BEIJING - A first draft of a code of conduct for behavior in the disputed South China Sea has been completed, Chinese Foreign Minister Wang Yi said on Wednesday, adding tension in the waterway had eased notably.

Since 2010, China and the 10 members of the Association of South East Asian Nations (ASEAN) have been discussing a set of rules aimed at avoiding conflict among rival claimants in the busy South China Sea.

Speaking at his annual news conference on the sidelines of China's parliamentary session, Wang said talks last month had made "clear progress" and had formulated a first draft of a framework for the code.

"China and ASEAN countries feel satisfied with this," he said.

China’s positive view of a code of conduct for claimants in the South China Sea will work toward successful negotiations with the Association of Southeast Asian Nations (Asean) on maintaining order in the disputed waterway, Acting Foreign Secretary Enrique Manalo said on Tuesday.

Speaking at the Meet Inquirer Multimedia forum, Manalo said a framework for the code of conduct could be finished by June.

According to Manalo, there have been two meetings between China and the Asean at the expert level and these have achieved “concrete and positive results.”

MANILA - The Philippines' victory against China in an international court will not be mentioned in a key statement of Southeast Asian leaders who will meet here this week, according to a draft seen by ABS-CBN News.

The Hague-based Permanent Court of Arbitration ruled in favor of the Philippines in July last year and said China had no historic rights over the resource-rich South China Sea.

The Philippines is hosting the Association of Southeast Asian Nations summit this year, as President Rodrigo Duterte seeks closer ties with China while distancing the country from the Washington, Beijing's rival for influence in the Pacific.

The draft chairman's message would instead underscore the importance of "peace, stability, security, and freedom of navigation," and would urge all sea claimants to settle territorial disputes in a peaceful manner.

MANILA - Thailand wants the "full and effective" implementation of China's agreement with Southeast Asian countries to manage tensions in the South China Sea, its prime minister said Friday.

The 2002 Declaration on the Conduct of Parties calls on all parties to exercise "self-restraint" and avoid complicating the maritime dispute over the vital trade route.

"Thailand also attaches great importance to the full and effective implementation of the DOC to foster cooperation in various areas," Prime Minister Prayut Chan-o-cha told a select group of reporters through an interpreter.

MANILA - Southeast Asian countries have altered a statement to be issued at Saturday's ASEAN summit to include references to militarization and island-building in the South China Sea, the latest draft shows, in a move likely to frustrate Beijing.

Chinese embassy representatives in Manila had sought to influence the content of the communique by lobbying Philippine officials, two ASEAN diplomatic sources told Reuters.

However, four ASEAN member states disagreed with omitting "land reclamation and militarization" - terms included in the statement issued last year in Laos, but not included in an earlier draft of this year's statement seen on Wednesday.

China is not a member of the Association of South East Asian Nations, and is not officially attending this week's summit. China embassy officials in Manila could not be reached for comment.

MANILA - The Association of Southeast Asian Nations (ASEAN) on Saturday skipped mention of China's arbitration loss and its militarization and land reclamation in the disputed South China Sea.

The ASEAN Chairman's statement however "reaffirmed the shared commitment to maintaining and promoting peace, security and stability in the region... in accordance with the universally recognized principles of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS)."

The joint statement, which was issued early Sunday, was silent on China's defeat before the Hague-based arbitration court, which invalidated the basis of Beijing's sweeping claims over the South China Sea

BEIJING - (UPDATED) China and the Association of Southeast Asian Nations (ASEAN) took a step towards easing tensions in the South China Sea, state media reported Thursday, agreeing to a framework for a "code of conduct" to prevent incidents in the disputed waters.

The competing claims to the sea, which is believed to sit atop vast oil and gas deposits, have for decades made it one of Asia's potential military flashpoints.

The issue has come to a head in recent years as China has pursued a strategy of building artificial islands capable of supporting military facilities in the region, provoking strong reactions from other claimants as well as the US, which argues Beijing's actions threaten freedom of navigation and overflight through the strategically vital waters.
