PH to agree on joint oil exploration with China in disputed sea

“What we are looking at is a deal that will first cover exploration activities in uncontested areas,” said an administration official, who spoke on condition of anonymity because the sensitive discussions were still ongoing.
Asked about which potential areas would be considered uncontested given that China’s so-called nine-dash line territorial claim encompasses most of the South China Sea, the official said that these may be “areas closer to the Philippines, including Recto Bank,” that are firmly under the Philippine government’s control. ...
“The issue of sovereignty will not be touched,” he said, adding that once a more comfortable working relationship has been established, both sides can proceed to discuss the more sensitive areas around the South China Sea.

If Duterte does approve a deal, the contents must be revealed publicly.

Mar 14 2008 In both bilateral and tripartite agreements—“purely commercial transactions,” as Mañalac put it—there was a provision that “the signing of the Agreement…shall not undermine the basic position held by the Government of each Party on the South China Sea issue.” This indicated that the Philippines was conceding the JMSU site as part of the area in the South China Sea despite the fact that about 80 percent of the 142,886 square-kilometer targeted survey area is within Philippines waters. A regional map would show that even the 20 percent of the JMSU area, which is outside the Philippines’ 200-nautical-mile EEZ, is still far from the Spratlys area that is internationally acknowledged as contested. Duterte open to PH–China joint energy exploration in West PH Sea | Manila Bulletin - December 19, 2016
- Quote:
-
President Rodrigo Duterte said he is open to a joint exploration for energy between the Philippines and China in disputed territories in the West Philippine Sea despite not bringing this up during his state visit to China.
This, even as he stressed that he is not deviating from the July 16 U.N. tribunal ruling that favored the Philippines, which he said he would someday bring up with Beijing.
“Bakit naman ako maghanap ng away? If I send the Marines there, they’ll be wiped out in just one minute. It will be a disaster,” the president said in a speech in Malacañang on Monday, December 19.

Envoy says PHL studying joint exploration with China in disputed waters | GMA news - January 2, 2017

"The basic challenge here is how to do it, whether with a US company or a British company or a Chinese company, so that you can have a joint venture or a joint development, whatever you want to call it, that is in line our constitutional requirements," Sta. Romana said at a news forum.
Sta. Romana said the government needed to know what natural resources could be extracted from the West Philippine Sea, especially with the chance that the energy supply from the Malampaya gas fields would be depleted in 10 years.

Sta. Romana said that any joint exploration agreement with China had to be in accordance with the Constitution.
Aside from being constitutional, University of the Philippines Institute for Maritime Affairs and Law of the Sea director Jay Batongbacal said the terms of any joint exploration agreement between the two countries should be transparent.
The Philippine government must also ensure the deal will not be misconstrued as an acknowledgement of China's sweeping claims over the entirety of West Philippine Sea.

PH studying joint exploration of West Philippine Sea with China By: Roices Naguit, News5 January 4, 2017 1:28 AM
MANILA, Philippines - Since President Rodrigo Duterte had said that the Philippines is willing to share natural resources with Beijing in contested South China Sea areas, the government is seriously studying the possibility of entering into a joint exploration with China.
For Philippine Ambassador to China Chito Sta. Romana, the idea is timely since the country will be looking for other sources of natural gas.
"The basic challenge here is how to do it, whether with a US company or a British company or a Chinese company, so that you can have a joint venture or a joint development, whatever you want to call it, that is in line our constitutional requirements,” Sta. Romana said.
Experts, however, advised the government to make sure that the Philippines has the upperhand over the control and profits of the joint project because it is within our exclusive economic zone.

PH, China eye joint oil exploration project within West Philippine Sea
Philippine News Agency

July 25, 2017
“…We are praying that this generation under (Chinese) president Xi (Jinping) and under President (Rodrigo) Duterte will have the wisdom to find a way that these natural resources will benefit our people,” said Philippine Foreign Affairs Secretary Alan Peter Cayetano. ...
In 1986, late Chinese leader Deng Xiaoping proposed to the Philippines the idea of a joint development within the West Philippine Sea. Talks about the project began during the same year. ...
For his part, visiting Minister Wang believes that joint development does not affect or involve respective independent legal systems. ...
“So that the goodwill embodied by Mr. Deng Xiaoping's proposal 31 years ago could lead to fruition today and could benefit the people of both countries,” he added.
What the mewling traitor Cayetano and his master aren't telling us:
"Set aside dispute and pursue joint development"
China Foreign Ministry

(...SNIPPED/MODERATOR EDIT FOR LENGTH) In addition to proposing the approach of "setting aside difference and pursuing joint development", Deng Xiaoping also explained China's stand that it has sovereignty over the Nansha Islands. He explicitly pointed out that "the Nansha Islands have always been marked as part of China on the maps of the world. The Nansha Islands belong to China." "We have many evidences. The maps of the world in many countries also prove this." He also said to President Aquino that China is in a most authoritative position to address the issue of the Nansha Islands since they have always been a part of China's territory.
Go to hell, Cayetano. Or go to your Chinese masters. Same difference.

Former Solicitor General: Joint exploration with China in disputed waters undermines Philippines' rights
CNN Philippines
- Quote:
-
July 26, 2017
Florin Hilbay, a member of the legal team that won the case against China with the Permanent Court of Arbitration in The Hague in July 2016, warned that a move like joint exploration was unconstitutional and that the Philippines would be diluting its award of exclusive economic rights. ...
Earlier, Foreign Affairs Secretary Cayetano said the Malampaya Gas Field in South China Sea just off the island of Palawan proved that joint ventures were constitutional. ...
But Hilbay claimed that the Malampaya venture was incomparable to a proposed Philippine-China venture, since there is no foreign government involved that claimed any of the country's maritime entitlements in the former.
Naked duplicity.

Look into this....
Deng Xiaoping said to Filipino President Aquino (April 1988) "In view of the friendly relations between our two countries, we can set aside this issue for the time being and take the approach of pursuing joint development - Yes that proposal is acceptable. And both Pres. Cory Aquino and VP Laurel agreed.
2nd:, In addition to proposing the approach of "setting aside difference and pursuing joint development", Deng Xiaoping also explained China's stand that it has sovereignty over the Nansha Islands. - Such statement is not acceptable, and directly ordering the PH to simply give the ownerhip.
3rd: He explicitly pointed out that "the Nansha Islands have always been marked as part of China on the maps of the world. The Nansha Islands belong to China." "We have many evidences. The maps of the world in many countries also prove this." - Those statement of the so-called history maps, had been vindicated as fabricated and it not illegible. 2016 ruling on UNCLOS and ITLOS proved that China's occupation of the entire SCS is illegal. No Chinese Maps shall be recognized from 2016.
Now, if will the current govt again give-in as like what PGMA did? Note that PNoy found out that the WPS project with China was illegal and only China will benefit. Further, the documentation stated that PH agrees that the area of exploration is a privilege only of PH to join with China and considered as Chinese project and ownership. WTF!
