MANILA, Philippines—(UPDATE) Money for top officials is flowing not only in the Armed Forces of the Philippines (AFP), but in the Philippine National Police (PNP) as well, and no less than Senator Panfilo Lacson can attest to it.

Issuing a statement anew, Lacson, who served as PNP Director General from 1999 to 2001, said there was P40 million per year for the national police chief, credit card with high limit, and gas allowance enough to run more than 50 vehicles.

But Lacson he did not avail of these slush funds.

Asked who offered him the money and the perks, the senator said: “It was not offered. It was part of the tradition.”

“It was already in place even before I took over. That has been the tradition. The only difference is, I did not follow the tradition,” he said.

Lacson pitched his support to expand the investigation on alleged corruption in both the military and police establishments.

[n]“Having first hand knowledge of these facts, I strongly support the proposal to expand the investigation of the ‘welcome and send off gifts tradition’ to include the AFP's across-the-street neighbor, the PNP,”[/b] Lacson said in an email message to INQUIRER.net.

He also called on President Benigno Aquino III to take cue from the revelations about alleged corruption in the military to purge other agencies of government of graft.

“Beyond those borders, I call on President Benigno Aquino III to seize this unusual opportunity of his time, highlighted by Heidi Mendoza and the supreme sacrifice inflicted by General Angelo Reyes upon himself, by including all other agencies of the national government in an extensive accounting of how the taxpayers' money are being spent,” Lacson said.

“I am afraid, this opportunity will not present itself again even in the next one hundred years,” he said.

“Knowing and observing the president as a former colleague and co-worker in the Senate, I have no reason to doubt his seriousness and sincerity to accomplish his ‘Daang Matuwid’ (Righteous Path) advocacy. He can very well succeed. He can only fail with his own undoing,” he added.

Asked if he was ready to reveal his story in Congress, he said, “At the proper time, I am prepared to re-state this under oath at a proper forum.”

Tradition? How could it pass through the auditing procedures without specific form or description of official or legal expenditures ? I for one do not believe in this baloney.

Yeah, gas allowance enough for 50 vehicles for the Chief PNP and in dire contrast, city and municipal patrol cars cant go on patrol because of lack of fuel. :armyeek:

But of course, generals of AFP and PNP have to have slush fund. Paano kong makasuhan ng human rights violation pag bumitiw na ng katungkulan? Hindi naman sila ang gumawa. Mga tauhan nila and you cannot control those stray dogs..Dapat lang magkapera ang mga generals..Even Honasan would be amenable to that or else they'll oust him..Man's follies are never ending subjects or themes or plots of novels and short stories and they are realistic..But emptying the coffers? Aba ibang usapan na iyan. Even I would not do it. Garapal na yan..

Violation of human rights is not and will not be a part of AFP or PNP directive. Individuals or elements who are suspected or accused of violating human rights have to answer it in their own private capacity which has nothing to do with their employer the AFP or PNP. It is not wise and prudent to have a slush fund in this regard.
