What to do facing a bad cop?

It has been recommended that only one government body should handle administrative cases against cops and it should be the closest appropriate body which is the NAPOLCOM. At this stage, the ombudsman can also handle cases against cops just as in the case of Capt. Mendoza. The complainant of the case has opted to file it with the Ombudsman as might be a consequence of forum shopping. Forum shopping is discouraged by rules of civil procedure but it is not entirely eliminated.

I recommend the NAPOLCOM for reasons that, apart from being the appropriate body to handle police cases, lawyers who are arbiters to hear cases are more well versed in
police matters because of their training compared to the Ombudsmen lawyers. The NAPOLCOM also has no reputation of being corrupt. The case against Capt. Mendoza ended up in a fatal consequences because of the corrupt Ombudsman handling his case, which is a good example for wise options.

PNP wants videos, photos of 'bad' cops

MANILA, Philippines - People should take either photos or video footage of police officers behaving badly, the Metro Manila police chief said Monday.

Metro Manila police Director Alan Purisima told ANC's "On The Scene" that the public can videotape or capture photos of policemen who will indiscriminately discharge their firearms during the holiday season.

He said people can submit their video and photo footage at www.ncrpo.org or email them to ncrpoit@yahoo.com.

"I will not hesitate to discharge from service these nincompoops who pretend to be peace enforcers, yet act otherwise," he added.

My advice is, when a criminal act/s by cops are caught on camera, do not post in in youtube until the case has been investigated and prosecuted. The reason is quite simple; It can weaken the prosecution's case because the accused can invoke pre-emptied influence of the trial due to publicity of the incident thus he can move for dismissal of the case however, without prejudice of instituting civil and administrative actions against the cop/s involved.
