The R44 helicopters bought by PNP are reportedly not brand-new but pre-owned units and are overpriced!

Then PNP chief Director General Jesus Verzosa approved the supply contract to pay MAPTRA P104.985 million for the one Robinson R44 Raven II and two Robinson R44 Raven I helicopters.

Guingona and Lacson, however, said MAPTRA "intentionally misrepresented" the helicopters they were selling as brand new and the PNP accepted the same as true.

They explained that flight logs indicate that the two R44 Raven I choppers sold to the PNP were already "pre-owned" as far back as March 2004.

"There is an urgent need to look into this anomaly in order to prevent the PNP from entering into another contract of similar nature and to determine possible violations of RA 3019," they said.

Versoza approved the contract after the PNP Negotiation Committee recommended the awarding of the contract to MAPTRA on July 9, 2009.

Top PNP officials involved in purchase of pre-owned choppers—Lacson

MANILA, Philippines – Senator Panfilo “Ping” Lacson claimed on Monday that top Philippine National Police officials were involved in purchasing three new helicopters for the Special Action Force back in 2009, two of which were found to be have been previously used.

In his second visit to the PNP headquarters at Camp Crame this year, Lacson said that the two Robinson R44 Raven I helicopters which were declared as brand new have actually been used five years prior to the purchase.

The helicopters, bought at P105 million, are only valued at P16 to P17 million as of January this year. The used helicopters only valued at P5 million each back in 2004, Lacson stated.

Lacson, Robredo bare anomalous PNP purchases

MANILA, Philippines - (UPDATE - 2 p.m.) Senator Panfilo Lacson on Monday said top officials of the Philippine National Police (PNP) were responsible for the purchase of grossly overpriced helicopters that were made to appear brand new.

Lacson’s claim was backed by Interior Secretary Jesse Robredo, who said the National Police Commission began investigating the helicopter purchase last month.

Robredo said they are also investigating the irregular procurement of weapons and patrol cars.

During a visit to Camp Crame, Lacson said the Robinson helicopters were bought in September 2009 for P105 million and made to appear as brand new.

However, he said two of the three were already five-years old and valued at only $100,000 (roughly P4 million), based on 2004 standards, and $348,000 (roughly P17 million), by 2011 standards.

"These two choppers were bought (way) back during the 2004 elections and (were) already five-years old and when I asked around for the cost, it was only around $100,000. Why would the PNP pay around P35-37 million for one or two old helicopters that cost only around P5 million each?" Lacson said.

Worse, "if they're old then they no longer have any enhancement capabilities such as infrared and other equipment to go after criminals," he said.

However, Lacson did not name the officials allegedly involved in the anomaly.

Not just choppers

In a separate interview, Robredo said several PNP officials have already been invited to appear before the investigation into the purchases.

Although he declined to name them, he said at least one remains in active service. Others belonged to the Bids and Awards Committee and the Inspection unit.

Lacson said that his own investigation showed former chiefs of the National Capital Region Police Office (NCRPO) based in Camp Bagong Diwa in Taguig City were involved in the anomalous purchase.

But a well-placed source, who declined to be named, said it was not the NCRPO but the Special Action Force, the elite PNP unit also based in Camp Bagong Diwa, that was involved in the anomaly.

The source also confirmed that two of the choppers were refurbished.

Detailing the other irregular purchases, Robredo said pistols were bought for as much as P40,000 each when these could be had for only P24,000, while M16 rifles were acquired for P140,000 each when these were available for P100,000 or even lower.

“It can be that they specified the unit as expensive ... It’s like you purchased a computer and you’re only using it for (MS) Word but you bought the high end one. That is not overpriced but then you’re wasting government money,” Robredo said.

Ready to cooperate

In a text message, PNP spokesman Chief Superintendent Agrimero Cruz Jr. said they are ready to cooperate should the Senate investigate the purchases.

“The PNP is ready to cooperate with the Senate in investigating this incident. The records regarding this matter will be presented accordingly,” he said.

Robredo said those involved in the anomalous purchase could face administrative and criminal charges.

The light operational helicopters priced and sold as brand new to the Philippine National Police (PNP) in 2009 were previously owned by the family of former President Gloria Macapagal-Arroyo, Sen. Panfilo Lacson claimed Tuesday.
Lacson said he obtained documents which indicate that the Arroyos were the former owners of the Light Police Operational Helicopters (LPOHs) purchased by the PNP for P105 million for its elite Special Action Force (SAF) unit in 2009.
"The first couple were so powerful at that time that ramming the used helicopters down the throat of the police was easy and effortless," he said in a statement.
"And since the proceeds could exceed the P50-million threshold in a series of acts, those liable are candidate for a plunder case under our existing laws," added Lacson, who served as PNP chief from November 1999 to January 2001.
As of posting time, the camp of Mrs. Arroyo has yet to reply to text messages sent by GMA News Online for their comment. Calls made to Elena Bautista-Horn, Mrs. Arroyo's spokesperson, were also unanswered.
He made the revelation after he and Senate blue ribbon committee chairman Sen. Teofisto Guingona filed a resolution seeking an inquiry into the alleged misrepresentations in the multi-million purchase of the said helicopters.
The senators said that on May 8, 2009, the PNP Negotiation Committee started talks with the Manila Aerospace Products Trading Corp. (MAPTRA) for the procurement of one equipped LPOH and two standard LPOHs, even though the PNP-SAF’s was in need of three equipped LPOHs.
They said that it was then SAF head Chief Superintendent Leocadio Santiago Jr. who modified the SAF's requirements from three equipped LPOHs to one equipped and two standard LPOHs.
Then PNP chief Director General Jesus Verzosa approved the supply contract to pay MAPTRA P104.985 million for the one Robinson R44 Raven II and two Robinson R44 Raven I helicopters.
Guingona and Lacson, however, said MAPTRA "intentionally misrepresented" the helicopters they were selling as brand new and the PNP accepted the same as true.

Chief Superintendent Felipe Rojas,  deputy director for logistics, said upon receipt of the report submitted by the Air Unit of the  Special Action Force confirming  that  two of  the helicopters delivered by MAPTRA were not brand new, the Directorate for Investigation and Detective Management  was tasked to investigate the circumstances surrounding the delivery of the helicopters and, if evidence warrants, file the appropriate criminal and administrative charges against those responsible. A letter was sent to MAPTRA demanding that the firm immediately replace the  helicopters with new ones as called for in the approved supply contract, with a warning that legal action shall be taken against them should they fail to comply.
