Cheesy at it sounds, but change for the betterment of the country starts in it constituents: from the cities to the basic unit of society (family) and all the way down with each and every individual. that being said, the ultimate question to ask ourselve is "Are we willing to change for the betterment of our (Filipino) race?" And I think it obvious that all of all don't want to remain branded as a race of "Juan Tamads", "crabs", and "Makapal ang Mukha Mendicants". As for political/moral opinions, every is entitled of his own opinion since... .. yes, we know the answer, 'nuff said. And no one forces us to do good for the country. Heck no one will even stop someone to cheat, steal, and kill here. To make thing crystal clear: I'm not insisting anything. I'm no Adolf Hitler nor Joan of Arc nor Capt. Barbel. I'm not GOD. I'm just a regular citizen exercising my right to rant over ranters who rant on things that does not deserve to be ranted upon i.e. Admiral's comment on a Jane's interview session. So I hope you don't talk it personally. Di ko kasalanan ko bakit ako naasar sa mga reklamador na wala sa lugar, di kasi ako pinalaki ng magulang ko na reklamador at maging whiner. In addition to that, I strongly believe in the (sobrang gasgas) saying: "Habang may buhay, may pag-asa." That's why I still can maintain an optimistic POV. Then again, I'm not a super mutant dictator telling each and every member here to have the same optimism of mine. You can post anything you like. And beside, I do violently rant sometimes like for instance, on FVR and Tulfo's comment. I'm also the same as you... a normal Filipino. |

I think we don't have an issue now with regards of Adm. Pama's interview with Janes. Call him "all-talk" or not, he is just doing what any top-brassed military man would do in an interview. and it is... of course, to get interviewed! Now if you have an issue about me, then we're off-topic. |

SIGNALS Date Posted: 24-Jun-2011 Jane's Navy International -------------------------------------------------------------------------------- Philippines looks to US for new OPV design Mrityunjoy Mazumdar The Philippine Navy is investigating the possible procurement of one or more helicopter-capable offshore patrol vessels (OPVs) built in-country to a foreign design. A request for information was issued to potential vendors by US Naval Sea Systems Command (NAVSEA) in May, with a view to progressing the project as a Foreign Military Sales case. A key requirement, according to the NAVSEA solicitation, is that the OPV "must be new construction but derived from a proven hull design". The specification includes a deep-V monohull built in steel to American Bureau of Shipbuilding classification standards with an overall length of 80-88 m, beam of 10.5-11.55 m and full load displacement of 1,000-1,100 tons. The ship's complement will be 75 persons (including a flag officer). With an anticipated service life of 30 years, the OPV is expected to operate in conditions up to Sea State 6 and survive in Sea State 7. Two main diesel engines with fixed-pitch propellers will permit a minimum cruising speed of 14 kt and a maximum continuous speed at full load displacement of not less than 20 kt. Minimum range is 3,500 n miles at cruising speed. A 300 kVA bow thruster is also specified. Armament will include a 76 mm Oto Melara Super Rapid gun, a stabilised 25 mm gun and two 0.5-inch machine guns. The fire-control system will include radar and electro-optical components, with targeting data obtained from a 3-D surface/air search radar with IFF capability. A passive electronic support measures system will detect radar, laser, infrared warning devices and communications signals. Margins of space and weight are required for the possible addition of surface-to-air missile, surface-to-surface missile, active electronic warfare and towed array sonar systems, suggesting that the navy wants to 'future-proof' the OPV for possible upgrade to multirole surface combatant. The communications and navigation suite will include two 255 kW navigation radars (one X-band and one S-band), a satellite communications phone system, a navigational telex and an electronic chart display and information system. The flight deck will be able to support a 7-ton helicopter for operations during day and night. A hangar does not appear to be a requirement, although a control room and facilities for refuelling and basic maintenance are expected. A stern ramp for two 11-m rigid-hull inflatable boats is also specified, along with a 2-ton deck crane. The Philippine Navy envisages using the OPV(s) for fleet-marine operations, naval gunfire support tasks, other support for joint operations with the Philippines' army and air force, and humanitarian assistance and disaster relief operations. The navy is already acquiring several Hamilton-class high enurance cutters from the US Coast Guard; the first of these was formally handed over on 13 May as BRP Gregorio Del Pilar (15). www.janes.com |

SIGNALS Date Posted: 01-Jul-2011 Jane's Navy International -------------------------------------------------------------------------------- Philippines asks US for more second-hand naval assets Jon Grevatt The Philippines is pressing the United States to facilitate the procurement of additional naval vessels through the US Excess Defense Articles (EDA) programme, the government has stated. The move is intended to help recapitalise the Philippine Navy's (PN's) antiquated fleet - many of its ships were built during the Second World War - and secure the country's interests in the South China Sea in light of regional disputes with China. The government said on 27 June that during a recent visit to Washington, DC, the Philippines' Foreign Affairs Secretary Albert del Rosario urged US defence officials to allow the Southeast Asian country to procure US naval assets through the EDA and other military aid mechanisms. Del Rosario said: "[The Philippines is seeking] newer US military assets, which could be acquired quicker but through a deliberate selection and, which hopefully, are more cost-effective." Michèle Flournoy, undersecretary of defence for policy in the US Department of Defense (DoD), was quoted as saying that the US was prepared to "look into the full range of [the Philippines] requirements [for maritime security]". The Philippines has acquired a range of military assets from the US under the EDA, which makes available to foreign countries US military equipment declared surplus to requirements by the DoD. Manila's most recent procurement through the EDA process was the purchase of five Bell UH-1H 'Huey' utility helicopters in 2010. Under the US Foreign Military Sale (FMS) framework the PN also recently acquired a former US Coast Guard Hamilton-class cutter. The PN is understood to be seeking a purchase of two additional Hamilton-class cutters through FMS. Patrol craft, transport vessels and auxiliary ships are other urgent requirements. The Philippines is increasing efforts to procure such items in the face of growing tensions with China over disputed regions of the South China Sea, specifically around the resource-rich Spratly Islands. In early June the Philippines government made clear its intention to defend its interests in these waters be declaring that the South China Sea will now be referred to as the West Philippines Sea. Manila is also looking to increase defence procurement.
