i know they're different. my point is that proc could make a play to make us to w/draw from the ITLOS arbitration by dangling their participation in negotiations for the COC as an 'incentive'. and if we refuse, they can try and portray us as the bad guys in front of other asean members because the DOC/COC agreement failed because of our refusal to w/draw the ITLOS case. knowing their double talking nature and even from the article, it's quite possible for them to take advantage of this. you understand it now? |
