COA bares P325-M PCG anomaly!

AFTER the AFP generals, it’s now the turn of the admirals from the Philippine Coast Guard (PCG) to do some serious talking as government auditors suggest that massive corruption has found its way to the guardians of the Philippine seas.
The Commission on Audit (COA) has reported that the PCG has failed to account more than P300 million of its funds due to anomalous transactions.

In fact, the COA has already recommended for an investigation of the PCG headed by commandant, Admiral Wilfredo Tamayo, over the questionable deals that involved P325 million worth of government funds.

In its report, the COA said among the anomalous transactions it discovered was the technical malversation of the P125 million requested by the PCG from the Department of Transportation and Communication (DOTC).

The requested fund was intended for an oil spill clean up but COA found out that it was diverted to purchase spare parts and repairs of ships that were not delivered and done respectively.

It was learned that the case has already reached Malacañang and is awaiting action from President Benigno Aquino III.

According to the COA findings, the alleged anomalous transactions were mostly ghost deliveries, under deliveries, and conversions to cash. Government auditors noted there was no bidding prior to the deals where the merchandizes, supplies or services were said to be overpriced. They also pointed out that no publication for the bidding was made to PHILGEPS as required by law.

Thus, the COA has recommended for the suspension of PCG officials involved in the anomaly and the filing of cases against the contractors and suppliers who allegedly conspired with them.

Although it's not easy to sweep a muddy yard, it is quite rewarding for the sweepers to maintain their task until it drys up. At least tidying is on the starting stage until the very core of the AFP corruption can be explored and looked into.

Reject Equipment, COA Tells PDG

The Commission on Audit has advised the Philippine Coast Guard to reject several rubber boats, trailers and vehicles that it did not request but were nonetheless delivered by the Department of Transportation and Communications as part of the Marine Environment and Protection Equipment the DOTC purchased for PCG use.

The COA said the equipment supposedly purchased to give PCG the capability to respond to accidental oil spills can just be a waste of government funds just like the over-delivery of aids to navigation (ATON) supplies and equipment in 2009.

The COA’s 2011 annual audit report said that last year’s delivery of maritime pollution equipment (Marpol) worth P319 million was not backed with complete documentation.

“The receipt includes some equipment which were not requested. There were no report submitted by the PCG Technical Inspection and Acceptance Committee,” the report said.

A verification of the specifications of the equipment delivered did not conform with what the PCG actually requested.

“Comparison of PCG request and items procured and subsequently transferred by DOTC revealed significant differences,” COA said. “PCG did not request for rubber boats with outboard motors, trailers with containers and vehicles (as prime movers) and the costs cannot be ascertained because these were priced on a per lot basis.”

COA auditors said the DOTC also delivered on January 25, 2011 an M100 skimmer despite the fact that the PCG requirement “called for Minimax Oil Skimmer System with recovery capacity of 20 tons/per hour.”

The erroneous delivery was not covered with inspection and acceptance documents as provided by government auditing and accounting rules.

“We are also concerned that some of the items received by PCG will remain unutilized since those were not the items actually requested. And if ever the items will be used in case of oil spills, they may not be that effective since their specifications are not the specifications required by the end user PCG,” COA said.

The report added: “While DOTC’s intention is commendable in providing equipment for PCG, the recipient agency’s actual need of the equipment, however, should also be considered.”

COA auditors said that to avoid wastage of government funds, the PCG may “refuse acceptance of the equipment” delivered by DOTC if these are deemed “not needed or not in accordance with specifications.”

State auditors recalled that the DOTC also delivered aids to navigation (ATON) equipment and supplies three years ago yet these items have remained unutilized.

In 2009, COA uncovered irregularities in the purchase of some P549.7 ATON equipment and supplies.

The audit agency ordered the resolution of short and over deliveries of the ATON requirements sent to the DOTC.

