Based on COA report made by end of 2010, only 91 aircraft are in flying condition and most of these are helicopters... :armysad:

At the rate of corrosion in the airframes and the stress in the over-use of the mission capable assets we still have in our inventory, the number of aircraft that will be unserviceable will increase. Our current helicopter fleet is already old and having troubles in maintaining them. Given that our Air Force maintenance crew are exceptionally bright and smart in keeping our fleet of aging aircraft air-worthy is good but we have to overhaul and replace and re-equipped our current fleet as this will be more financial sound and will relieve our maintenance crews with the stress.

It is more financially beneficially to have new airframes than keeping the old ones, as the old fleet is becoming more expensive to keep than to buy and maintain new airframes.

Only one fourth of its 393 aircraft are active or “full mission capable,” while more than half are headed for the scrapyard.

It said it was highly possible for the Philippines to get drawn in should hostilities between North and South Korea erupt because the US could not avoid using the country as a staging area because of its strategic location.

This is really bad, we need to protect our citizens also, especially from ballistic missiles, we need SAMS.

The air force’s 81 partially mission-capable aircraft badly need repairs, but their parts are not readily available in the market because these aircraft models are already obsolete, it pointed out.

Lives are also at stake. The COA said wear and tear from aging of the aircraft could lead to crashes, and noted that 37 of 156 crashes in the past 20 years were attributed to “material.”

This is the reason for getting the Brand New requirements in purchases.

The lack of helicopters that could have airlifted wounded soldiers to hospitals contributed to their deaths due to massive blood loss, it said. The Air Force’s weak capabilities for search and rescue could also mean loss of lives during calamities, it added.

Still remembering cpl. Abeto. We need those sokols badly.

Another component of the problem is the limited funds for maintenance of the remaining air assets, the cost of which is getting higher because of the aging of the aircraft and the scarcity of aircraft parts.

The Air Force should also form an ad hoc group that would take charge of the acquisition of aircraft and development of an air defense system.

The Air Force, in response, told the COA that it has initiated meetings with the government’s procurement policy board about amending the procurement law

They should long ago, so change of president does not mean a reset change in acquisition, and this procurement law takes ages.
Modernization should prioritize:

Patrol Ships with air/sub/ship detection, fast & lightly armed for Navy.
Surface Attack Aircraft with anti ship/sub attack capability for Airforce.
SAM with Radars, Close AA battery capable of shooting ground targets too for Army.
This triangle defense will work together and protect us from external threats.

SAM are more economical to maintain and in the events of our soldiers unable to be airlifted to hot zones or be evacuated for medical evacuation, seeing soldiers suffering in hospitals and dying due to logistical issues and equipment issues as well.

I would definitely agree on acquiring new airframes for Helicopter support, a medium size helicopter would be a great asset. able to deliver large amount of supplies and able to extract more personnel if needed.

SAM installations or Mobile SAM would be strategically important in Ilocos Region and in Palawan since local insurgents does not have aircraft in its inventory the ability of a quick and mobile armed forces should be the priority of the PAF.

Russia has a export variant of the S-300 and the THAAD is too expensive for our current defense budget. Russian's do not care about who ever you are allied too as long as you are able to pay. Look at Greece they have Russian SAM's, FYI Greece is one the earliest NATO members. Turkey is also interested in buying Russian SAM's as well.

Philippine air force in bad shape: spokesman

Agence France-Presse
Posted at 09/10/2011 4:32 PM | Updated as of 09/10/2011 5:31 PM

MANILA - More than three-quarters of Philippine military aircraft are not fit to fly -- hampering the country's ability to protect its airspace and territorial waters, the air force said on Saturday.

Air force spokesman Miguel Ernesto Okol said the military fleet was in dire straits, backing up a 2010 government audit that found only 91 of the 393 aircraft were "full mission capable".

"Our last fighter planes were decommissioned in 2005," Okol told AFP, referring to five 40-year-old F5 jets that were purchased from the United States, a military ally, in 1965.

He said the 17,000-member air force had only one C-130 Hercules military transport aircraft , until two more are acquired later this year or in 2012.

Okol said the air force is dependent on ageing, US-made OV-10 planes to patrol the country's vast territorial waters, including disputed South China Sea areas claimed by several other countries.

"Considering this abject state of its air assets, which are mostly ageing, the Philippine Air Force is ill equipped to be operationally responsive to national security," said the report released by the Commission on Audit (COA).

Okol said the air force would use the report to "bolster our request for a capability upgrade."

The Philippines this year acquired one Hamilton class cutter, a decommissioned US coast guard vessel, to boost its South China Sea patrols in areas also claimed by China, Brunei, Malaysia, Taiwan and Vietnam.

On Wednesday, it also announced a 4.95 billion-peso ($118 million) purchase of a navy patrol vessel, six helicopters, and other equipment to defend its South China Sea territories, believed to hold vast oil and gas deposits.

Tensions in the area, for decades considered a military flash point, spiked again this year after the Philippines and Vietnam said that China had become increasingly aggressive in staking its claims to the territories.

During a visit to Beijing last week, Philippine President Benigno Aquino and his Chinese counterpart Hu Jintao committed themselves to solving the dispute peacefully, but Manila has also insisted it will not back down against Chinese aggression.

For a fast developing Country like the Philippines, the idea of PAF not having a proper MAIN Air Defense Wing to secure and protect the Country's Airspace since 2005 is ridiculous and a stupid, the idea of acquiring a replacement INTERIM MRFs at least, before decommissioning the F-5s which is the Normal thing to do...

Which makes previous Leaders, Politicians, Military Officials in 2005 ABNORMAL!
IT'S ONLY IN THE PHILIPPINES!

A National Security threat similar like the 9/11 in the US can happen to us or any similar scenario of Air threats, Air incursions of some sort and we don't have anything to secure and protect our Country and the People...

After 6 years, finally through P.Noy's initiative and concern to protect our Country's territories, External and Internal Security and the Military Modernization, now we're going somewhere, let's hope he accomplishes everything he said that they plan to acquire with in his term, especially the (6) LIFTs.. and Leased MRFs if it were true..?

Can't wait to see these birds ripping Philippine skies, securing our Airspace... :patrioticpinoy: :tomcat:

Technically we are "open skies" to be attack at any time. But as long as we have delays and lack of a unified political will at this time, we will continue to be open for attack and intimidation.
