The philippines has a large commercial shipbuilding industry which should be able to turn its hands to build military ships. The British commercial yards which build all sort of ships including military use. It would be an advantage to the pn to have this too as the first crew are normally assigned prelaunch allowing them to get to know the ship from the bottom up in intimate details.
Another thing is civilian craft can be converted to military use the British have done that since the first queen Elizabeth reign, more recently trawlers to OPV/mine warfare ferries/cruise ships to transport/hospital ships and helicopter training/command ships from containers
STUFT (ships taken up from trade) is a vital service for the Royal Navy in our most recent conflicts the largest if which being the Falklands war in 82 where about half the active ships were civilian usage
PN needs the back up of a modern shipbuilding industry than relying on cheap used warships but while it's building up its non commercial industry it needs to get better equipped ships faster to build up its ability to defend its people and territory. I hope it can do that soon

It can be done "soon", but this government has more things to focus on. Is this is wrong?

It's not wrong but increased building of your own ships would help reduce unemployment and bring in more spending on the general population
I understand the problems caused by years of corrupt govt to what should be one of the richer nations in south east Asia

You need to add military equipment and technology to make these local commercial and merchant ship builders have the capability to produce warships. It's not that simple because without the right technology, these local shipbuilders could only make the hulls then hire a 3rd party foreign contractor to complete the warship.

I thought I read somewhere that Qintiq were planning on getting together with one of your shipyards that would be a start as they have their fingers in so much
it be a start to designing and building at least your own patrol and corvettes
as for the British warships on the sales position I read yesterday invincible is already razor blades the ships are going so fast :(

As on the British position, there is still the Ark Royal. Its replacing depends on the time when the Queen Elizabeth Class Carrier would be in service.
I think that the AFP held a "designing contest" of sorts back then. Did they never considered doing this again?

That design contest was a failure because most of the entries were based on fantasies.

Haha! Epic fail!
The contestants failed to include and/or meet the required technical specifications with the submitted designs.
