Extension of AFP Modernization Bill; To get approval by next year (2012)

So this is what may gonna happen if LAcson and Biazon jr successfully granted their wish by the congress:

1. Ground troops maybe boosted by more numbers with new armaments and other small war gears.
2. PAF may get new gunships under new focus to internal threats.
3. PAF may still be getting those 6 LIFTs and perhaps a few MRFs (F16) in upcoming years if the government did not cancel PNoy's initial request from the US and SK.
4. 2 new whec cutters and an MRV may still be purchased despite with the new extension of modernization - same thing IF the government did not cancel PNoy's requests of immediate military assets from allies.
5. Filipinos then will have to wait another 15 more years or so to see any submarines, additional MRF's, new warships, new gunships and other CUH.
6. This means, we will be reverting back to the late 80's to early 90's situation only that instead of getting S211, 3 Peacock class gunboats, and MG520 gunships, the AFP may be getting 6 TA-50 or some type of LIFT aircrafts, 3 whec cutters, and perhaps sokols. Those much modern F-16 MRF may still be included granted that it will be actually purchased by next year. But that MRF acquisition is still then remain as a dream.
7. LAstly, more white eyes with no eyeballs for all timawans and PDFFers for waiting forever to see our AFP getting back their old glory years.

Hinawakan ni Marcos ang pera ng bayan kasi wala syang tiwala sa ibang politicians, but the sad story here was the betrayal by his own friends in the administration who held government seats and misused the overall national budget. FVR is a backstabber.

I think the "Pabaon" might still remain as long as there are bad people and dishonest officials in the government no matter if the modernization will focus or not focus on internal threats.

Meanwhile the Test Mission will remain as long as the AFP modernization is focused on internal threats. This military training is as bad as we can all imagine, it doesnt really help. It proved nothing to the people of the philippines with the rest of its history and it did more harm than good to the country.

We cant really wait any longer before the philippines will finally got some decent and serious military assets that can secure all the national interest of the government specially at WPS. I hope this proposed extension of AFPM will fell to deaf ears, and instead focus NOW in external threats. Leave the internal threats to the PNP-SAF. That's the only way!

it is a good improvement but i would rather say this buy the BTR 80 / 90 the new models then Humvee it is more fuel efficient and not expensive

FVR is a PMA graduate and a west point graduate "kuno" . Then the congress ask were is the money for base sale he quote " nandyan lang ung pera " . What kind of answer is that.

Nag-gastos pa ang gobyerno pa-aral sa US west point wala naman silbi.

people should encourage Sen Bong Marcos to run for president in the next election. I bet he will prove his critics wrong he will do the best and turn things around. Pnoy had his chance to be president, and he did better than GMA and did some modernization and housing for the soldiers and pay raises. now lets give Bong Marcos a chance to be president and then compare later.

please take time to read this link.. it underlines the AFP modernization program under the moderniztion law of 1995..if you read everything you will all understand what the current Pnoy administration is doing..the planned acquistions for the duration of this administration and beyond that to provide a modest territorial defense. i hope they will just continue the old law and just alot more money for true modernization and revise it to acquire more assets such as attack submarines, rather than makng a new law that gives the burden of internal security to the AFP.

Additionally, some aircraft in the current inventory will be upgraded to prolong their operational life. PAF equipment acquisition and upgrade require a total amount of P113,713 billion spread in a 21-year payment period. The programmed amount is P59,993 billion spread over a 17-year payment period while the unprogrammed amount is P53.72 billion.

To protect the 200 mile EEZ, the KCI and northern border waters, the Navy plans to acquire three (3) frigates and six (6) corvettes. Likewise, 12 off-shore patrol vessels are programmed for series in-country production, to include 24 coastal patrol interdiction craft and 12 missile boats to patrol archipelagic waters. In addition, nine (9) helicopters will be acquired to support surface vessels conducting maritime patrol at the EEZ. The upgrading of existing operational patrol and auxiliary ships, together with six (6) fixed wing aircraft are also included. PN equipment acquisition and upgrade require a total amount of P134.305 billion spread in a 22-year payment period. However, only P62.223 billion is programmed. Only enough to cover the cost of 3 corvettes, 7 off-shore patrol vessels, 10 patrol boats and 18 patrol craft.

Finally, Army equipment acquisition addresses the need to replace antiquated assets as well as to provide future rapid deployment units with modern firepower, mobility, communication and troop support equipment. Also covered are the refurbishing and retrofitting of existing assets, especially armor and artillery pieces. Likewise, the Army will acquire engineering equipment to serve multi-role functions as it prepares for wider participation in socio-economic development such as civil engineering projects. The PA equipment acquisition and upgrade requires a total P39.646 billion in 15 years. Only P18.405 billion of this is programmed leaving P21.241 billion unprogrammed.

You can't continue the old law. It has an expiration (15 years). It expired last month already. They need to enact a new law.

That's why Pong Biazon filed for a new one in the House last year and the Senate with the leadership of Lacson will tackle it very soon as well.
