Technically we are "open skies" to be attack at any time. But as long as we have delays and lack of a unified political will at this time, we will continue to be open for attack and intimidation.

Yes, everyone knows that.. Thanks to the PREVIOUS administrations and military officials... it seemed they successfully kept it that way..

If we cannot afford and maintain any interceptor assets it would be more prudent and economical to set-up independent and mobile SAM systems as a temporary fix as we wait for the fighters.

But we must also prioritize air support and air lift assets to support our ground operations in Mindanao or any part of our country.

We need to get that $10B budget proposal already filed in the House of Representative passed ASAP!!

And get the funds from our excess reserves w/c already stands at $75.5B when we can get by with only 6 months worth of imports (about $40B). Australia only has $42B of reserves and Canada at $64B and they get by.

Get $10B and we still have $65.5B w/c is still 10 months worth of imports. Still way above the IMF recommendation of 6-7 months and ADB recommendation of 4 months.

I don't think it's that easy or it can be done.. Do we have a law that allows this? If this is possible then they should have done this before..

Yes that needs to be done but it's not impossible. Political will is needed. Have you seen this thread: http://pdff.sytes.net/index.php?showtopic=9072

I recommend reading it from the start until the end. Then tell me if it's not possible.

IMHO, yes, I think it's possible to tap into excess reserves but from the news and articles I've read, they normally spend it to infrastuctures, funds for further investments, and similar financial matter which in turn can gain interests or improve the GDP of the country... investing it with military procurement will not yield any financial return and I have to search yet further for any country who tapped in with their excess reserves to fund military acquisitions.

The need for the Philippines to have its own sovereign wealth fund is premised on the judicious utilization of its excess reserves to fund economic activities that would key in substantial economic growth as in the case of financing, say, a new roadway that opens up economic opportunities in the countryside. In Asia there are sovereign wealth funds that are used to prod economic growth or otherwise maximize earnings out of the reserves.
