The current PH govt will only waste the money and effort spent during the arbitral hearing. The current PH leaadership, a lawyer, does not know how to follow law. What an irony.

Well I guess, their words "WE", meant about within their circle of convenience, and not for the "WE as a nation".

Should the people allow this in our present govt?

MANILA—Negotiations for the framework of a code of conduct (COC) to govern territorial disputes in the South China Sea are expected to begin on November 14, foreign affairs spokesperson Robespierre Bolivar said Thursday.

The framework, which would help structure negotiations toward the crafting of the actual sea code, was adopted by foreign ministers during the ASEAN-China meeting in August.

It was endorsed 15 years since negotiations between the ASEAN and China began, during which time Beijing has continued building islands and strengthening its military presence in the disputed water

DA NANG, Vietnam – Saying Southeast Asian leaders were “all worried” about it, President Rodrigo Duterte on Thursday night said he will press Chinese President Xi Jinping on the issue of China “militarizing almost all” the islands it controls in the South China Sea.

The President said he will urge President Xi that they should “hurry” in coming up with a Code of Conduct in the South China Sea because Association of Southeast Asian Nation (Asean) leaders were concerned about China’s placement of armaments in the islands it controls.

“I will tell him straight, you know Mr. President, the whole of Asean is worried about how we should behave in the seas that are now militarized, afraid that there might be a mistake and there would be shooting,” the President said in a press briefing.

Southeast Asia and China foreign ministers in August adopted a negotiating framework for a code of conduct in the South China Sea, a move they hailed as progress but seen by critics as a tactic to buy China time to consolidate its maritime power.

Leaders of Association of Southeast Asian Nations (ASEAN) and China agreed in the just-concluded 31st ASEAN Summit to start negotiations on a more substantive and effective a Code of Conduct (COC) on the South China Sea. Talks are expected to begin next year.

ASEAN foreign ministers and China signed a Declaration of Conduct by the Parties in the South China Sea in 2002, a looser set of guidelines for their actions in the contested sea. They have since been working to upgrade it.

In August this year, ASEAN's and China's foreign ministers adopted a framework of the Code of Conduct that "will facilitate the work for the conclusion of an effective COC on a mutually agreed timeline."
