The Hunt for Waning Abdul-Salam; in Zamboanga-Sibugay

MANILA, Philippines - Close to 3,000 families have been forced to flee their homes in 4 towns in Zamboanga Sibugay after military forces launched pursuit operations against so-called "lawless elements" in the area.

Secretary Corazon "Dinky" Soliman of the Department of Social Welfare and Development (DSWD) said 2,400 families were forced to evacuate their homes in Talusan, Payao, Alicia and Mabuhay towns since Sunday.

"These are the towns that have barangays that have been affected and have been evacuated since 2 days ago, since Sunday. There has been an evacuation also from the barangays in Olutanga, so close to 3,000 families," she told ANC's "Dateline Philippines."

Soliman said the evacuation was conducted before the military launched air strikes against the group of Moro Islamic Liberation Front leader Waning Abdul-Salam.

get Umbra Kato and his men too.

send them all to justice.

for the group in Payao in Sibugay, the Special Forces and Navy NSOG are more adept in those watery terrain.

put a 1 million peso reward or 2 million peso to his head and he will be found not soon but in very near future. patience will usually get results. I hope they interrogate and toruture him then execute him for his crimes against humanity. or just kill him on sight.

DO NOT INFORM THE MILF.

inform them later.

present that evidence to PNoy prior to the attack.

present that evidence to the MILF after the attack.

BUT MAKE SURE YOU HAVE SOLID EVIDENCE.

otherwise, PNoy has to kick your butts out of your offices.

let's do this strategy for neutralizing high-value targets.

Waning Abdulsalam, the leader of the “lawless elements" being pursued by government forces in Payao town in Zamboanga Sibugay, has been injured in the firefight, a top military official claimed on Wednesday.

“Overrun na iyong camp ni Kumander Juaning na reported na ‘di makalakad due to injuries sustained," said Army chief Lt. Gen. Arturo Ortiz.

He said around 40 other members of the group, which the military said was involved in kidnapping and extortion activities, have been injured as the offensive entered its third day on Wednesday.

“Continuous clearing [ang] mga tropa at marami nasirang reinforced bunkers and battle positions ng kalaban na nasira sa aerial at artillery bombardment," Ortiz said.

The military earlier claimed that Abdulsalam was a unit commander of the Moro Islamic Liberation Front (MILF), but the rebels denied he was on their roster.

The combined military and police assault force overran the camp located in Sitio Talib in Payao town at about 5 p.m. Recovered from it were improvised explosive devices, Ortiz said.

Chief Superintendent Elpidio de Asis, Zamboanga regional police chief, said the joint police-military force also wants to gain control of a small part of Barangay Labatan, supposedly used by the group “as a safe haven for kidnapping activities."

AFP verifying death of kidnap gang leader in Zambo assault

The military is verifying information that Waning Abdulsalam, the leader of the bandit group being pursued by government troops in Zamboanga Sibugay, has been killed in the offensive.

Armed Forces’ public information office chief Col. Arnulfo Burgos said the military is not discounting the possibility that Abdusalam may have been buried near the group’s camp that was taken over by troops on Wednesday afternoon.

“There is a possibility that he is already dead because of the bloodstains in the area which indicate a fierce gunbattle," he said.

Chief Superintendett Elpidio de Asis, director of the Zamboanga Peninsula regional police, said elements of the Philippine National Police (PNP) crime laboratory are now in the area to check if bodies were indeed buried in holes that “appear to be graves."

“Ang crime laboratory natin ay pumunta dun sa lugar na may parang pinaglibingan, kasi parang doon sa may papunta sa labas ay mayroong parang bagong hukay, so huhukayin pa yun," he said in a separate interview.

The military claimed on Wednesday night that Abdusalam, who is wanted for a string of criminal charges including kidnap for ransom and robbery, obtained injuries during a firefight that rendered the gang leader immobile.

The offensive is part of pursuit operations in Zamboanga Sibugay against Abdulsalam’s group, days after eight soldiers and policemen were killed in an attack blamed on the group.

About 28 members of the gang have already been killed due to the aerial and artillery offensives, according to the military.

Red alert

De Asis said local policemen have already been placed on red alert status—the highest alert status—while they pursue gang members who were able to flee from the seized camp.

“They [gang members] do not have a camp now, they have no more hiding place, they are on the run and we will run after them," he said.

He added that Abdusalam’s men may have used a nearby marshland to escape to Alicia town and Olutanga Island.

De Asis appealed to members of the Moro Islamic Liberation Front (MILF) to help the police and the military pursue the gang members. The rebel group had earlier denied the military's claim that Abdulsalam was their member.

“Nagbigay na sila ng statement na hindi nila tao itong mga ito. Baka naman sapat na para sila'y tumulong samin sa paghahanap sa mga wanted na ito," he said.

He also said that he expects the pursuit operations “not to last long" since the authorities have already taken over the armed group’s camp. — Andreo C. Calonzo/KBK, GMA

Government troops who overran the bandits' camp found around a dozen abandoned, freshly-dug graves in the area, according to Cabangbang.

He said the military recovered 4 bodies but has yet to inspect the fresh graves.

"A mosque was used as a hospital. They were trying to bury people in cemetery, nailibing lang ay yung kaya nila sa maiksing oras," he told ANC.

A separate military report also said that a .50-caliber machine gun and pools of blood were found inside the mosque occupied by the bandits.

More firearms and ammunition were also discovered buried in areas around Abdulsalam's main camp.

Escape route

Cabangbang said some of the bandits escaped the military offensive by using a hidden route leading to Lanao del Sur.

"It is possible they will just go there for a while [and] withdraw to Sulu or Jolo," he added.

He also expects the bandits to head to nearby Basilan province where they may have relatives.

"They will not stay long sa mga area na yan. They will actually use that area to stay for a while and head to Basilan. Basilan [and] Jolo ay traditional areas ng kaniyang tao dahil may kamag-anak diyan," Cabangbang said. "Wala nang stronghold. Ang gagawin ng mga iyan, makikitira sa mga kamag-anak."

He said the military is still securing Abdulsalam's former lair, which is peppered with land mines and improvised explosive traps.

"It is already a victory for us, yang pagkupkop muli ng Payao. We are already establishing authority there."

letting them escape is not enough. they will simply regroup and wreak havoc again once they are ready.

also, it is better to put troops there to stay and prevent these bandits from returning.
