On the aftermath of the armed encounter in Basilan on October 18, 2011
[Delivered in the President's Hall, Malacañan Palace, on October 24, 2011]

On the 18th of October, the Armed Forces began operations to pursue lawless elements in Al-Barka, Basilan. It resulted in the neutralization of nine criminals; unfortunately, 19 of our own soldiers were also killed.

Our soldiers were in pursuit of criminal elements with valid warrants of arrest—among them the fugitive Ibrahim Malat Sulayman, a leader of the Abu Sayyaf bandit group and a notorious criminal wanted for nine counts of murder. They are criminals whose actions stand outside of the peace process and what it signifies.

There have been calls to wage an “all-out war” against the MILF. While it is tempting for government to join the chorus in calling for blood, we believe that such a course of action is not appropriate at this point. We are not interested in knee-genius reactions that will jeopardize our efforts to address the roots of conflict in the region. Anong klaseng pag-iisip ang nagsasabing awayin ang lahat, sabay-sabay, miski ang nananahimik, sa lahat ng sulok ng Pilipinas, para lang masabing may ginagawa ka?

We recognize that these calls, or at least some of them, for all-out war may come from those who do not have a full awareness of all the factors at play. However, my decisions cannot be borne out of ignorance. They have to be based on available facts. It is so easy, out of frustration, to close the door on negotiations at this time. If we go down this path, more innocent civilians will be put in harm’s way. The difficult peace process cannot be enhanced by shedding more blood and generating more ill will. We have to exhaust all possibilities for attaining peace through dialogue.

We will not pursue all-out war; we will instead pursue all-out justice.
All-out war is indiscriminate and borne out of anger. All-out justice is sober and fair; it is based on the rule of law, and leads to lasting peace.

In line with this, I have instructed intensified operations against all these criminal elements. The mailed fist of the state will be brought to bear upon them so that justice may be served. There is no question that the state will find them; the only remaining question is when. There will be sacrifices in addressing this decades-old problem. We expect everyone to understand this, and are confident of the cooperation of our citizenry.

This is not a purely military or police effort. Our local government and community leaders must assist in our efforts to achieve a holistic solution to the problems of the region.

In conducting their operations, our armed services have always been, and always will be, mindful of the safety of the civilians. Rest assured that the government will do everything it can to maximize the safety of the people and attend to their needs.

The men who sacrificed their lives in service of our people have the deepest respect of their commander-in-chief, and the utmost gratitude of the State. Siblings of one of the deceased, through their mother, indicated their desire to enlist in the military, in the midst of their loss. As I stood over their remains, I made a personal pledge to do all that I can so that, in the future, such sacrifices will no longer be necessary.

Let me remind everyone that there are those who will try to use this incident to gain political leverage and further agitate the public. Rash decisions fueled by a thirst for vengeance can only serve to dishonor the memory of the 19 brave souls who died last week, and the many others lost in our efforts to win the peace.

I urge our people to keep their eye on our long-term goals. May naalala po ba tayong magandang desisyong nagawa habang mainit ang atin pong ulo? Buhay po ang nakasalalay dito.

Maipapangako po namin sa inyo na sa darating na mga linggo, isa-isang mananagot ang mga kriminal na ito, habang tuloy-tuloy naman ang pag-aaruga natin at pagbibigay serbisyo sa mga mamamayang maaaring maapektuhan ng situwasyong ito.

Gen. Danny Lim cautioned soldiers not to be swayed by coup-plotters

Customs Deputy Commissioner and former military rebel leader Danilo Lim on Monday appealed to members of the armed forces not to be swayed by rumors of a coup plot against President Benigno Aquino III, which were allegedly triggered by the supposed demoralization of the military following the recent killing of soldiers in Basilan.

“As I join the military in mourning the 19 soldiers killed in Basilan, I urge our soldiers not to be seduced by unwarranted calls for a coup d’état or any form of rebellion against the current dispensation,” Lim said in a statement.

“The main resolve of the military must be devoted to the pursuit of justice for the 19 soldiers killed in Mindanao. Amid an ongoing peace negotiation between the government and the MILF (Moro Islamic Liberation Front), the military must judiciously implement the law to apprehend the perpetrators of this unfortunate incident,” Lim he added.

The Akbayan party-list group branded on Monday the call for an all-out war against the Moro Islamic Liberation Front (MILF) as a “distraction [to] the government’s war against corruption," even as the group called for sobriety in public discussions over the deaths of 19 soldiers in last week’s Basilan clash.

“An all-out war strategy in Mindanao will only distract the public from its current war on corruption," said Akbayan spokesperson Risa Hontiveros. “Such a strategy is the perfect excuse for corrupt officials and plunderers, particularly those of the previous administration to drape themselves in the mantle of fake patriotism and whitewash their crimes."

“We must not lose focus," she added. “We have to be mindful of the fact that during the Estrada presidency a similar all-out war strategy was implemented. However, peace was not realized. Millions of pesos were wasted, huge casualties on both sides, and thousands of civilians suffered. We're still dealing with the same MILF the government unsuccessfully fought with an all-out war strategy more than ten years ago."

Akbayan also urged the military to shy away from rumors of a coup plot against the Aquino administration and “not fall for this devious ploy" meant to “to derail the peace process."

Hontiveros, however, said that justice must still be exacted from those responsible for the deaths of the 19 soldiers. “Hustisya para sa mga nasawi sa Basilan at kapayapaan sa buong Mindanao."

