MANILA, Philippines — The Philippines has several options on how to deal with the situation in Scarborough Shoal, inlcuding signing a common agreement with China and Vietnam, Acting Chief Justice Antonio Carpio said Thursday.

In July 2016, a United Nations-backed tribunal ruled that Scarborough or Panatag Shoal, which is well within the Philippines' 200-nautical mile exclusive economic zone, is a traditional fishing ground of Filipino, Chinese and Vietnamese fishermen.

Carpio, member of the country's legal team in the arbitration against China, noted that the arbitral tribunal cannot decide the ownership of the shoal as it is a territorial issue. The tribunal can only decide on maritime issues.

MANILA, Philippines — A tentative fishing agreement between the Philippines and China is in the works but nothing is written yet, Foreign Affairs Secretary Alan Peter Cayetano said Friday.

The supposed agreement was a consensus between President Rodrigo Duterte and Chinese President Xi Jinping during their last meeting.

"The (Chinese) Ministry of Foreign Affairs and the DFA is working out the details and then now we have a formal mechanism, that bilateral consultative mechanism which has 22 different subgroups which are fisheries, [Armed Forces of the Philippines], Coast Guard, all of it," Cayetano told CNN Philippines' The Source.

The Philippines' top diplomat noted that anything from the arbitration award through the United Nations Convention on the Law of the Sea is being discussed in the bilateral consultation mechanism.

MANILA - The Philippines, Vietnam and China should set rules on common fishing in Scarborough Shoal, Acting Chief Justice Antonio Carpio said Wednesday.

"You cannot just overfish there because you have to have sustainable fishing. We must have rules and we should go to the tribunal, ask that China and Vietnam sit down with us to draft the rules there," he told ANC's Headstart.

The arbitral tribunal, in its 2012 decision, ruled that the lagoon and territorial sea around the shoal was the "common fishing ground" for the three countries, he said.

With Filipinos barred from the lagoon, Carpio said Manila should ask the tribunal to order Beijing to allow its fishermen in and also file a diplomatic protest on this.