I partially blame the dangerous security situation and atmospher caused by the terroristic activities of the NPA. At least this officer loves his children so much that he is willing to commit malversation (assuming he did) just to provide them immigrant visas to USA because of the impending doom these children are awaiting like being made victims of rape, murder, and sodomy by the evil gay NPA...I might had donated 800 million pesos to the orphans of AFP but I admit I am a potential "Tamayo" too. It just so happened that I am economically secure and can donate that amount..As I said, I am working with other foreign diplomats for them to extract our relatives to their foreign countries for their safety. But I would not further encourage these activities. It would set a bad example and it would lower the morale of the AFP troops..Hindi lang anak ng heneral, anak din ng mga sundalo ang nanganganib.

DOTC buying P152-M PCG gear

MANILA, Philippines - The government is eyeing the acquisition of P152 million worth of disaster response equipment including rubber boats and trucks for the Philippine Coast Guard (PCG).

The planned procurement is on top of a P521-million acquisition of 400 search and rescue boats being readied by the Department of Transportation and Communications (DOTC) and the PCG.

The DOTC is inviting bidders for the supply of 15 M35 6x6 trucks worth P120 million and 40 rubber boats valued at P32 million.

The 40 rubber boats would be assigned to the PCG’s national headquarters, along with three M35 trucks, while each of the 12 PCG district offices would get one M35 truck.

Under the P521-million procurement plan, the government intends to acquire 300 aluminum, V-shaped hull boats, 81 rigid hull inflatable boats, 50 rubber boats, six jet skis, 2,586 common life vests, 862 life vests, 1,724 flares, 862 VHF handheld marine radios, and 431 megaphones.

The PCG said the rescue boats must conform to Special Forces and North Atlantic Treaty Organization standards.

Each rescue boat, according to PCG, must be equipped with a megaphone, two VHF handheld marine type radios, two life vests, six common life vests, and four flares.

Earlier, Transportation Secretary Manuel Roxas II said existing search and rescue equipment of the PCG are not enough to ensure the agency’s effectiveness in guarding Philippine waters and in responding to disasters.



The PCG currently has only 63 rescue boats for its 12 districts, 63 stations, and 237 detachments.

The PCG’s area of responsibility covers 36,289 kilometers of coastline and 1,830 square kilometers of sea.

An average of 20 tropical cyclones or storms enter the Philippines every year.

The DOTC also announced plans, in cooperation with the Cebu City government, to construct a Bus Rapid Transit (BRT) system in the province.

The DOTC is bidding out consultancy and development contracts for the project.

The BRT system, the first of its kind in the Philippines, will reportedly be patterned after the BRT system in Bogota in Colombia, Curitiba in Brazil, Seoul in South Korea and Guangzhou, China.

The Cebu BRT will have 176 buses on dedicated and exclusive bus-ways between Bulacao and Talamban, with a link to Cebu’s South Road Property.

15 M35 worth P120 million? ibig sabihin 8Mil per truck?
40 rubber boats P32 million? 800K per rubber boat?

i has nothing to do with the COIN.

it's not enough reason to commit thievery as well if there are threats to your family.

the issue is here is ridding the government of TERMITES and not about protecting the wives and kids of DPAs.

As I said, "I do not encourage these..." I know how the system works. Even Honasan would be amenable that loyalty sometimes equal monetary rewards. He would not had praised Ghaddafi who kept his generals' pockets stuffed with millions of dollars and is privy to the corruption in the Burmese military. I've been there. I am there actually, appointed Lt. GEneral by Pnoy six months ago..Some do not have to be bought. Some have to. You have a chip in your shoulder. You do not let that isolated case destroy the whole AFP institution. That is what you are trying to impart!! As I said, I do not "encourage these activities"/..Honasan's children are all here in CAnada. That is why he is not tempted to corruption. He has all the resources. Mestizos find it easy to conduct business with the Ayalas. That is why he is rich. Paano yung mga anak ng mga walang pera. Honasan's son harries me almost every day. One is stalking me in the bus a while ago. Sitting in front of me aiming the camera of his phone at me..That is voyeurism..That is so gay!! Terrorists! I am not lying.
