Philippine Navy eyes joint maritime exercises with Thai, Vietnamese counterparts

MANILA, Philippines—The Philippine Navy plans to hold joint maritime exercises with its Vietnamese and Thai counterparts as part of efforts to strengthen ties with the navies of neighboring Asian countries, a military spokesman said.

Lieutenant Colonel Omar Tonsay disclosed this following the visit of a Philippine Navy delegation led by its chief, Vice Admiral Alexander Pama, to Vietnam on March 11-14 and Thailand on March 14-17.

The Philippine delegation toured the Naval Shipyard X46 or the Hai Long Shipbuilding Co. in Vietnam, which is equipped with state-of-the-art shipbuilding and repair facilities and which is capable of building warships and military vessels, Tonsay said.

“This visit is expected to provide opportunities for the conduct of joint maritime exercises in the West Philippine Sea (northeast of Vietnam) and other common maritime domains following proper diplomatic channels under guidance from the Department of National Defense,” Tonsay said.

“Sharing of shipbuilding expertise is clearly seen as one possible area for cooperation during this tour,” Tonsay added. The delegation, he said, suggested possible training for Philippine Navy personnel at the X46 shipyard.

Likewise, the leaders of the two navies discussed a proposal to establish a communication hotline between the operations centers of the Philippine Navy and the Vietnam People’s Navy (VPN) especially for search-and-rescue operations.

Pama and VPN’s commander in chief, Admiral Nguyen Van Hien, also signed the standard operating procedure regarding interactions among Philippine and Vietnamese navies’ personnel in the vicinity of Southeast Cay and the Northeast Cay Island, located between the two countries.

Nguyen offered to host the first “Navy to Navy Talks” with the Philippines in Vietnam in the last quarter of 2012, the Philippine Navy spokesman said.

“The visit paved the way for continued Staff to Staff Talks and exchange of visits between the Philippine Navy and VPN, which is hoped to sustain the active engagements of the Philippine Navy and the VPN and effectively address maritime security issues in common maritime domains,” Tonsay added.

In Thailand, Pama and other delegation members met with the Thai Ministry of Defense and held exploratory talks on avenues of cooperation for the Philippine Navy and the Royal Thai Navy (RTN). Joint maritime exercises and ship visits by the Thai Navy to the Philippines were also discussed.

Likewise, the RTN also committed to host Navy to Navy Talks to further discuss matters that will strengthen the bilateral activities of both navies.

as you can read here, Vietnam already has a state of the art ship building facility for their Navy. whereas tayo puro debate pa ng debate, pa tulog tulog ang government natin. As I stated before, Vietnam is about to overtake us or already overtaken us in terms of their armed forces modernization and soon in their economy too, yet they are just another communist country overtaking us a democratic country, what a shame. soon they will also have their own indigenous aviation industry and maybe we will start buying defense assets from them. or ask for donated refurbished decomissioned assets lol. sanamagan. so when Pres Pnoy said we are longer the sick man of ASEAN, not that fast sir, we still are, maybe on the road to a very slow recovery that could have a relapse depending on the efficiency of our government.

China Warns Against Joint Exercises in South China Seas

Chinese officials in Beijing are warning against any joint military patrols or exercises between Vietnam and the Philippines in the disputed South China Sea. 

Vietnam and Philippines military officials have discussed conducting joint exercises in the disputed region in meetings earlier this month. The exercises could include joint patrols of the Spratly Islands, which both countries and China claim as their own.

In Beijing, Foreign Ministry spokesman Hong Lei warned against any exercises in the Spratlys, which China calls Nansha.

China has indisputable sovereignty over the Nansha Islands, he said, and the adjacent waters. Hong also said China is opposed to foreign countries’ violation of China’s sovereign rights and interests.

There have been a series of run-ins involving fishermen, military patrols, and other vessels in the disputed region in recent months, increasing tension over the competing territorial claims. Philippine and Vietnamese officials have discussed establishing a communication hotline for possible disputes, as well as sharing shipbuilding expertise.  

A visiting professor at the National University of Singapore, Huang Jing, a China foreign policy analyst, said Beijing is unlikely to back down on its claims to the resource rich waters.

“China is getting stronger and stronger, the so called peaceful rise, and the rise of nationalism in China on the one hand, and also the increasing demand for external resources and the market so all of a sudden the territory dispute in the South China Seas has become a kind of priority in the policy discussion and internal debate,” Huang Jing said.

China, Vietnam, the Philippines, Malaysia, Brunei and Taiwan all claim South China Sea territories. China has claimed the largest portion of territory

The various claims are expected to be on the agenda during Chinese President Hu Jintao’s visit Friday to Cambodia. The country is the head of the 10 member Association of Southeast Asian Nations, and Philippine officials have said they are frustrated by Chinese efforts to block discussion of the South China Seas issue in the organization.  

China’s Foreign Ministry spokesperson said the focus of Hu Jintao’s visit will be strengthening China’s ties to Cambodia, where Chinese investment has grown rapidly in recent years.

China hopes through this visit China-Cambodia friendly relations and cooperation will be promoted, practical cooperation will be deepened and people to people exchanges will be enhanced, said Hong. He added that Beijing hopes for greater coordination in international and regional affairs.
China says its territorial claims in the South China Sea stem from 2,000 years of history when the Spratly Islands were an important part of China. Vietnam says China did not lay claim to this territory until the 1940s.   

The contested waters are rich in oil and natural gas reserves and serve as one of the busiest shipping lanes in Asia.

BEIJING (Kyodo) -- China took issue Thursday with a reported plan by the Philippines and Vietnam to launch joint military exercises and patrols in waters claimed by China, warning them that taking such action could escalate the territorial dispute and damage peace.

Foreign Ministry spokesman Hong Lei also said that is in the fundamental interest of claimants "to maintain the peace and stability in the South China Sea" and that the joint exercises and patrols would complicate the territorial issue.

He reiterated China's stance that it has "indisputable sovereignty" over the Spratly Islands and their adjacent waters where the two countries reportedly plan to hold their joint exercises and patrols.

Earlier this week, Philippine media reported that Philippine military spokesman Lt. Col. Omar Tonsay disclosed the plan following the March 11-14 visit to Vietnam of a Philippine Navy delegation led by its chief Vice Adm. Alexander Pama.

During his visit, Pama reportedly signed with his Vietnamese counterpart Adm. Nguyen Van Hien an agreement on standard operating procedures to guide interaction between the two navies in the vicinity of Northeast Cay Island, occupied by the Philippines, and nearby Southeast Cay Island, occupied by Vietnam.

The procedures are to implement a memorandum of understanding on joint patrols that was signed by the navy chiefs of the two countries last October.

Pama and Hien also reportedly signed an MOU on the "Enhancement of Mutual Cooperation and Information Sharing" between the two navies.

China is bound not to send major PLAN warships on broad daylight, since this might spark an unfriendly encounter with U.S., and I think China is not that irrational as to risk neither their first Aircraft Carrier nor their ominous destroyers.

Have to be wary of their submarines, though. :armyneutral:

Next step for the DND is to seriously take precautions to avert any future chinese subs entering the philippine territorial waters undetected by purchasing new or refurbished ASW aircrafts and ASW capable naval vessels. This way they can properly and jointly patrol with their ASEAN allies around WPS. They should see what our SEA friends could see under the water as well.
