Welcome to the Federation. I will explain here what the Federation is all about. This alliance was designed as a forum for international understanding and cooperation. As the description said, "This is an alliance for nations to work together. The Federation offers a public forum for all members to resolve difference, in order to create a more complete and co–operative alliance. In addition, the Federation is a mutual defense alliance. IF one is attacked or threatened physically, then it will be considered an act of aggression against all members. This alliance is a peaceful alliance, but it will respond to threats." Note One) General Elections are elections that everyone participates in, even if you are not a member of the government. This usually occurs during the period to re-elect the government. It can, however, be called in emergency or special cases. Everyone is considered a standard member of the Federation and has one vote. ---Government--- This alliance will have the Supreme Leader, the President, Congress, and a Judiciary Branch. The President and will be elected every three months, along with the Congress. The Justices of the Supreme Judiciary Court will be in position for three months also. There are no limits on how long one person can serve in a position, as long as they are re-elected by the majority of the vote in a fair and democratic election. All positions in the government will be elected by popular vote, except for the Supreme Leader. ---President--- Elected by the people in a general election, the President will set his policies, and appoint his cabinet. His cabinet may consist of any members he wishes, as long as they are necessary to advise the President on policy. To add members to his cabinet, the President must contact the Supreme Leader, who will then check the necessity of the post, then based on their decision, the appropriate action will be carried out. His main secretaries will be the Secretary of War, Secretary of Intelligence, Secretary of War and the Attorney General or Secretary of Justice. If any more are necessary, the President has the power to open the position for a general election. The President is the commander-in-chief of the military. During times of war, the president will lead the army as the commander-in-chief by proposing strategy, as well as the policy of the direction of the war. The President will be able to veto any bill passed by Congress. Vetoes come in two forms, the usual veto and the pocket veto. The usual veto is where the President does not sign off on the legislation and returns the document within one week(seven days) of it being voted on by Congress. A pocket veto is where the President fails to send back the legislation with his signature in seven days. The legislation is sent back to Congress for a two-thirds vote in its favor. Secretary of War)Advises the President during times of war(strategy, surrender, etc), based on reports received from the military. Secretary of Intelligence)Advises the President based on reports from the Federation Intelligence. Secretary of State) Advises the President on matters of the nation, as well as diplomatic relations. Attorney General/Secretary of Justice)Advises the President on legal matters, and is the top law enforcement agent in the government. ---Supreme Leader--- This position looks over the Federation. The Supreme Leader disputes issues between branches of the government. Internal affairs of each branch are dealt with internally. Apart from this, and leading in Congress during sessions, the Supreme Leader is more of a figure head. The Supreme Leader does not have a vote during general elections. --Congress--- Elected by the people in a general election, Congress will be made up of of representatives from each district. Each representative will be elected by their local members from the local district. Each representative group will be made up of five members, who elect their representative to represent them in Congress. If it is deemed necessary, the number in each representative group will be increased to a sufficient number as deemed fit by popular consent. ---Judiciary--- The Judiciary Branch consists of a Chief Justice and other Justices(as determined by Congress Legislation.) The Judiciary Branch has the power of judicial review, meaning that it makes it decisions based on the Constitution. ---Legislation--- The Supreme Leader, President, and Congress will be able to propose legislation. Legislation can be on any topic deemed necessary. Any legislation proposed must be heard by Congress. Legislation is passed if the majority of the votes is for the Bill or Act, as well as signed by the President. If the legislation is vetoed by the President, by any kind of veto, then it will return to Congress, where at least two-thirds of the Representatives votes are need for the legislation to be instantiated, either as a law or as an act. If the legislation is passed, it is effective immediately, unless otherwise stated in the legislation. If it the legislation is not passed, then it is voted on whether to get rid of the legislation or to change it. Once, changed, it will be re-voted on, starting the legislation process again. ---War--- War must be declared by Congress. This is voted on. This election becomes a priority, and all other legislation postponed until the issue of war is resolved. ---Basic Liberties--- The basic rights of citizens and nations of the Federation, these include but are not limited to freedom of speech, the press, religion, the right to petition, the right of search and seizure regulation, the right to a speedy trial, the right to a trial by jury, and the right that the Constitution will not be amended to deny any rights to the citizens of the Federation, and the right to protection by the government. ---Impeachment--- The impeachment process will be conducted as a trial. The impeacher must have evidence to begin the impeachment process. NO one is above impeachment. Once all valid/provable evidence and argument is brought forth for a valid impeachment crime, Congress votes on whether or not the political member of the government will be impeached or not. ---Amendments--- Amendments can be proposed at anytime by any member of Congress. Each representative will poll their district, on which the districts answer will be chosen from. These polls will be made public to ensure the safety of the vote. The Amendment must be passed by three-fourths of the districts. Each district vote counts as one. ---Elections--- Elections will be held every three months for a new government. These will be carried out by the people. (During time of election, everyone is considered a citizen.) Once an election has been carried out, the new government comes into effect immediately. If there is a dispute in an election, such as a request for a recount, then the Supreme Leader will resolve the issue. Because of the likely hood that the Supreme Leader will be called on to resolve an issue, the Supreme Leader can not vote for members of office. |
