14 policemen face plunder Published : Saturday, July 30, 2011 00:00 Article Views : 1,935 Written by : Jaime Pilapil, Reporter Chopper deal reeks of graft, Senate tells DOJ SENATORS urged the Department of Justice (DOJ) to file a plunder case against 14 police officials, including retired Director General Jesus Verzosa of the Philippine National Police (PNP), in connection with the purchase of two second-hand helicopters in 2009. Sen. Teofisto Guingona 3rd, the chairman of the Senate blue ribbon committee, noted that the two used choppers at P31 million each cost the government P62 million, which exceeds the P50-million threshold for a case to constitute plunder. “If I were these police officials, they should tell us in the next hearing who really instructed them to approve the purchase of the pre-owned helicopters. That’s all we want, then we can talk if they could save their faces from this case,” Guingona said on Thursday. Aside from Verzosa, to be included in the charge sheet of plunder are former Deputy Director General Jefferson Soriano, Director Romeo Hilomen, former director for logistics George Piano, Director Ronald Roderos, former director of Special Action Force Leocadio Santiago, Director Luizo Ticman, Chief Supt. Benjamin Belarmino, Chief Supt. Herold Ubalde, Senior Supt. Job Nolan Antonio, Senior Supt. Edgar Paatan, Senior Supt. Luis Saligumba, Supt. Larry Balmaceda and Supt. Claudio Gaspar Jr. Guingona said that officials of Manila Aerospace Trading Corporation (Maptra) led by Hilario de Vera will also be included in the plunder case. The next blue ribbon hearing was scheduled for August 2. Maptra sold three helicopters worth P104.985 million in 2009. It turned out that two of them were second-hand choppers, as shown by fight records. Worse, the two pre-owned choppers were used to transport members of the former First Family, namely Jose Miguel “Mike” Arroyo and his congressman-son Juan Miguel “Mikey” Arroyo, as shown also by flight records. The records said the two used choppers were sold by Lion Air to Maptra, which was formed as a corporation only a few months before the sale transaction was closed and delivered. Guingona said that the participation of the 14 police officials was traced from their membership in a negotiating team and the Bid and Awards Committee. Verzosa was then the PNP chief and was the approving authority. In last Thursday’s hearing, senators were trying to squeeze from the police officials information linking the former First Family to the controversy. Sen. Panfilo Lacson, a member of the blue ribbon committee, alleged that Mike Arroyo, the husband of the former President and now Rep. Gloria Arroyo of Pampanga, was the owner of the used choppers. Also in last Thursday’s hearing, Gaspar admitted that the Bid and Awards Committee and the negotiating team were aware that two of the three choppers were pre-owned. In fact, he said, he himself was the pilot of the Arroyos in several trips from Malacanang to a golf course in Pampanga. Guingona advised the police officials to tell the truth as to the real owners of the used choppers. It was not clear who owns Lion Air, which sold the pre-owned choppers to Maptra. There were reports that the choppers were owned by Gaspar himself but the police colonel denied it. The sale involved one Robinson R44 Raven II and two Robinson R44 Raven I. Raven II was brand-new and the two Raven 1 were second-hand, the very same choppers used by the former First Family as shown by documents presented to the Senate blue ribbon committee. ‘Jose Miguel Arroyo owned helicopters’ Two five-year old helicopters sold as brand new to the Philippine National Police in 2009 were among the five choppers that then First Gentleman Jose Miguel “Mike” Arroyo acquired for the campaign of his wife, then President Gloria Macapagal-Arroyo, in the 2004 presidential election. This was disclosed by a businessman, who was privy to the sale of the helicopters to Mike Arroyo in late 2003. The businessman is scheduled to appear as a witness at a hearing of the Senate blue ribbon committee on Tuesday. The Inquirer tried to contact Sunday night Raul Lambino, lawyer and spokesperson of the Arroyos, to get his side but did not get any response. Senate President Pro Tempore Jinggoy Estrada said the witness got in touch with him last week and presented documents, including copies of the record of payments made by Arroyo from December 2003 to March 2004. Estrada said the witness, a well-known personality in the aviation industry, told him that the five helicopters—all Robinson R44 Raven Is with Series Nos. 1370 to 1374—were purchased for use in the 2004 election campaign of then President Arroyo. Initially, the witness said Mike Arroyo only wanted to lease helicopters from Lionair, exclusive distributor of Robinson helicopters in the country. However, Mike Arroyo was told that all Robinson units at the time were already out on loan to his wife’s political rival, Fernando Poe Jr. Documents shown to the Inquirer