Mr. Tulfo's filthy comments some of the times are true but exaggerated that diminishes the morale rather than lifting the enthusiasm. One would ask himself to where will Mr. Tulfo seek services or assistance when he himself got involved in a crime where he is the victim ?

On Target
Metro Manila cops are useless

POLICE investigators assigned to track down the men who attacked Pilar Pilapil and her female companion inside their car at the Riverbanks Center in Marikina City can start asking questions from people in the area.

There were many people who witnessed the incident, but nobody lifted a finger to help the hapless victims.

Riverbanks Center is always full of people since it is considered a place for gimikan or a venue for promenaders.

Why were there no cops on the beat in the area when Pilapil and Rosalie Jakosalem Peñas—were being attacked?

Riverbanks Center is supposed to be patrolled by policemen since it’s crowded. Most petty crimes occur in crowded places.

I’m sure there were security guards in several business establishments who saw the attack. Some persons who witnessed the incident said they didn’t want to get involved.

They could have shouted for help to attract the attention of more bystanders who could help.

We have lost our bayanihan or civic spirit.

The primary job of the police is to prevent a crime before it happens.

If there were uniformed cops at the Riverbanks Center last Thursday night, the attack on Pilapil and Peñas would not have happened.

But most cops just waste their time in their respective stations waiting for crime victims to come to them.

That’s the reason most Metro cops have protruding bellies: they just sit on their butts all day long.

Cops in patrol cars park the car where nobody can see it so they can doze off.

Tell me honestly, how often do you meet a uniformed cop or a police patrol car when you go around Metro Manila?

It’s a miracle if you do, and when you do, you see them hiding in a corner waiting to pounce on traffic violators so they can have money for breakfast, lunch or snacks.

The motto of the Philippine National Police is “to serve and protect.” Who are they kidding?

There’s a joke about how fast cops in Metro Manila arrive at the crime scene.

The joke says Metro Manila cops are faster to get to the crime scene than their counterparts in other parts of the world.

In New York, cops arrive at the crime scene after a call is made in 5 minutes. In Hong Kong, it’s 4 minutes. In Singapore, 3 minutes.

In Metro Manila, cops get to the crime scene in two seconds. Why? Because most of the time, they are the criminals.

Had Mr. Tulfo did not make joke as an ingredient of this comments, he could have been criminally liable for libel against a group of individual who represents the Metropolitan Police. It is not helpful as Mr. Tulfo would have thought. It is not a constructive criticism of the police. It is a damaging scheme to attract attention which can be translated into lack of self esteem and honest resourcefulness.

Mr. Tulfo knows how to play his game.

^^That s@#t happens everywhere. I think it's just a human instinct sometimes not to respond or seek more help, or help the victim because they tendency to get scared too or afraind of getting involved due to they fear their lives.

And also to get rid of the rigors of sitting in the witness stand to answer the cross-examination from both parties of the case not to mention using own money and resources in going to the court during hearings.
