This is another laudable program initiated by the President. It is much cheaper than renting.

MANILA —- President Benigno Aquino III on Monday launched the first tranche of housing units for men and women in uniform in a village in Bulacan.



The President led the ceremonial opening of the Bocaue Hills Housing Project in Batia village that aims to provide an initial 4,000 low-cost housing units to members of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP).

To be built at P140,000 per housing unit, qualified members of the AFP and the PNP who avail of the project will only have to shell out P200 a month for the first five years of amortization.

On the other hand, the remaining 30 years of payment will be computed with a compounded interest method to produce an affordable amortization ranging from P400 to P800 only.

To recall, the President signed Administrative Order No. 9 last April 11 ordering the National Housing Authority (NHA) to formulate, implement, and manage housing projects for 20,000 military and police personnel.

Apart from Bocaue, the other housing sites are located in San Jose del Monte and Norzagaray in Bulacan; Baras and Rodriguez in Rizal; Calamba, Laguna; and Trece Martires and General Trias in Cavite. (Virgil Lopez/Sunnex)

Housing units awarded by PNoy today to AFP&PNP personnel in Brgy Looc, Calamba, Laguna.

PNoy turned over a total of 90 housing units today.Target for 2011 is 20,000 units 4 qualified AFP&PNP personnel.Total budget: P4.2 billion.

The 4.2 billion budget for 20,000 housing units was sourced from P23.8 billion dividends from GOCCs turned over 2 gov't last January 2011.

BCDA builds 12 condo buildings for soldiers

A P700-million revenue collection by the Bases Conversion and Development Authority (BCDA) has been used to construct 12 buildings with 192 condominium-type units for soldiers in Fort Bonifacio and Villamor Air Base, the military said.

Col. Arnulfo Marcelo Burgos Jr., Armed Forces spokesman, said a good number of soldiers especially their immediate family members will benefit from the construction of 12 condominiums.

The two buildings, with a total of 32 units, are located within the retention area of the Air Force in Villamor Air Base, while 10 buildings, comprising 160 units, are located in Fort Bonifacio.


The BCDA turned over last week 32 newly completed condominium-type units to Army soldiers and their families who were former Jusmag (Joint US Military Assistance Group) area residents.

“The provision of decent shelters to our brave men is expected to motivate them while being in pursuit of giving service to the nation and to fellow Filipinos,” BCDA President Arnel Casanova said.

But some enlisted personnel who spoke in condition of anonymity for fear of retaliation said the “bata-bata system” allegedly marred the military housing program.

“Many of us applied and filed up application forms last year but our names were stricken-out from the list and our applications were pulled out for the insertion of new ones. It’s very unfair,” a soldier said in disgust.

Another soldier said the Armed Forces Chief of Staff Gen. Jessie Dellosa, should form a special team to investigate the alleged irregularity in the military’s housing program.


The BCDA has been tasked to recover the Jusmag property and use the Armed Forces’s share of the proceeds from the disposition of former military bases to augment funds for the military’s modernization program.

Apart from upgrading the military’s capability, the shares and proceeds received by the Armed Forces from the said disposition are further translated into the construction of more housing units for qualified members of the military.

Once the second batch of 32 housing units are accomplished, they will be turned over to qualified soldiers. These 32 units are just part of the 160 condominium units to be built near McKinley Hill in Taguig City.


“I’m quite convinced that there is still honor among uniformed men and the way we’re going to accomplish these projects is by bearing in mind the honor and dignity of our soldiers,” Casanova said.

Out of the 10 buildings in Fort Bonifacio which ought to provide 160 condo-type units, two have been finished. The other eight buildings are expected to be put up and turned over before the year ends. Each unit has three bedrooms and a maid’s quarter.

Casanova said the results of these projects cannot be possible without the concerted efforts of the Department of National Defense, the BCDA and the Armed Forces.

“The Armed Forces is grateful for the continuous assistance and contribution of the BCDA to uplift the morale and welfare of the soldiers. Not only does the BCDA put in so much effort to fast-track the implementation of our capability upgrade and modernization program, but it keeps in mind the hardship and the sacrifices made by our troops which they willingly replace with programs that would better fit the soldiers and their families’ needs,” Dellosa said.

“Rest assured that with the benefits that we continue to receive from the BCDA, we will be more able and efficient in performing our mandate to protect the people and the state,” he added.

Father's Day gift to 100 soldiers: New houses

MANILA, Philippines - More than a hundred soldiers recently received new houses as early Father’s Day gifts under a government program that seeks to improve the living conditions of members of the country’s security forces.

Armed Forces spokesman Col. Arnulfo Burgos Jr. said the houses were turned over in ceremonies held last Friday in Biñan, Laguna and last week in General Trias, Cavite and Bocaue, Bulacan.

The turnover was in line with the Aquino administration’s housing program, which allotted P4.2 billion for the construction of 20,000 houses for military and police personnel.


“This came as an early Father’s Day gift to all hardworking soldier dads,” Burgos said.

He said 25 military personnel from the Army, Air Force and Navy received 22-square-meter row house units on 36-square-meter lots in Biñan.

On the other hand, 37 soldiers received 18-square-meter loft-expandable row houses on a 40-square meter lot in the same area.

Last week, 12 military personnel received house units in Trece Martires City in Cavite while nine others got theirs in General Trias in the same province.

Houses were also turned over to a total of 60 soldiers in Barangay Tambubong in Bocaue, Bulacan.

Armed Forces of the Philippines (AFP) chief Gen. Jessie Dellosa said the housing program would boost the morale of soldiers.

A regular house costs P140,000 where monthly amortization is P200 for the first five years, gradually increasing to a maximum of P1,307 on the 26th to 30th year.

The loft-expandable house costs P173,000 where monthly amortization is P400 for the first five years, gradually increasing to a maximum of P1,419 on the 26th to 30th year.

Higher allowance

Meanwhile, the Armed Forces and Police Mutual Benefit Association Inc. (AFPMBAI) has tripled the fund allotted for the allowances of military scholars.

The AFPMBAI will provide an additional P2 million to the P1-million fund allocated for the scholars’ allowances.

“This increase is expected to improve and expand the benefits received by dependents of soldiers who were killed in action,” Burgos said.

Each military scholar will be granted an annual allowance of P9,000 for academic year 2012-2013.

As many as 333 college students are expected to benefit from the additional funds.

The AFPMBAI and the AFP Educational Benefit System Office support the studies of 1,896 scholars.
