Southeast Asian leaders dropped a reference to concerns over China's disputed territorial claims in the South China Sea from a statement released Thursday, apparently reflecting the power wielded by the economic powerhouse in the region.

The 28-page chairman's statement that summed up discussions at Monday's summit of the Association of Southeast Asian Nations in Manila instead said the leaders "took note of the improving relations between ASEAN and China."

ASEAN is just a collection of puppet states controlled by China. Looks like China managed to establish de facto control of the SCS and have the ASEAN states accept it.

SINGAPORE - (UPDATED) The Association of Southeast Asian Nations is hoping to expedite negotiations on a code of conduct with China for the disputed South China Sea but it isn't realistic to expect an agreement within a year, Singapore's defense minister said on Wednesday.

China and the 10-member ASEAN bloc adopted a negotiating framework on the code in August and have commenced talks on the code itself over the disputed and busy waterway largely controlled by China but also claimed by some ASEAN states.

Patrick Murphy, US Department of State principal deputy assistant secretary for Southeast Asia, stressed that the South China Sea issue is among Washington's top priorities.

The developments in the South China Sea was discussed during the US-ASEAN Dialogue in Kuala Lumpur, Malaysia last Tuesday.

"We noted efforts to achieve a meaningful Code of Conduct between ASEAN and China. That’s a process that was recently launched and will continue going forward,"
Murphy said in a phone press conference on Thursday.

MANILA, Philippines — Senior officials from the Association of Southeast Asian Nations and China have agreed to move forward with consultations on the proposed Code of Conduct in the South China Sea (COC).

The officials recently met in China's Hunan province for the 15th Senior Official's Meeting on the Implementation of the Declaration of Conduct of Parties (DOC) in the South China Sea.

The Chinese government said that consultations on the COC will be based on the established framework so as to come up with a unified draft document.

"All participants agreed that we will peacefully resolve the South China Sea disputes through negotiations, control differences within the framework set out by regional rules, enhance mutual trust and prevent unexpected incidents on the sea through cooperation, and jointly maintain peace and stability in the South China Sea," Chinese Foreign Ministry spokesperson Lu Kang said in a press briefing Thursday.
