Fifteen years after their first joint declaration on the South China Sea disputes, the 10-nation Association of Southeast Asian Nations (Asean) and China have agreed to adopt a framework to guide future negotiations for a Code of Conduct in the contested sea.

The Asean foreign ministers and China would formally endorse the document called “Framework of the Code of Conduct in the South China Sea,” during their meeting in Manila on Aug. 6, the Department of Foreign Affairs (DFA) said on Monday.

The ministers’ meeting is part of the week-long Asean-related meetings the Philippines will chair from Aug. 2 to 8, when the regional bloc will mark its 50th anniversary.

An initial draft of a joint communique to be issued by the foreign ministers of the 10-member Association of Southeast Asian Nations, which was seen by The Associated Press on Wednesday, says the ministers will ask senior diplomats to initiate talks on the so-called code of conduct in the disputed waters after their governments agreed on a framework of the accord with China.

MANILA - Foreign ministers of the Association of Southeast Asian Nations (ASEAN) have endorsed a framework for a code of conduct (COC) to govern the disputed South China Sea, Foreign Affairs spokesperson Robespierre Bolivar said Saturday.

The framework, an outline that would help structure negotiations towards the crafting of the actual sea code, was taken up at the ASEAN Foreign Ministers' Meeting here more than two months since the document was drafted in China.

"Ministers endorsed the COC framework for eventual adoption on August 6 at the ministerial meeting with China," Bolivar said in a press conference.

MANILA -- (UPDATED) Southeast Asian foreign ministers ended an impasse on Sunday over how to address disputes with China in the South China Sea, issuing a communique that called for militarization to be avoided and noting concern about island-building.

The South China Sea has long been the most divisive issue for the Association of South East Asian Nations (ASEAN), with China's influence looming large over its activities. Some countries are wary about the possible repercussions of defying Beijing by taking a stronger stand.

ASEAN failed to issue the customary statement on Saturday, over what diplomats said was disagreement about whether to make oblique references to China's rapid expansion of its defense capabilities on artificial islands in disputed waters.

China has scored a diplomatic coup in its campaign to weaken regional resistance against its sweeping claims to the South China Sea when Southeast Asian nations issued a diluted statement on the dispute and agreed to Beijing's terms on talks.

After two days of tense meetings on the dispute in the Philippine capital, foreign ministers from the 10-member Association of Southeast Asian Nations (ASEAN) issued a joint communique that diplomats involved said was carefully worded to avoid angering China.

The release of the statement came shortly after the ministers met with Chinese Foreign Minister Wang Yi and agreed on a framework for conducting negotiations on the decades-long row that included key clauses advocated by China.

Viewed against the previous week’s prelude of talks of joint development (and reported coercion against Vietnamese unilateral exploration) of petroleum resources, as well as post-meeting statements of foreign ministries, the stronger-yet-weaker statement on the South China Sea (SCS) disputes indicates that President Rodrigo Roa Duterte's (PRRD) course of action has already been set. The Philippines and China appear to have reached an accord on the issue, it only remains to put it in writing.
