Butuan police receive brand new rifles from lawmak

CAMP RAFAEL RODRIGUEZ, Butuan City – The newly formed SWAT unit of the Butuan City Police on Monday received a big boost in its anti-crime campaign after it received a donation of 14 brand new M-16 rifles from a lawmaker.

The donation came from Agusan del Norte Rep. Jose Aquino II, who sourced the money used to purchase the firearms from his Priority Development Assistance Fund (PDAF).

“A strong police force means a strong city, and a strong city means sustainable progress," Aquino said.

CARAGA Police Regional Director Chief Superintendent Reynaldo S. Rafal personally received the firearms in a simple turnover ceremony held at the PNP Regional Office conference room on Monday afternoon.

“The new high-powered firearms will be of great help to enhance operational capability of the police force to confront criminaly, especially in the creation of the SWAT team a month ago", Rafal said in thanking Aquino.

When a politician has a direct hand in the procurement of firearms through his own resources, it creates a bad news to the police. It will diminish the local police's policy of non-partisanship during elections . This politician in Butuan is popularly known for having a private army or goons, so, one can't figure out on how the local police in Butuan City can impartially impose any campaign against armed groups connected with the said politician.

It is really a clear indication that the donor lawmaker is building up influence with the police for his political ends now and in the future to add more protection of himself in building up his political dynasty. The act has no difference from the solemn restrictions of the police not to accept favors from private individuals because it always appear to be a bribe. This clearly falls to the category of corruption. Although the donation is technically not personal for the PNP, it will influence the system itself as it will interfere the impartiality on how the Butuan police would afford to Mr. Aquino himself, his political allies, friends and relatives, when comes a time when they will be involved in incidents that has something to do with the police.
If there was no ulterior motives behind the donation, it must have been done in the national level not directly/locally to his constituency. He should have donated it to the PNP directorate in a low profile fashion instead of having it done with a fanfare.

The police should not be closely tied with the politicians except in the official performance of a duty, otherwise, politicians reign over them and they(police)becomes hopeless and irrelevant.

Butuan is pronounced But-wan and not Bu-tu-an. The latter has racy connotations in Cebuano. :lollol:

The PNP having muffled with the weapons donation is expected to stand down and lose teeth in countering this abuse of power.

I knew them for a fact. During my time with the PC/INP these areas belonged to my
area of responsibility or jurisdiction.

The area is dominated by the Aquino, Plaza, Calo and Sanchez. They are among the top prominent political kingpins of Agusan del Sur and Agusan del Norte.

what the PNP can do is just use these politicians. Accept their donations and when they break the law arrest them and charge them too. 2 birds in one stone. If the PNP regional command go for this or succumb to the politicians grease money it all depends on the command structure and discipline. But in the Philippines where bribes are common we already know most likely the result.

These are the consequences of Mr. "Tabako's" scheme in creating the PNP which is 65 percent controlled by the local politicians. The PNP at this present set up is a weakling and at the mercy of politicians. To cite one example is this: No police provincial commander can assume duty in a certain province if not selected bv the governor down the line in cities and municipalities. The old set up was better because the police hierarchy has the direct and absolute power to assign officers anywhere whether politicians like them or not.

With the remaining administrative power of the PNP from local politicians, it made the police more corrupt and irrelevant.

No police provincial commander can assume duty in a certain province if not selected bv the governor down the line in cities and municipalities.

A revision of the law covering this case must be made ASAP.

How can the PNP enforce the law when the ganglords alias politicians have control over them?
