President Benigno "Noynoy" Aquino III has directed the release of a P4.95-billion fund to further beef up the country's defense, a Cabinet official said Wednesday.
 
“The P4.95 billion will fund necessary capability requirements of Armed Forces of the Philippines in its territorial defense operations, including providing a strong security perimeter for the Malampaya Natural Gas and Power Project (MNGPP),” Budget and Management Secretary Florencio Abad said in a statement.
 
The huge fund was ordered released just months after the government spent P423 million to acquire a U.S. Coast Guard Cutter Hamilton to secure MNGPP and the disputed parts of the West Philippine Sea
 
Abad said that of the P4.95 billion, P2.65 billion will be used to purchase a high-endurance cutter sea vessel and three helicopters for the Philippine Navy; and for base support and logistics system and coast watch requirements.

The Philippine Air Force will also be using P2.30 billion to get three helicopters and to develop a base-hangar, he added.

 
Abad said the fund will be charged against the Special Account in the General Fund (Fund 151) being maintained by the Department of Energy for Malampaya Revenues.
 
“We are ensuring that each and every peso spent by the AFP will directly result in better equipment and other operational support for our men-and-women in uniform,” Abad said.

the 4.95 billion is just part of the 11.6 billion appropriated for this years modernization acquisitions and upgrade of infrastructure.. 8 billion will come from the malampaya..

the budget for the helos of 2.3 billion is just about right.. a naval helicopter can cost between 15 to 20 million dollars depending on the armaments and sensors..a panther cost around 18 million each minus the spare parts maintenance and training

Philippines to set up radar stations in South China Sea

MANILA, Philippines - The Philippines will buy helicopters and build radar stations to strengthen its defence of oil and gas assets located near an area of the South China Sea also claimed by China, a step that may annoy Beijing.

Budget Secretary Florencio Abad said in a statement 4.95 billion pesos ($117 million) of royalties from the Malampaya gas field off Palawan would fund the military upgrade.

The field is to the east of Palawan island in an area of the South China Sea not claimed by China, but other nearby fields the Philippines wants to develop are in contested areas of the sea.

"(It) will fund necessary capability requirements of the Armed Forces of the Philippines in its territorial defence operations, including providing a strong security perimeter for the Malampaya Natural Gas and Power Project," Abad said.

The $4.5 billion Malampaya project, estimated to hold 2.7 trillion cubic feet of natural gas and 65 million barrels of condensate, is operated by Shell Philippine Exploration (RDSa.L), Chevron Philippines and state-owned PNOC Exploration Corp .

The Philippines, Vietnam, Malaysia, Brunei and Taiwan also have claims on the sea, which is a key shipping lane and rich in fish, and also sits on potential large oil and gas deposits.

Last week, President Benigno Aquino met his Chinese counterpart, Hu Jintao, in Beijing and the two agreed on the need for a binding code of conduct in the sea.

Abad said the fund would allow the air force and navy to purchase six new search-and-rescue and patrol helicopters to guard Malampaya and other oil-and-gas exploration areas in the Reed Bank and Sulu Sea.

In June, the Philippines said it expected to award next year 15 contracts for oil and gas explorations requiring total investments of at least $7.5 billion, most of them in the Palawan and Sulu Sea areas.

The air force will develop a small helicopter base on Palawan, and the navy will set up four coastal radar stations to monitor ship traffic and help prevent intrusions into the country's exclusive economic zones, Abad said.

Washington, a long-time ally of the Philippines and wary of China's military build-up, has promised to provide secure communications and surveillance equipment to four coast watch stations that will track surface movements in disputed areas in the sea.

About $10 million had been spent on refurbishing a Hamilton-class navy frigate acquired from the United States in April, the largest surface vessel in the navy's fleet. Manila may get two more Hamilton-class ships by early 2012.

it looks like they increased the AFP modernization budget for territorial defense from 3 billion to 5 billion for 2011

in past news earlier this year , the total for territorial defense was 11 billion(8 billion from malampaya and 3 billion from the AFP budget), but now DBM says that its 5 billion(2 billion more) so if this latest "5 billion announcement" is for 2011 then we are looking at 13 billion for territorial defense procurement(8 billion plus 5 billion)

the 4.9billion is still part of the malampaya fund of 8 billion..the total is still a little over 11 billion.. thats 3 billion from the annual budget.. it should have been 5 billion every year but since 2 billion is already allocated for the MRV project then that leaves 3 billion.. the bulk of this 11 billion 2011 afp budget is for acquisition of the 3 WHECs, long range helicopters, one maritime patrol aircraft and radars as well us allocations for the army .. so this is just a piece of the pie of the 2011 afp modernization budget

That's how committed this administration is to finally upgrade the defense capabilities. I wonder what choppers are they eyeing for the PN (CUH and AH present acquisition?), same choppers from poland or a different one. I hope its gonna be an ASW chopper this time.

there were reports that the navy will acquire patrol helos with sensors and ASW capability, the air force will probably be looking for long range multi mission helos not necessarily polish..but this will depend on the budget..The budget has been released so we expect news of the acquisitions anytime soon.