indicated that Mike Arroyo paid a deposit of $95,000 each for the five units on Dec. 11, 2003, for a total of $475,000. The net balance of $948,025 was paid from March 2 to March 9, 2004. A total of $1,423,025 was paid to Lionair for the five helicopters. Cash payments Estrada said all helicopters were paid for in cash that a Lionair representative would collect from the LTA Building, which belongs to Arroyo’s family, on Perea Street in Makati City. Estrada said the witness claimed that in early 2004, the helicopters were sent via air cargo to Asian Spirit, an airline company in the Clark Freeport Zone in Pampanga. “He (the witness) said this was done because Asian Spirit was a locator in Clark, meaning it can receive goods without paying taxes and the new owner of the choppers at that time wanted to avoid paying them,” Estrada said in an interview. “At that time, Asian Spirit and Lionair were owned by one person. But Asian Spirit has since been sold to Zest Air,” the senator said. Investment banker Noel Oñate sold Asian Spirit for P1 billion in 2008 to AMY Holdings of Alfredo Yao, owner of juice maker Zest-O. A year later, Oñate led a group that acquired the preneed unit Pacific Plans Inc. from the Yuchengcos for P250 million. Speedy delivery Estrada added that the witness also pointed out the speed by which the helicopters were delivered. It usually takes six months to deliver a brand new helicopter, according to the witness. “But he said that in the case of (Mike) Arroyo, this was expedited to three months only. From the time the deposit was made (in December) until full payment (in March),” the senator said. Supt. Claudio Gaspar, a licensed pilot of the PNP, said under oath last week that he was familiar with two of the helicopters owned by Mike Arroyo. This is because Gaspar frequently ferried Mike Arroyo and his son, Juan Miguel “Mikey” Arroyo, from 2004 until the two units were sold to the PNP. The two units were sold along with a brand new Robinson R44 Raven II to the PNP in 2009 for P105 million. Senators have raised a howl over the transaction since the PNP paid the full price for the old units passed off as brand new. Gaspar said that while he was aware that the units were old, he did not notify anyone in the PNP about it. He explained that he was present during the inspection “to assist” and not to warn anyone of the real condition of the units. Gaspar, in his testimony, recalled seeing “PNP markings” being painted on the 5-year old helicopters before the inspection by a PNP team. 2 others unsold Sen. Panfilo Lacson, in an ambush interview, said he received reports that two of the helicopters owned by Arroyo were still languishing in the Lionair hangar. A fifth chopper, Gaspar told the Senate, crashed in 2004. Its passenger at the time, Ilocos Sur Gov. Chavit Singson, survived. “The two unsold helicopters are still in the hangar,” Lacson said. “It is now Mike Arroyo’s problem how to get them. Because the helicopters have already been identified through their serial numbers, who’s going to buy them now?” Lacson added that he also got word that when the helicopters arrived in Clark, “you’ll be amazed at how powerful the person who owned them was. They arrived on a Friday, disassembled and quickly assembled. Just to let you know. Although my brother in law was once recommended to be State Secretary, I did not vote for Arroyo. But what is the real deal? What happened? The helicopters were valid purchases. Since we are under free enterprise, the Arroyos have every right to profit from the sale. One accuser has already been indicted for perjury. Chances are he will rot in hell. Now where did PNP get the money? From Obama who bribed Arroyo (I don't mind Arroyo acccepting them as long as I get 3 milliion) to indict and convict me of trumped up charges of rebellion even if I amm innocent throught a cour martial judge. Obama wanted to silence me beccause I epigone was the only witness to a cuban consular officer appearing in front of me epigone wearing the shirt with Nuestro Obama printed on it. And I epigone is one of the higher ups who has access to cable tv that extends from Britain to America and Canada where I saw Obama pale ashhen when he was watching the video on the assassination of Usama which turned into a kid's video then turning purple black in anger as the Usama video turned into cartoons. I think PNoy like to have a perfect nation. I dont know if he is delusional or something else. The truth is, everyday or everytime we go to car dealership, or even have your car fixed, you will be reaped off. Fraud is always there. In this case, it was just very unfortunate for those stupid fraudsters getting caught red handed. Corruption will never ceased. There should be a hold-over sanction to be imposed against the Arroyos. Now that they are already cornered, they would find ways and means to exit the country before Warrants of Arrest will be issued against them as cases of corruption and plunder are cropping up day by day against them. |
