FBO Solicitation for PN OPV

based on what we read in the media, the total OPV requirement is for 2 OPVs programmed for 2012 to 2016 for which there is a budget of 7 billion or 3.5 billion pesos each - roughly 78 million dollars each at exchange rate of 45 pesos.

So what 80 meter long OPV candidates are out there for 78 million dollars each ????

an AFP official said that the multi-year budgeting now in effect will mean the AFP now has budget for big projects and that this will be the capital that local shipyards need , therefore , the need for loans is not necessary unlike before when foreign companies would dangle the lure of credit facility.

There is a big push for locallyconstructed ships - you will see this come out in next year's maritime conference/exhibit in manila. if this happens the foreign participation will be limited to design and consultation at the least and/or construction of 1st OPV abroad but 2nd OPV will be built locally or even both OPVs locally.

I won't be surprised if a korean company will be a top contender since they have lower costs compared to western shipyards.

you will also notice in the FBO solicitation that the PN specifically requested that whatever data/specs/drawings, etc presented by the bidder to PN cannot be copyrighted by the bidder and that the Philippine navy will be free to use it. what this means is that the PN will be free to combine the best features from all the competing designs and possibly, build the hull in the philippines while using an integrator like Qinetiq to hook up the systems. Very smart move by PN !!
