Philippine Navy needs P500B to upgrade war capability By Jaime Laude Home Updated May 24, 2012 04:33 PM MANILA, Philippines - The Philippine Navy (PN) is need of P500 billion under its 15-year strategic development plan to upgrade its warfare capabilities. Lt. Commander Nerelito Martinez, Philippine Fleet acting chief of staff for plans and programs (F5), in a published Navy journal this month, said the multi-billion funding would be used to bankroll its “Philippine Fleet Desired Force Mix” strategy concept. Martinez said the newly-developed naval strategy calls for the acquisition within a 15-year-period of six frigates configured for anti-air warfare, 12 corvettes designed for anti-submarine warfare; 18 Offshore Patrol Vessels (OVs) that will compose the backbone for naval patrol. To effectively address naval underwater and mine warfare, the Philippine Fleet planners came up with a proposal for the procurement of three submarines and three Mine Counter Measure Vessels (MCMVs). For its amphibious, sealift and auxiliary services requirements the “Fleet Desired Force Mix” concept, Martinez said that the Navy fighting force should have four Strategic Sealift Vessels (SSVs) capable to move one brigade of Marines amphibious force or any ground force and its support system; 18 Landing Craft Utility (LCU), three Logistics Support/Replenishment Ship (LSS), three Ocean tugs, six Yard/Fire Tugs which would provide critical support warships in docking and undocking. In Interdiction and Special Boat Operations (ISBO), the Fleet is also eyeing additional procurement of 12 Cyclone class Coast Patrol Interdiction Craft (CPIC), 30 Patrol gunboats, 42 Multi-Purpose Assault Craft (MPACs) and 24 Rigid Hull Inflatable Boats (RHIBs). For its Naval Air Operations, the Fleet is also looking forward to the acquisition of eight Amphibious Maritime Patrol Aircraft (AMPA) needed for maritime air surveillance, 18 Naval Helicopters embarked aboard frigates and corvettes and eight Multi-Purpose Helicopters (MPH) embarked aboard the SSVs. <snipped> He added that current market research and assessment, the new planned procurement would cost the government about P497 billion. Upon review of the Fleet’s capability during a strategic planning workshop held in May last year, taking into consideration of the Navy’s 15-year Strategic Development Plan, the Philippine Scenarios 2013-2022 and various restraints and constraints, to include the operating environment, capacity to acquire and maintain and timeliness, Martinez said the following questions came up. These questions include what naval warfare capabilities the Navy need to develop, given the current resources limitations; types of vessels, aircraft and ancillary equipment must be acquired and how w big or small the Navy would be. <snipped> |

Well we all know this going to be hard i mean the times are unpredictable! why not modify our old ships invest in our shipyards for modifications for our older ships and building patrol ships and then frigates after 10 years then possibly destroyers other 10 years and our first aircraft carrier 30 years from now its more possible than this obvious modification of the old 1995 plan! sure if we can still elect p-noy but that's impossible and who would continue this good run were having? 500 billion is a lot of money spend it right the chinese threat is hold off for a while but knowing us filipinos someone will just see this as a way to get rich why not invest it on our own locals defense contractors and help tie up with famous defense contractors like BAE system/Lackheed etc. it would create more jobs and as for talent we have been bless with unlimited numbers many of them are still here. Am not saying it can be done it can. It can but our politicians and military officials can not be trusted with money. so my suggestion is more possible than that old plan. |

The cutter may fall with the frigate category so they need to arm it whether they like it or not because its too expensive to operate for an offshore patrol vessel. Like i said before, they need a smaller version(no helicopter deck), lightly armed, with long range radar and some sonar offshore patrol vessel so it will be cheaper to operate and maximize enemy detection. Since its a 15 year plan, i prefer the ships to be locally made with 3rd party foreign weapon contractor for advance, and local ones for basic weapons like machine guns etc. this way we will be able to pick up the economic phase of the development. Enough with the 2nd hands decommissioned ships not unless if we are in a hurry. |

Modernization should prioritize: Patrol Ships with air/sub/ship detection, fast & lightly armed for Navy. Surface Attack Aircraft with anti ship/sub attack capability for Airforce. SAM with Radars, Close AA battery capable of shooting ground targets too for Army. This triangle defense will work together and protect us from external threats. | |

what about a deal for Frigate with Ingalls Industries since they are coming to town.. air defense mean AEGIS type Frigate right.. if the cost of a AEGIS LCS is $600 million then the Cost of the Ingalls PG-4921 with AEGIS will be lower.. here is their Patrol Frigate 4921 without the AEGIS(I think they can put one on these)

This is a very decent military upgrade plans for the PN, and thats only for the navy. Great news, now enough talking just do it. |
