We need to get that $10B budget proposal already filed in the House of Representative passed ASAP!!  

And get the funds from our excess reserves w/c already stands at $75.5B when we can get by with only 6 months worth of imports (about $40B).  Australia only has $42B of reserves and Canada at $64B and they get by.

Get $10B and we still have $65.5B w/c is still 10 months worth of imports. Still way above the IMF recommendation of 6-7 months and ADB recommendation of 4 months.

I don't think it's that easy or it can be done.. Do we have a law that allows this? If this is possible then they should have done this before..

IMHO, yes, I think it's possible to tap into excess reserves but from the news and articles I've read, they normally spend it to infrastuctures, funds for further investments, and similar financial matter which in turn can gain interests or improve the GDP of the country... investing it with military procurement will not yield any financial return and I have to search yet further for any country who tapped in with their excess reserves to fund military acquisitions.

That's why i think the funds should not only be used in buying military hardwares straight out, but use some of them for R&D to fund our SRDP that with an intention to put up their locally made military hardwares to the international market in the future and turn the philippines into some major source of military hardwares, just like what the normal countries does. That intention is to export fighter jets, ships, or any other military equipments and weaponries.

The PAF is part of the blame, They should have not have decommissioned the remaining F-5 no matter how old they are unless, they acquired new planes.

Least they should have done before is to upgrade at least (6) of the F-5s to F-5EM same as Brazilian version.. through IAI Lahav

they even have upgrades for much older MRFs like MiG-21, F-4s which Japan, South Korea still has on their inventory..

The Philippines is the only Country in the World that is crazy enough to have decommissioned the F-5's without a replacement or even to have them at least refurbished and upgraded in general.

If I were P.Noy even up to now it's not a bad idea to have (4-6) of the PAF F-5 A or especially the B's to have them upgraded to be use for FMT's, Reconnaissance, support squadron etc. (as "Work horses") along side future Modern MRFs, a similar approach to WHECs acquisitions.. Unless their expecting SOKORS to hand them over a few of their KF-5s as part of any deals to sweeten the possible KT-1's or TA-50 GE's acquisitions... just my two cents! HOPE THEY HAVE A VERY GOOD AND CORRUPT FREE NEGOTIATOR...!

The answer we want to hear is, what are they doing about it, specially that slow and design to fail biddings even though budgets are already provided.
Modernization should prioritize:

Patrol Ships with air/sub/ship detection, fast & lightly armed for Navy.
Surface Attack Aircraft with anti ship/sub attack capability for Airforce.
SAM with Radars, Close AA battery capable of shooting ground targets too for Army.
This triangle defense will work together and protect us from external threats.

Well I don't think getting half a dozen glorified jet trainers will properly replace the MRF capability.

It was the philippine airforce and their corrupt generals thats to be blame for the bad shape of the PAF...They were the ones who recommended for the decommissioning of their F-5s not because there are no funds for their continued maintenance but its because they have no foresight and initiative at all unlike the other services.. when the navy made their concrete plans for modernization.. the air force was involve from one scandal to another involving their much touted NCAH na nauwi sa Attack Helos then finally to some polish sokols.. This same people rejected the acquisition of upgraded cobras from israel because according to them they want brand new ones.. They rejected kfirs because they want F-18s they rejected the embargoed F-16s because they wnt upgraded ones.. so ngayon sa sobrang kayabangan at corrupt na mga generals sa PAF our airforce does not even have a single fighter jet.. or a single night capable attack helicopters.. This same people denies the findings of COA with regards to their incapability to fulfill their mission..contented in playing Golf at Villamor, Basa and Clark Airbase instead of drafting their plans and vision for the air force..This same people probably are pushing for acquisition of 6 brand new lifts instead of acquiring MRFs because some of this generals are acting as sales agents of the makers of this LIFTs.. Kaya when ambassador cuisia and the DND were requesting each services to come out with their wish list for possible lease or acquisition from the US sila ang pinakahuling kumilos, its as if their not interested at all...parang walang kagana gana when infact the other services have already submitted their requests..Siguro its about time that the ARMY and the Navy will have a real Aviation command.. siguro ibigay na lang sa Navy and pag acquire ng air assets like Maritime Patrol Aircrafts , MRFs and Helos.. Siguro the Army should have its own CUHs and Attack Helos..Forget about the PAF..byaan nalang natin silang magbisikleta sa Clark..

And why is it the Air Force is requesting 2.3 billion for 3 SAR helos and contruction of hangars when the navy has only 2.65 billion to spend for acquisition of one WHEC, coast watch radars, and 3 Naval Helos.?