PNoy was right about his decision not to resort in an all-out war against the MILF. But so far haven't even criticized the Test Mission of the army.

The coup plotters have indeed used this Test Mission as a tool to start this rebellion, 19 innocent lives have been wasted because of this.

The rebels so far are at the worst side of the game, poor reasonings from the incident in basilan and all without any clear agenda or motives why they like to stabilize the PNoy government. They will never gain any support from the public if they kept doin this, being too quiet. But PNoy's war against corruption should not be interrupted, nor stopped.

The Commander in Chief has the power to do what has to be done, that includes fast tracking the modernization and looking for funding, and im looking for RESULTS.

I agree to NO to all out war, since you can just use the money for an All out war to buy military hardware.

We dont need to send a truckload of soldiers to deal with those Rebels, what we just need an eye on the sky like predator UAV, and bomb them rebels using artillery or gunships accurately.
Modernization should prioritize:

Patrol Ships with air/sub/ship detection, fast & lightly armed for Navy.
Surface Attack Aircraft with anti ship/sub attack capability for Airforce.
SAM with Radars, Close AA battery capable of shooting ground targets too for Army.
This triangle defense will work together and protect us from external threats.

^^Yes. And a proper intel gatherings of every MILF rebels including their families and where they live/address are very important. 3 counter-terrorrist task force are needed to neutralize these elements:

1. Main body of conventional troops should be used for major assault against MILF/ASG camps, and other hideouts.

2. Packs of smaller elite special units to conduct house-to-house operation to apprehend lawlessmen and against other people or families and friends who support the enemies of the state.

3. A Counter-intelligence unit for all other information of whereabouts of the enemies and their capabilities.

This way, even if those terrorrists go back to their respective families or homes during some major assault against their camps, they can still be captured or killed. LEave no rooms for these dirty rats to hide and never let them to regroup. Decapitate all their capabilities to regain strength.

The priority on this should be the Nigh-Capable Attack Helicopters and Fixed Wing Attack Aircrafts.

Get a 2 dozen of Attack Choppers now and a dozen of airplanes for ground attack. I would suggest ibigay na lang lahat ng S211 sa Strike Wing for the purpose.

Then yung new purchase ng planes ay sa LIFT or MRF or interim fighter na like the T50 or JAS39 para sa Air Defense.

The advantage of the Attack Helicopters is that this can be sent in minutes compared to hours or days for the APC of IFV.

They can even provide a much more precise bombardment compared to the artillery.

Also, the choppers can cover all grounds.

Best thing is night operations capability.

Malacanang confirms the destab plot.

Isa lang ang klaro para sa lahat.

These guys are testing the waters. They got the answer clearly now. NOT THIS TIME!

But that doesnt mean it stops there.

For PNoy to secure this, ito po ilan sa suggestion na maaring makatulong maiwasan ang demoralisasyon ng sundalo.

1) Speed up the modernization.

2) Make it clear that every Commanding Officer will be held liable for any blunder.

3) Improve the well-being of troops. Including combat boots, BDU and food ration.

4) Keep up the fight against corruption.

Carandang said rumors of restlessness and demoralization within the Armed Forces of the Philippines (AFP) were just being exaggerated by “some people."

"Hindi natin maiiwasan na may magagalit doon sa MILF, [pero] sa tingin ko hindi dapat masyadong bigyang pansin itong mga pinalalaking issue ng iilan na sinasabing demoralization... it's not as big as sometimes portrayed by some people to be," he said.

“Meron po kaming suspetsa po namin na sinasakyan itong issue na ito ng mga ilang elemento na gustong guluhin ang Armed Forces," he added.

In Malacañang, deputy presidential spokesperson Abigail Valte echoed Carandang’s claim, saying they have received reports that “there are those who wish to take advantage of the situation for political leverage.

“We are aware that there are efforts to do this," Valte said at a press briefing. “Alam namin na merong nagsusubok. There are those who are trying to ride on the issue, merong nanggagatong, aware tayo dyan. To what end, we don’t know."

She said these people “are trying to spread misinformation and trying to take advantage of the situation in a sense na ito yung mga …they are trying to arouse emotions."

Asked who those people or groups are, Valte said she is not prepared to identify them. She said Malacañang is still verifying the reports and it is not alarmed with it.

Carandang said the military leadership is addressing the concerns of the soldiers regarding the attacks. At the same time, it is also investigating the possible lapses of the soldiers during the clashes.

He alleged the military had also started the Basilan clash by sending special forces troops into another MILF camp.

Despite calls for "an all-out war" against the rebels, President Benigno Aquino said on Monday that the peace process with the MILF would continue.

Aquino's spokesman Ricky Carandang said Tuesday that the problem of wanted suspects fleeing into MILF sanctuaries "complicates the issue."

"We are going through the process. We are reaching out to the leadership of the MILF," he said in a radio interview.

if there's any CO who would authorize an uncoordinated movement, PNoy must investigate this person. he might be among the pawns of the past leaders trying to create the destabilization.

INITIAL FINDINGS ON The Al-Barka Basilan Incident

The initial findings – THE INVESTIGATION IS STILL GOING ON – as reported in the command conference with the President and the AFP’s top brass last Friday, was that the soldiers who died shouldn’t have been sent there in the first place. They died because they were sent there unprepared and without planning, so much so that they were practically sent there to die. But that’s me talking, generalizing.
