BANGKOK - The chairman's statement to be issued after a summit of Southeast Asian leaders in Laos this week will avoid any mention of the landmark July ruling by an international tribunal that rejected China's vast claims to most of the South China Sea, an ASEAN source said Sunday.

Leaders of the 10-member Association of Southeast Asian Nations instead limit themselves to reiterating their concerns over developments in the disputed sea without mentioning China by name, according to the source.

"We remain seriously concerned over recent and ongoing developments and took note of the concerns expressed by some leaders on the land reclamations and escalation of activities in the area," according to a draft of the chairman's statement penned by China-leaning Laos, this year's chair of the grouping.

Duterte's undelivered intervention at the 11th East Asia Summit cited the United Nations Convention on the Law of the Sea (UNCLOS), the basis of the landmark ruling that favored the Philippines.

Duterte would have said, "We can be open to exploring other options to settle disputes, provided that these are in accord with international law and ASEAN core values."

"This includes full respect for legal and diplomatic processes recognized under the UN Charter, international law including UNCLOS, and the recent arbitral award on the South China Sea which is now part of international jurisprudence relative to the maritime domain. These provide and support a rules-based approach for resolving maritime disputes," the President would have added.

Duterte earlier said he had no plans of bringing up the West Philippine Sea dispute during the ASEAN Summit in Laos.

According to Duterte himself he threw away the prepared speech reaffiriming the WPS ruling after it was handed to him by his National Security adviser, General Esperon. Link to another post

Just like what I have always suspected, it's not his advisers who are at fault.

No amount of advise will matter for a man who's candidacy was supported and funded by China. Naturally Mang Kanor is just returning the favor.

Of course I have no proof, but I'd conjure up things Mocha-Uson style. Just wait up.

BORACAY, Philippines - The Association of Southeast Asian Nations here is fast-tracking the framework of the Code of Conduct (COC) to address the mounting tensions in the West Philippine Sea (South China Sea).

Department of Foreign Affairs Spokesman and Assistant Secretary Charles Jose revealed this in a press briefing at the Alta Vista de Boaracay in Malay, Aklan Sunday.

"I think officials of both sides are working very hard to be able to meet this deadline. . . . I think all ASEAN member states would like to see the early conclusion of the negotiations on the actual Code of Conduct which I think will be useful for managing the region and in regulating the future behavior of the parties concerned in the South China Sea region," Jose told reporters.

The target date of the COC framework is 2017 and all members of the ASEAN are taking extra effort to finish the long overdue task.

The region's foreign ministers were unanimous in their concern over China's militarization of its artificial islands, but were confident a framework for a code of maritime conduct could be agreed with Beijing by June, Philippine Foreign Affairs Secretary Perfecto Yasay said.

Yasay did not say what developments provoked the concern, but said the 10-member Association of South East Asian Nations (ASEAN) hoped China and the United States would ensure peace and stability.
