Its a good thing to do...Hope it succeeds... but at the same time or maybe.. the majority of the time... its a victimless crime because most women enter into it willingly due to financial hardships and desire to attain wealth and recognition...

I totally agree with your point desertranger, These traffickers are only taking advantage of the "hand-to-mouth existence" situation our country is dealing . The traffickers are fishing without a hook and bait because the fish will go to them. The would-be-victims or victims are the one's scouting for traffickers to seek adventures in life and to taste the experience of going abroad without even seeking any advice as to the credibility of the jobs offered which could turn into disasters when the arrive at the next port or country of destination.

These victims are mostly adults and not minors. They are already at the age of reason that cannot justify innocence of what happened to them. It is not only the reason of survival that pushed them to become victims. It is more of a quest for luxury in life secondary to adventure.

The simplest idea I can imagine as means of control let alone deterrent, is for the DFA to create a task force to be stationed at our borders to investigate departing passengers bound for popular destinations abroad, so that verification be made as to how and who will be their host or proposed employer in that country. This way bogus job as the basis of the travel can be explored and travel of the subject can be halted and traffickers involved can be traced immediately for investigation.

While in Iraq, I saw many instances of Pinays having second incomes which dwarfed their own several times...They even knew the mules who could get them through NIA and BIAP back safely to their FOBs. Most worked in Beauty salons and low level bazaar shops.
Also while in Kuwait and Dubai while passing through...I saw that in several hotels where many would frequent the hotels at night after work...

I have also experienced in Kuala Lumpur, Malaysia few years ago when I met this Pinay in a shopping mall. In just a few minutes of conversation, she ended turning up in my hotel a few hours later. She told me that it was her day off working as a nanny. During our chat, it turned out that she was graduate nurse and she cannot find a decent job back home. The employment agency said she was to work as a caregiver in a hospice for the aged but ended up as a nanny. Going home is not an option because her family loaned money to pay for the traffickers. So, this is how it goes.

Fellows,

Your stories are indeed actually happening too.

But let's not be too prejudicial and dwarf the bigger problem on "forced slavery" and undue changes in the contract when the hapless OFW reaches foreign soil.

The systematic process in luring these unsuspecting OFWs like those many Filipinas in Malaysia and Indonesia into prostitution has already reached an alarming level.

Worse, the inutile DFA people and the corrupt PNP and airport officials aggravate the problem.

We all know that many are forced into taking the services of illegal recruiters to circumvent the law and find jobs abroad.

That should've been okay nevertheless. The problem is this same illegal system is luring many of our OFWs into forced prostitution.

This is what we can not allow.

Imagine if these victims were your loved ones or someone close to you?

So, let's not divert the attention from the real problem with the stories telling that some OFWs voluntarily embraced prostitution.

It's tantamount to telling the whone nation that there's no such thing as human trafficking and noone is being forced into this abuse.

Try to investigate more and read more articles on this and you'll realize that many are indeed victims and they were simply forced into prostitution.

In other cases, the job and the related items in the original contract that they agreed to were suddenly changed without their knowledge.

This is what this fight is all about.

I've interviewed former GROs who tried their luck in Indonesia. They revealed that once they got to Indonesia, it seemed like it was somewhat a normal thing that you'll be forced to work there since you already owed the trafficker a lot of money. That's how the trafficker used to tell these hapless victims.

You can't turn your back and they will forced you to do the job that was different from the job you signed for while in the Philippines.

If your wit is narrow and your courage is weak, you'll surely stay long to pay for the debts you never owed and go home penniless still.

"Anna," who has asked that we disguise her identity, was trafficked to Malaysia from her home in the Philippines in early 2007.

Promised a job as a waitress, she arrived to find her traffickers had something very different in mind.

Anna: My manager told us we will work as a prostitute … I go there, I'm still virgin. I tell my friend I don't want this work because I cannot give myself to anybody ... My boss tell me I sign contract, I cannot go back Philippines. 

She was forced to sign an official-looking contract which spells out how much she owes her traffickers.

Anna: Air ticket, 500 ringgit. Cash advance, 1,600 ringgit. Travel tax, 150 ringgit.

When she went to Malaysian immigration officials for help, they turned around and called her traffickers.

Anna: The higher official at the immigration he asked me how can I pay my debt to my boss if I did not work?  He said, just go back to work … The Malaysian officer know what will happen to us because sometimes they also go to pub … They choose girl, the girl sit beside them and then if they want to make love with them, but no pay.

That night Anna’s virginity was sold for $80.

Anna: I can do nothing because my boss tell me I need -- I need to do that. (crying) If I did not do that I cannot pay my debt, I cannot go back to Philippines.

Anna was forced to work up to 17 hours a day, seven days a week for months on end.

Anna: When a customer comes, then our mommy will call us then introduce us one by one then the customer will choose. If the customer want to make love with you he will tell the mommy then he will pay then you go out, in the other room.

At her real mother's urging, the Philippine embassy in Malaysia began looking for Anna.  In June 2007, they tracked down her trafficker and called to inquire about Anna’s well-being.

Anna: My boss call me in. I see in the office two policeman, my boss, my mannager, and my boss tell me, call your mother, say to the embassy that you're ok, you're fine, you work here. If I did not do that, the police will bring me to jail.

Anna did as she was told, but she memorized the number of the Philippine embassy and later that night called back in a panic.

Anna: “I work here as a prostitute, I lost my virginity here, and then I got sick.  I want to go home and please help me.”

