- Yes that proposal is acceptable. And both Pres. Cory Aquino and VP Laurel agreed.

The proposal is unacceptable because it is contingent on accepting China's condition, sovereignty belongs to China.

The liar Wang has made it explicit China intends to ignore Philippine laws and thus the Constitution:

Philippines to consult ASEAN on joint China sea oil search | Rappler - July 26, 2017

But Foreign Secretary Alan Peter Cayetano said on Wednesday the Philippines would consult its 9 fellow Association of Southeast Asian Nations (ASEAN) members about the proposal.

"It will not be a unilateral action from the Philippines because the premise of the president is peace and stability, and unilateral action by anybody leads to destabilization," he told reporters.

"There will also have to be consultations with the whole ASEAN because we want to keep the stability there."

China no threat to PH – DFA

“The language of the Constitution is explicit that the exclusive economic zone [EEZ] is part of the national territory and that it should be for the enjoyment and exploitation exclusively of Filipinos alone,” Carpio said. “We cannot enter into joint development within the EEZ.”

They do not want to offend their master, Chinese govt, and be told being aggressive. Didn't we realize the tone down was to meant to become a dog-in-a-leash of the Chinese govt, bcoz they shall started secretly selling PH areas?

Note further that mainland China is eyeing to hire more Filipinos for their household slaves.
