MANILA, Philippines – A case will be filed next week at the Office of the Ombudsman against the suppliers of the used helicopters sold as brand new to the Philippine National Police and its officers involved in the transaction, an official told a Senate hearing on Thursday.

Director Samuel D. Pagdilao Jr., head of the PNP’s Criminal Investigation and Detection Group (CIDG), said Lionair Inc. president Archibald Po and Manila Aerospace Products Trading Inc. president Hilario de Vera would be included in the case.

“As per as the civilians are concerned of course we have to include the owners of MAPTRA and also Mr. Po,” Pagdilao said during Thursday’s hearing of the Senate blue ribbon committee.

3 senators file raps over chopper mess

MANILA, Philippines — Graft charges were filed Thursday against former First Gentleman Jose Miguel “Mike” Arroyo, former Department of the Interior and Local Government (DILG) Secretary Ronaldo Puno, and former Philippine National Police Chief Director General Jesus Versoza before the Office of the Ombudsman in connection with the purchase by the PNP of two used choppers in 2009.

Also charged were 16 PNP officers.

In the complaint filed by three senators, Arroyo and his co-respondents were accused of conspiring with each other in defrauding the government of P62.67 million through the purchase of two used helicopters passed off as brand-new.

“Jose Miguel Arroyo conspired with the private individuals and officers of the PNP and this conspiracy violates the Anti-Graft and Corrupt Practices Act and the Government Procurement Act,’’ the Senate Blue Ribbon Committee stated in its findings, the basis of the complaint.

“It is quite clear that these helicopters were used extensively by the Arroyos during the 2004 elections. From the time these were imported into the Philippines until the time that these were sold to the PNP, the Arroyos used them repeatedly, extensively, and fully. Walang kaduda-duda (No doubt),” Senate Blue Ribbon Committee Chairman Teofisto L. Guingona III said.

“It is clear that Mike Arroyo, as the true owner of the helicopters, took advantage of the PNP and robbed the Filipino people of 62 million pesos for used helicopters,” Guingona added.

we hope this is it. and they will eventually be jailed even short sentences to prove and show the crooks that its no longer business as usual, lets hope there will be no whitewash or palabas lang. the government or DOJ should collect the money from these crooks to buy new choppers the PNP were suppose to have and not those kind they bought that look like a hobby chopper but a chopper that can be use for medevac, transport of swat teams that can carry at least 12 man teams with gun emplacements, cameras and night vision capabilities. If this will indeed push true and these crooks be punished and jailed then Pnoy is the man to lead the nation. Finally. Lets watch and see. The people should support the prosecution of these crooks, support those who have the courage to make this happen and finish it. Without the people power support it can turn ugly and frustrations. So lets all support this if we want a better country. this could be start and rallying point. lets watch and see. suspense.

PNP dismisses 11 officers over chopper scam during Arroyo presidency

The Philippine National Police has imposed severe administrative penalties, including dismissal, on active and retired PNP personnel indicted for the alleged anomalous purchase of second-hand police helicopters in 2009. The choppers were passed off as brand new.

Former First Gentlemen Mike Arroyo was slapped with graft charges for the same case before the Sandiganbayan last week by the Ombudsman. The supposedly new choppers were allegedly previously owned by Arroyo, according to the Ombudsman's findings.

In a press statement Saturday, PNP spokesman Senior Supt. Generoso Cerbo Jr. said the penalties were imposed pursuant to a Resolution passed by the Ombudsman on May 30, 2012 and duly approved on June 1, 2012.

Ordered dismissed from the service effective June 15, 2012 with accessory penalties of forfeiture of retirement benefits and perpetual disqualification to hold public office:
