AFP to consolidate HQs of 3 services

MANILA, Philippines—The Armed Forces of the Philippines (AFP) is pursuing plans to consolidate the headquarters of the three major commands—Army, Navy and Air Force—in Camp Aguinaldo in Quezon City, Chief of Staff Gen. Eduardo Oban Jr. said Friday.

Oban said having a single military headquarters would be more efficient.

The move could pave the way for the commercial lease of some prime properties of the AFP to raise funds for military modernization although Oban was noncommittal about it.

“As of now our efforts are towards not selling (Camp Aguinaldo) but to have a single headquarters that will colocate the headquarters of the Philippine Army, the Philippine Air Force and the Philippine Navy,” Oban said in an interview over dzRH Friday.

“By colocating all these headquarters with the general headquarters, we expect that the system will be run more efficiently,” he added.

I like the idea but think about it if we keep this up they would no more land for the AFP to train or use as facility in case of emergency and have they fix corruption in their ranks? if they sale all the land and the proceeds of the sales goes to some corrupt monster then it would be useless right see my point?

The facilities mentioned are not training facilities but administrative offices. The AFP still has lots of land to utilize for training purposes, they still have Camp Capinpin in Tanay, the TRADOC facilities in Tarlac and many others.

I agree though on the second point that the money generated from sale or lease of military facilities should go into the modernization of the AFP.

Wouldnt that be a little confusing? I know they're taught in recognizing the ranks of all armed services but cmon. Three different kinds of ranks?

And besides, if Im a naval captain I wouldnt want to call an army captain "captain". Its, I dont know...
If everyone is thinking alike, then somebody isn't thinking.

BCDA wants more military
camps converted, developed


The Bases Conversion and Development Authority (BCDA) is seeking a fresh mandate to convert and develop more base lands, including Fort Magsaysay in Nueva Ecjia and Sangley Point in Cavite, its chairman Felicito Payumo said.

Expanding the list of bases that the BCDA could hold under its wings is in line with government plans to put up a centralized Pentagon-like facility in Camp Crame and Camp Aguinaldo.

Once this happens, other facilities housing the military could then be handled by BCDA.

Payumo is also seeking a "development role" where its projects generate cash flow for the government and are viable when privatized.

"I don’t want to be remembered as liquidator or terminator. I want to leave something behind. BCDA can be a catalyst of change," Payumo said.

Payumo said BCDA is pursuing a monorail project which would jumpstart the transfer of the international gateway to Clark, another former military camp.

Immediately, Payumo is seeking a proclamation for the disposition of a 10-hectare property called the consular areas owned by the government in Fort Bonifacio.

Payumo said the area is strategic to all other developments in Bonifacio. The property is adjacent to the Jusmag property bagged by Megaworld Corp.

Payumo said the 10-hectare area is the subject of a monetary claim by the US government.

"We want to develop other areas. Now, Fort Magsaysay is not included but we can ask President Aquino to issue an (executive order)," said Payumo.

There are only three remaining prime lots that the BCDA is poised to dispose of within a year or two, all located within Fort Bonifacio: the 10-hectare consular area; the 22-hectare NOVAI lot which is still the subject of litigation, and the 33-hectare Ascom, a property that has attracted a P36 billion bid from SM for development into a mixed-use property.

"Aside from these properties, there are only a few smaller properties in Fort Bonifacio," he said.

Payumo said the monorail system hopefully would replicate the success of the Subic-Clark-Tarlac expressway which the BCDA implemented and turned over as a concession operation to the private sector.

Payumo said the rail is envisioned to link Metro Rail Transit and the Light Rail Transit traversing the entire length of Taft Avenue from Baclaran in Parañaque City to Monumento in Caloocan City, and the Philippine National Railways line that cuts across Metro Manila towards the Southern Luzon regions.

He said the elevated monorail would possibly be followed by the relocation of the country’s international gateway to the Clark Special Economic Zone in Pampanga.

The BCDA was created by virtue of Republic Act 7227, otherwise known as the Bases Conversion and Development Act of 1992.

The BCDA is responsible for accelerating the conversion of the Clark and Subic military reservations and their extensions – John Hay Station, Wallace Air Station, and O’ Donnell transmitter station, even as it continues to raise funds from the sale of portions of Metro Manila military camps.

Well keep doing that we will have no place for the military to base in since all of their bases are commercial space like everything in this country they never think it through i mean what happen to all the military lands the government sold to fuel the modernization program were is it? GONE that's what !! It would be good if we have F16 better armored vehicles equipments and ships out of the proceeds we made but in this case lack of understanding of strategic locations historical significant and abuse of use of something good makes you wander are those guys in the Bases Conversion and Development Authority (BCDA) are smart for the good of the country or just smart for their pockets?

I would say no to this. Im sure the money from this will go nowhere and into the pockets of the crooks. If they want the AFP should buy one MRF squadron, 2 subs , radars, missiles, LPDs, etc and others first then tie the expenses to the sale of these properties that way they will be accountable in case they pocket it and yet the AFP already have the modern weapon systems and equipment.

There were dark stories shrouding Payumo's administration of Subic.

We cannot trust him more considering that P36 billion is at stake.

Pres. Fidel Ramos simply rechannelled the BCDA proceeds from AFP modernization to other uses.

Worse, there was no solid proof that the funds were used properly.

We cannot simply sell Fort Magsaysay. That should be reserved for future military use.

As for Fort Bonifacio, it is reasonable to sell it due to location. It's adjacent to the Makati business district.

I would on the other hand reserve at least 10 hectares for future use like Army air unit or the Air Force squadron of attack choppers guarding NCR.

The AFP should plan this well.

We may need these lands in future.

A careful study should be conducted.

Also, why must we sell the properties just to modernize the AFP?

Are we selling the property of DOH and DECS just to give them the budget?

Expenses for national defense should always be allocated without the need to sell properties first.
