Extension of AFP Modernization Bill; To get approval by next year (2012)

Can someone please Tell Congressman Biazon and Senator Lacson that we are already in CUP phase 2... the signs of the times demand us to develop a modest external defense shield immediately not after 6 years.. Our AFP has already been reduced to a COIN operating force since the 70s.. We already poured so much money for this efforts.. What we need is to catch up with our neighbors.. we are actually 20 years behind other southeast asian neighbors interms of military modernization.. This bill is not an extension of the previous law,, it is an entire different law they want to pass..This will further push us again for another decade.. What the 2 respected legislators should do is to give their full support to Pnoys initiatives to modernize the AFP to better meet current challenges. Territorial defense should be given top priority and not ISO..
We been thru this phase, this is CUP 1..parang paulit ulit lang tayo.. This bill is like a blast from the past. We should take advantage of the current policies of this administration to acquire assets to address external threats to better patrol our EEZ.. Yes wee need transport planes and Helicopters.. BUT we also need to acquire Maritime Patrol Aircraft.. Missile ships, armored carriers and tanks, force protection units, Subs, radars, LIFTs and Multi role Fighter jets.

thats what I have been saying, this congress or politicians are all idiots, they really does not serve the country, all they do is cause so much delay and debate and debate and 90 % of them are crooks. all they serve is themselves. thats why we are better off without congress and just invent a new system more efficient to the needs of the people and country. or maybe the president will find ways to make funds for the modernization without congressional approval. but again they should just abolish congress.

What they should do is to set aside an emergency budget FUNDS to update/ upgrade and purchase all the basics needed by our AFP/ PAF, PN and PM or form a special Modest Task Force branch that can handle our Territorial and External defence problems particularly in WPS while if ever the renewed AFPM Plans are on going.

A squadron minimum of (12) F-16's upgraded to blk 50/52 standards equipped w/ AIM-120 (BVR, decent Air defence Radars w/ Air defence systems, more WHECs and refit all w/ Missile/ ASW Capability together with other PN patrol ships, invest on MANPADs for PM, PN, PA

If we don't do this kind of plans, we will end up the same and much worse, we will and up 40 YEARS Delayed in Military technology and might as well better ask the US to colonize as once again...!

I must agree, there's no need for another 15 yr modernization plan. Why cant they finish the previous modernization programs all the way to the external defense capability upgrades? Why NOT simply approve a defense bill to boost the budget and BUY NEW MILITARY ASSETS TO SUPPORT THEIR FIGHT AGAINST THRE REBELS AND FURTHER DEFEND OUR TERRITORIES BY BUYING NEW WARSHIPS ITH MISSILES, RADARS AND NEW MRFs?

The new proposed bill will only bring back the AFP to the old COIN where all their Test Missions will only flourished, and will only further delays to finish off the insurgencies.

Wala na ba talagang utak yang PDFF forumer na si mister Biazon? What they need now is both external and internal defense by means of procuring modern warfare equipments such as new MRF's that can also be used against the rebels, new radars to detect those freaking intruders, new body armors to protect their troops.

Why is that they like to start all over again for first 5 yrs to focus on internal security when the philippines now suffering from both ends? WHY??? Can't they just reduce their troops and focus on quality of their soldiers instead and save about the same money instead of recruiting more troops that are ill-equipped?

Lacson seeks extension of AFP modernization program

SENATOR Panfilo Lacson wants to amend Republic Act No. 7898 or the Armed Forces Modernization Act to extend the program for another 15 years.

He filed Senate Bill No. 2938 amending RA 7898 “in order to finish the modernization program with concrete results.” Congress enacted RA 7898 on February 23, 1995.

”Pursuant to Section 6 of RA No. 7898 in relation to Joint Resolution No. 28, the AFP Modernization Program will expire by December of this year. After almost 15 years, the AFP still lacks the needed weapons and equipment in order to fulfill its mandate as enshrined in the 1987 Constitution,” Lacson said.

The law envisioned, among others, to develop the AFP’s capability to a level where it can effectively and fully perform its constitutional mandate to uphold the sovereignty and preserve the patrimony of the country.

Lacson noted that Section 7 of the law mandated the submission of a modernization program for the AFP by the President, upon the recommendation of the Secretaries of National Defense and Budget and Management, to be approved through a Joint Resolution by the Senate and House of Representatives.

Lacson said that certain provisions of RA 7898 and the AFP Modernization Program also need to be adjusted to make them more responsive to a continuously changing international and regional security environment.

”The law was based on the assumption that counter insurgency operations or threats to the State’s internal security will no longer be the prime responsibility of the AFP. It was crafted in order to address the country’s defense against threats to its external security,” he said.

To date, counter insurgency responsibility is still principally lodged with the AFP as mandated by Republic Act No.8551 otherwise known as the “Philippine National Police Reform and Reorganization Act of 1998.”

”The country continues to be beleaguered by one of the longest communist insurgencies in the world, secessionist movements in the South, and terrorist organizations that continue to wreak havoc on the country and our people,” Lacson said.

”It is therefore imperative and vital to enact a new piece of legislation that would amend RA 7898 in order to adjust it to current situation. The revised AFP Modernization Program shall be focused and directed initially towards addressing the internal security threats to the country and then developing it towards having an AFP organization with a shifting capability to meet both internal and external security threats. In light of the foregoing, the early passage of this bill is earnestly requested,” he added.

