2 weapon platforms that are needed badly for AFP. Sunburn missiles for Naval deterrence and S-300 missile system for air defense. These weapons will serve as deterrence to China's constant violations of Philippines territory. Sunburn missile is versatile that it can be mounted on a flat bed truck. AFP has to deploy these weapons in tandem because both will provide security for each other. Having these in AFP arsenal will play psychological effect against any country deploying there expensive destroyers, aircrafts or soon China's aircraft carrier along your borders because they will know that they will be destroyed. AFP should acquire these weapons quietly and deploye it all over the Philippine islands. It will be suicide for an aggressor country try to deploy a ships or aircrafts close to any Philippine islands not knowing which islands has these weapons cock and loaded and aimed at them. Philippines doesn't have a lot of money so invest on weapons like these that will really make an enemy think twice before coming within range of your weapons range. Be smart! Rather have 5 lions to take to battle than 1000 sheeps.

Care to elaborate how the philippines would fund your dreams? Will you be agreeing to release more funds from International Reserves or from some other ways like Pork Barrel or something?

First of all, Philippines is one of the country that only allocate 1 percent of it's GdP on military. Philippines has higher GDP than Veitnam but Vietnam maintain a much stronger military. Philippines should up it to 5 percent it's GDP for military modernization. Philippines are losing a lot of fishing industry to china or other neighboring countries.
Having just a Squadron of F-16, 2 whec's and existing patrol boats can post credible external security. Philippines can upgrade it's external defense by adding missiles on it's patrol boats and it's land forces. Deploying missiles I mentioned above to Batanes ( first line of defense up north) and deploying it in Philippines controlled Spratly island(you will have the whole Spratly covered).
Philippines should order 4 brand new F-15P (p for Philippines) on yearly basis until you have full squadron. AFP need to have a credible Interceptor against neighboring advance aircraft.