The Philippine embassy staged a rescue and helped return Ana home to the Philippines.  She is free but not well.

Anna: Maybe I have -- I’m afraid I have AIDS.

After our interview, Anna was diagnosed with human papillomavirus, a sexually transmitted disease that can lead to cervical and other cancers. She will soon undergo a test for HIV/AIDS.

Anna was still lucky she's back home already.

Many remain imprisoned in those brothels for too long already.

Some are already in prison but the abuse remains. Maybe it even got worse because of the cops who are involved in this syndicate.

Some don't have the wit and courage to escape.

Some might have died already due various sicknesses or were killed already and burried somewhere.

Some new recruits have just landed to that place that they thought is their new hope.

Human trafficking syndicate falls, teen rescued!

MANILA - A couple suspected of leading a syndicate on human trafficking for purposes of prostitution was arrested by operatives of the National Bureau of Investigation (NBI) after victimizing a 14-year-old female.

Justice Secretary Leila de Lima met with the victim this (April 4) morning at the office of the Inter-Agency Council Against Trafficking (IACAT) at the Department of Justice(DOJ).

IACAT is the government body that coordinates and monitors the implementation of Republic Act No. 9208, or the Trafficking in Persons Act of 2003, with the DOJ as the lead agency.

"What the national inter-agency task force against human trafficking did led by Prosecutor Jonathan Lledo, along with NBI (National Bureau of Investigation) and PNP (Philippine National Police) was to rescue this minor. We cannot disclose the identity of the minor because of the prohibition under the law but this is one clear example that the problem is real, that the problem of minors, of girls being lured into prostitution and into human trafficking is very real," de Lima said.

"Iniintensify lang namin ang efforts to go after establishments and go after recruiters of these minors. This couple will be charged today, will be inquested today for qualified trafficking," she added.

The victim was rescued by NBI operatives from the suspects' residence in Tandang Sora, Quezon City last Saturday.

She was reported abducted by her mother since last March 27, an information that reached Secretary de Lima and Social Welfare and Deveopment Secretary Corazon Soliman. De Lima and Soliman co-chair the IACAT.

Biggest manhunt operation!

IACAT national task force chief Assistant City Prosecutor Jonathan Lledo told ABS-CBN News manhunt operations were immediately ordered by de Lima involving over a hundred operatives - the biggest in the history of IACAT. It included NBI operatives, Philippine National Police-Isabela and National Capital Region (NCR), and the PNP's Police Anti-Crime and Emergency Response (PACER).

The victim was reportedly first taken to Isabela province where she was made to accommodate male "customers" for a fee of P1,200 to P2,000 per "customer". Then she was brought to Lower Bicutan, Taguig City and finally, to Quezon City.

Her whereabouts was monitored by the NBI and PNP because she managed to send text messages to her family.

The victim's mother was contacted last Saturday by the female suspect demanding money for the release of the minor. They agreed to meet at a mall in Quezon City on the same night where the suspect was handed an undisclosed amount of marked money as an "act of goodwill."

Upon verification that the victim was in the custody of the suspect and her husband, the NBI moved in on her. The suspect brought operatives to her residence where the minor was rescued.

Charges for violation of Republic Act(RA) 9208, otherwise known as the "Anti-Trafficking in Persons Act of 2003" and RA 7610 also known as "Special Protection of Children Against Abuse, Exploitation and Discrimination Act" are set to be filed against the suspects today.

Trafficking watchlist

Anti-human trafficking efforts are among the priority of the DOJ after the Philippines was downgraded from Tier-1 to Tier-2 Watchlist in 2008 by the United States (US) State Department for its perceived low conviction rate of human traffickers.

The US State Department will release in June its latest report ranking some 170 countries based on the tier ranking system.

If the Philippines slides further in the list, the influx of humanitarian and non-trade aid into the country may be affected.

The alarming thing about this story is that in a TV program that told this same story, the child was released by the traffickers upon knowing that an rescue/assault led by the NBI was being readied. The lady guest stressed that it was probably because a mole in the law-enforcement team or those who knows the operation tipped off the traffickers.

MOLE IN THE PNP and DOJ? :dunno:

Worse, there are other victims who are still in the traffickers' enslavement.

Death Penalty to those responsible for human trafficking!

Shoot to kill for those law enforcers or government people conniving with these syndicates who are victimizing the children and women!

Also dont believe all what you read cause women like to say things that get you all sentimental and teary eyed...

This sounds a bit harsh and cruel...But...Women know exactly what they are getting into ....and anyone who says they were duped are to blame one way or the other... I just dont buy it...
Lastly, once they are in.... they think they can con others and stop whenever they want too.. Thats probably the point where they begin to feel like they have lost control... and feel pity for themselves then.... Just about that time ugly things start to materialize and manifest negatively in their lives...

But for some other cases... it is well worth it to go after Traffickers who normally are women themselves...
More dissemination on Child Trafficing needs to be put out in schools, media and game shows too.. Everyone watches games shows... and the pretty ladies who are able to hold even government employees attention during the day on the Tubes...This sort of display works on children's and girls minds..as they conjure up wild dreams of being sexy, rich, and outta the philippines....

Also before they get their POEA stamp to leave the Philippines they should undergo a thorough and comprehensive Class about Trafficking and this should be question and answer so as to get interactive responses rather than just being talked too... The Gov needs to make that happen... if they are truely sincere
