Britain urges stop to Philippine rebel attacks MANILA – Britain called on Philippine Muslim rebels Monday to end attacks that have killed 35 since last week, and backed President Benigno Aquino III’s stand to press ahead with peace talks. British ambassador Stephen Lillie said the leadership of the Moro Islamic Liberation Front (MILF) must show they were committed to the talks and order its commanders on the ground to silence their guns. He also bucked growing calls from some politicians for Aquino to abandon the negotiations and launch an all-out war against the 12,000-strong MILF. “I am seriously concerned by the reports of ambushes by MILF members in different parts of Mindanao over the past week,” Lillie said in a statement. “The current spate of ambushes must stop,” he added. But he warned that meeting violence with violence could “likely lead to a downward spiral of killing, with untold misery and suffering for innocent civilians.” Britain is a member of the so-called International Contact Group that is monitoring and supporting the peace talks. Aquino has come under increasing pressure from restive military officers and critics to suspend a ceasefire with the MILF after week-long attacks saw the biggest flare-up of violence in years. Nineteen special forces were gunned down October 18 after they strayed into an MILF territory on Basilan island province while going after a rogue rebel commander. It's extremely demoralizing to know that our military are sitting ducks and inutile against MILF "rogue" elements. It only confirmed what I have believed for a long time that our military is not only corrupt, worse it is inept. It does not take F16s or Leo2s to battle insurgents it needs strategy. We should be pursuing an intelligence based strategy, a smart COIN campaign. The AFP should set up a special division to take care of the MILF (ok, rogues) and ASG which shall answer directly to teh President. This special unit should focus on intelligence gathering, human, wire taps, internet surveillance, persistent aerial surveilance. Then an ultra-secretive special force unit like the US' Team 6 should be developed. The only focus of this special force unit is to act on actionable intelligence gathered. This special unit should have its own UAV (if possible), MH-6, and trasnport helicopters. As much as possible the special force unit should always be infiltrated by air. The strategy is simple for this unit: pick up or take out the main leaders of the rogue MILF and members of ASG, the most high profile, for interrogation and if possible trial. Assasination should be avoided and resorted to last since the main focus of the operation is to gather intel and constantly put these groups off balance. (Just imagine the psychological impact on the remaining members of these groups when they know that their leaders are being milked for info by the military.) Captured rogue MILFs and ASG should be milked for info before disposal. The aim is to always put these groups off balance and ultimately demoralize them. To train this special forces, the AFP should hire Israeli or Columbian advisers. The PNP, regular special forces or regular personnel of the AFP should take out what remains of the off balanced rank-and-file members of these groups. Publicly, the peace negotiations should not be taken off the table. It should be pursued parallel to the military efforts. The same goes with the winning hearts and minds efforts. |

Check out this news from PDI: http://newsinfo.inquirer.net/82385/paf-bombs-moro-rebels It says that combined PNP and AFP force of 200 are opraeting against a known MILF force of about 100 in a small town in Sibugay. This is stupid! The basic force ratio for an assault situation is 10:1 (assauting:assaulted). No wonder our military and law-enforcement agencies almost always end up as losers in situations like this. The military and PNP top brass need crash course in basic military doctrines, strategies and tactics. Our generals cannot strategise (except korakot) and the commanders on the ground cannot do tactics. |

Veteran war tacticians asked the question amid the failure of the Armed Forces to bring in its artillery and bomber planes and helicopter gunships in Al-Barka, Basilan Tuesday last week to support the Army troops attacked by heavily-armed Moro Islamic Liberation Front and Abu Sayyaf gunmen. “Where were the Air Force helicopters and attack planes and the Army artillery during the nine hours of fighting in Al-Barka,” said a Philippine Military Academy-bred security official on condition of anonymity. He said that the aircraft could have easily launched aerial attacks against the gunmen if they were immediately deployed since their base in Zamboanga City is less than an hour away from Basilan. The official also blamed the delayed arrival of military reinforcement at the scene during the nine-hour firefight that claimed the lives of the 19 soldiers. nice input. there were task forces created already but their mission is vague. i believe a task force for handling military action versus the MILF should indeed be created so that all their efforts are discreetly planned and coordinated, from force composition to air support. a separate task force that will handle the ASG must be created also. the absence of this task forces tells one thing. the senior ranks covering Mindanao simply wanted to distribute the operational funds to all of them even if many of these division commanders don't really need it. this is again a scheme to milk the govt of meager funds. their mission is not to solve the war but to simply have more funds that they can work on for their own greed. the many blunders in their military actions tell one thing. they aren't really planning their operations well. maybe they are spending more time on how they can milk the govt through more blunders that will infuse more funds at their disposal. they always ask for more troops instead of the modernization. remember that the bulk of the military budget goes to the salaries of soldiers. 19 elite Army commandos killed and 2 dozen Marines earlier killed simply tells one thing. military numbers is not enough. we need more weapons to complement their skills! warplanes, armor and naval ships to contain movement. im still trying to convince myself also why we needed too many Division Commanders. why not a task force commander instead? if the MILF operation in an area is under a certain division commander and another operation up north is under another division commander, imagine how complex the operation is? if in case this happens, who commands the 2 to coordinate the effort together? if there is none and simply go the ladder up then i believe that's a loophole because you cannot pass on the problem to someone who's not well aware of the whole problem. cases like, division commander 1's area is confronted by an MILF group. then division commander 2's area is attacked by another group. now, division commander 1 asked the higher commander to launch an all-out battle plan in his area to avenge his men and "to cover up his folly". the division commander or the ones below him can cover up the folly by inflating the war so that they can level out the casualty number and lessen the shame on the disgusting loss. the bigger action can somehow cover up for the big blunder and recklessness. the higher commander was briefed but doesnt have the clear picture of the whole problem. and so he gave the go signal for the full blown war and authorized the air attacks and heavy artillery bombardment. the second guy reported the attack on his area. though coincidental and staged by a rogue element, he interpreted it as directly related to the earlier attack. now, the higher commander ordered all his men to attack all MILF camps as a preemptive move. the case may be different if there is a task force commander handling the MILF. all intel are funneled to him. also, he spends most of his time studying the MILF. in the case of the other setup, he needs to mix it with the concern on ASG and NPA and other groups. that lessens his focus and analysis. in all this, we need to provide the needed resources like attack helicopters, attack planes, naval vessels, transports, intel and other things. the battle will be messy if we will just focus on sending foot soldiers. this type of battle will exact a prolonged war and inflict too much damage on the civilian population and economy plus the casualty. with a better-equipped military, the battle will be swift and efficient. this will prevent too much loss on property and men. if we simply let the old gang decide on it (more men instead of a better equipped military), it will drain funds but not getting the desired result. the only winners are the corrupt men laying their hands on the operational funds. |
