Per department, the Department of Education (DepEd) got the biggest slice of the budget at P238.8 billion that would include allocation for the hiring of 13,000 new school teachers and construction and refurbishing of more than 43,000 classrooms. The 2012 budget for education is 15.2 percent higher than last year’s P207.3 billion. Next is the Department of Public Works and Highways (DPWH), P125.7 billion; Department of National Defense (DND), P108.1 billion; Department of the Interior and Local Government (DILG), at P99.8 billion; and the Department of Agriculture (DA), P53.3-billion. It's still considered puny, but atleast it went up to 2% now compare to 1% that were previously allocated. Maybe enough to fulfill some of the AFP mandates. In that amount, the AFP can finally procure some major military assets in a couple of years such as atleast half of the budget should be used to acquire radars, MPA, a squadron of MRF in couple of years, combined with some missile corvettes w/ ASW perhaps and a submarine or 2 inexpensive subs maybe. I dont know if they can still chip in some dedicated AH aircrafts on it, maybe 1/4 of the budget then the rest goes to SRDP and other AFP programs. I think they are looking for some best subs available in the market though and not a cheap one, enough to scare off some intruders in 8 yrs or less. If so then that explain why they are planning to procure subs before 2020. |

Why a couple of years?? Correct me if I am wrong but I am in the impression that that P108.1 billion budget is only for 2012 being part of the 2012 budget. Hope, some one clears this up. Zwalzwal, maybe if he finds the time to post here. If this P108.1 billion ($2.5 billion) is just for this year then I think that's quite substantial. The $10 billion proposal by Biazon is good for 5 years w/c is $2 billion a year. |

Actually i meant to say it takes a couple of years to deliver those MRF's, but yes they could use $400-700M just for a squadron of MRF alone next year by either purchasing half squadron ($300M-$400M) first then completing all 1 squadron the following year which is 2013 or pay for the whole amount next year. This is really good if they would do it that way because that means the AFP can actually buy more squadrons of MRF or any other type of AH gunships every year or 2 years depending what they needed. Above all, the budget can also be used to finance the AFP modernization intended military assets such as this MRF acquisitions through leasing, so this way the DND could maximize their procurement without worrying too much about paying too much money right away. They could also use it for initial downpayments instead. So hopefully by next year, the DND would have a final list of major and basic MUST-BUY military hardwares. |

guys can you please research this 2 billion plus figure ?? if my memory is right, the figure for 2011 was also around this amount, and the reason was because the allocation for pensions was included in the DND budget in 2011 and I suspect also for 2012. if the pensions are not included in 2012 budget but kept separate just like in previous years, then , yes, the 2 billion figure is a huge jump, otherwise, this is just misleading. military pensions should be lumped with the pensions of the civilian government employees even at least as a separate item therein since they are both government employees so the DND budget figure is not misleading is that is the case indeed with this 2 billion figure.... |

I think it is the same since the budget was raised at the start of 2011. Even if they included the retirement and pensions with all the salaries in that budget, it may take a maximum of about more or less $400M with all other AFP programs outside the AFP modernization. I think i read it somewhere but i could be wrong on my figures. But i did forgot something, i remember that the AFP is also spending a lot of money for the fight against insurgency with all those expenses, that useless never ending war. That would take a lot of portion from $2B. Tsk. However i dont know if they added the revenues from Malampaya to that 2% budget, or if it is a separate additional budget for the AFP. |

So, there was a P47 billion increase in the 2011 budget from the 2010 budget and then another increase of P3.4 billion for the 2012 budget. ------------ What was purchased in 2011? Ramdam nyo ba yung increase? The 2005-2010 budget is pretty much consistent. Hindi naman siguro pension,maintenance and salary lang yung increase because it seems everything was just fine with them getting P46-57 billion a year. Just asking. Baka kasi kung saan saan lang napupunta eh halos doble yung increase from the GMA years. |

The AFP and DND should invest more helicopter especially now. |

MRF is more priority since it can also be used for both external and internal defense and against insurgency by dropping laser-guided bombs or GBU's. Its really great though if they could purchase some dedicated attack helicopters next year. |

Puro anomalya nangyari daw during GMA admi last 2010 kaya panay ang cancel ni PNoy sa mga AH acquisitions, and also i think it was 2010 when they paid the WHEC ship. The rest eneded up in war against insurgency and corruptions. Nothing really much happened. May nagnanakaw dyan hanggang ngayon for sure, mga kawatan ng bayan. |
