nintendo. You could try to report all Nintendo-rom users... but that is just a waste of time.