New AFP chief to focus on territorial defense, MILF peace talks

NEWLY appointed Armed Forces of the Philippines (AFP) Chief of Staff Jessie D. Dellosa, has assumed command from retired Gen. Eduardo S.L. Oban, in a turnover ceremony witnessed by President Benigno S.C. Aquino on Monday.

Mr. Dellosa, 54, takes over from Mr. Oban, 56, with the commitment to “fully support the national security agenda promoting internal peace and stability.”

Immediately before his appointment, Mr. Dellosa was commander of the Northern Luzon Command. Prior to that, he was commanding general of the 2nd Infantry Division.

In his speech before members of the AFP and the diplomatic corps, Mr. Dellosa vowed that his vision for the AFP revolves around four main themes: strengthening territorial defense, particularly in terms of developing the capabilities of the Philippine Navy to ensure maritime security in the West Philippine Sea; full implementation of the Internal Peace and Security Plan-Bayanihan; greater disaster preparedness; and organizational reforms, including fiscal transparency.

Mr. Dellosa particularly noted that under his watch, the AFP will promote the peace process with the Moro International Liberation Front “as the centerpiece” of the IPSP-Bayanihan, and that he personally adheres to the “all-out justice” espoused by Mr. Aquino, having been wounded in combat and seen the effects “all-out war” can have on the community.

For his part, Mr. Aquino reiterated his administration’s commitment to the AFP modernization program, not just in the procurement of big ticket items such as the recently acquired 23 Humvees and the commission of another Hamilton Class Cutter in addition to the newly acquired BRP Gregorio del Pilar, but also in terms of additional housing for soldiers, and education scholarships for their children.

Mr. Aquino expressed confidence in Mr. Dellosa and lauded him as being a “warrior” with an illustrious tour of duty so far in the military. He also thanked Mr. Oban for his service, crediting the latter with establishing the necessary reforms that reversed the impression of the AFP as being corrupt and graft-ridden.

Meanwhile, Mr. Oban also expressed his confidence in Mr. Dellosa’s leadership.

He likewise thanked Mr. Aquino for providing P80.9 billion to the AFP modernization, indicating that this was “more than half” of what was received in over 15 years the program has been in place.

Mr. Oban also noted that as of last count, the National Housing Authority had awarded 8,270 housing units to the AFP.

Mr. Oban exits the military, after over 36 years of service, with 99% personnel fill-up from the 96% manpower inventory he conducted upon assuming command last March. -- Johanna Paola D. Poblete

Dont let this thread die gentlemen.. We should make our lawmakers realize that they are commiting a big mistake by resetting the AFP modernization back to CUP 1.. We should write to congressman biazon and Senator lacson that their bill will further push as another 10 years and the AFP will continue to lag behind our neighbors.. Territorial defense should be given priority rather than COIN which has drained the Government coffers for the last 30 years, It is as if an external force doesnt want the AFP to modernize for external defense..The only winners if ever the bill will ever be approved are the chicoms and the malaysians.. kalampagin natin sina Cong Biazon and Sen lacson.. Modernize the AFP now !

What do you expect? One of the proponents has a father from the ground forces, which is very ironic since he is from the Marines (sub branch of the Philippine Navy).

Mukhang ayaw nilang mawala ang pinapag-praktisan ng mga officers and generals for career progression purposes. :headbang:

Mr. A from the Timawa even said that we have already addressed the basic concerns of the CUP1, and it is a fact that the state of our ground forces is much better than the time prior to the implementation of CUP. Then why these politicians still insist in resetting us back to CUP Phase I???

Instead going back to Phase I, they should create a bill na lang for the modernization and expansion of the Philippine National Police or re-create the Philippine Constabulary to address these "weak internal threats". So that the AFP can focus in addressing our territorial defense concerns.

"Weak internal threats"? As I've said before, they are getting weak. NPAs are just confined to some parts of country. They only resort now to extortion, kidnapping, robbery, small scale ambushes, assassinations and not conventional warfare. They are very few of them left, as compared to the tens of thousands members they once had. The MILF to some extent is still a threat, but not growing. It can be offset by political dialogues with them, with the help of some mediators from the Malaysia and United States. Though the MILF got very lucky in an engagement a couple of months ago because of the PA ground commander's negligence. Abu-Sayaf is very small too at present. They are just like the NPA with a different belief + some small scale bombings. They are getting more weak as time passes.

Kawawa naman ang PNP, lagi na lang neglected. Kaya naman nila ang mga ito kung bibigyan ng pagkakataon. Give the Philippine National Police a chance. If we expand their numbers, create more strike forces, expand the SAF, SWAT units and the regional mobile groups, give them more and better weapons/equipment, they will be able to do what the Army and Marines can do in containing this ever-getting weak insurgents.

External threats pose more serious problems for us than the Internal ones. Just look at this way; The MILF for one example may take/attack one city, but we can kick them out and destroy them in hours with the present state and strength of the Armed Forces. While if the Chicoms take our islands, resources and territorial waters, we can never take it back. And they can kill many Filipinos.

I am not saying that we become "praning" in this matter, but if we want to stop the fat dragon's bullying then we should show them our stick. We should be ready to defend what are truly ours, and show them that we are dedicated to it.

Please Mr. Biazon and Lacson. I beg you to re-consider. You are "representatives" of the Filipino people. Try to act like one, and not to advance just your interests or what you thought to be right.

Think out of the box..
