Police recovered eight luxury vehicles, including a Hyundai Sta. Fe owned by former labor undersecretary Dionisio dela Serna, in a raid on the hideout of a car theft group in Mandaluyong City on All Souls’ Day.

Philippine National Police (PNP) chief Director General Raul Bacalzo said the vehicles were believed to be stolen by the car theft group headed by fugitive Raymond Dominguez, who is wanted for several car theft and murder cases. He has ordered an all-out manhunt for Dominguez.

Bacalzo said the police force would extend all available support to the effort of the Highway Patrol Group (HPG) to recover more stolen vehicles and prevent more car thefts nationwide.

“I am giving instructions to all PNP units to extend all available support to ongoing operations of the HPG to arrest ring leader Dominguez,” said Bacalzo during a press conference at the HPG compound yesterday morning.

The PNP chief has already has put up P500,000 reward for the arrest of Dominguez, alias Benigno Victorino, of Purok 3, Barangay Iba Este in Calumpit, Bulacan.

Bacalzo and HPG director Chief Superintendent Leonardo Espina presented to the media the recovered vehicles: Dela Serna’s Hyundai Sta. Fe; a Mitsubishi Montero (NOS-837); an Isuzu D-Max (NIE-756); a Toyota Fortuner (NYO-445); a gold Hyundai Starex Van (EGL-345) with a double registration at the Land Transportation Office; a BMW with attached plate number RHC-222; and Toyota Hi-Ace Grandia (EMO 80). A Mazda 3 with attached plate number XTL-292 was found to have a questionable source.

Shootout leads to stolen vehicles

He said the recovery of the vehicles stemmed from a bloody encounter between the Highway Patrol Group (HPG) and the Dominguez group last Oct. 28 in Quezon City. An alleged member of the group, Albert dela Cruz, was killed in the incident and police recovered a green Mitsubishi Mica (NIE-590).

After the encounter, Espina said HPG operatives discovered that the Mica was stolen along Alvior street in Barangay Tibagan, San Juan City on Oct. 21. Its original plate number was NQW-628.

Espina noted the plate number NIE-590 was issued to a Ford Ranger pick-up owned by Criselete Rose Bulanadi of Vista Real, Commonwealth Avenue, Quezon City.

The HPG chief said the Central Luzon HPG conducted follow-up operations and gathered that the group was keeping their stolen vehicles at their hideout in Paloverde Condominium Towers on Dansalan street in Barangay Malamig, Mandaluyong City. Dominguez and his live-in partner, actress Katrina Paula (real name Angelyn Samonte) were reported to be staying in the condominium. Police said they are still looking into the extent of the starlet’s involvement in the gang’s activities.

Espina said the HPG operatives applied and secured search warrants from Mandaluyong Judge Carlos Valenzuela of Regional Trial Court Branch 213.

Police discovered the stolen vehicles parked at the basement of the condominium. They found that the Mitsubishi Montero (NOS-837) was reported stolen last June 11 along K8th street in Barangay East Kamias, Quezon City while the Isuzu D-Max (NIE-756) was taken last Aug. 9 along the Olongapo-Gapan Road, Arayat, Pampanga.

The Toyota Fortuner (NYO-445) was stolen while parked along Don Pedro street in Marulas, Valenzuela last June 17 and the Toyota Hi-Ace Grandia (EMO 80) was stolen last June 24 at the corner of Road 3 and Mindanao Avenue in Project 6, Quezon City.

One of the stolen license plates recovered belongs to the stolen Nissan X-Trail SUV of Malaya sports editor Jimmy Cantor, police said. Espina said they recovered a “DOJ” commemorative plate and rear plate number ATX-777; XUV-168; NPO-513; EBE AK-813 and ED BB 242.

Espina said keys to the condominium units were subsequently turned over to the administrator and property manager for sealing and security.

Espina said Dominguez is wanted for car theft, hijacking and gun for hire and is included in the list of most wanted persons, with a P500,000 reward for his capture.

HPG spokesman Superintendent Edwin Butacan said Dominguez’s group operates in Central Luzon, Metro Manila and Calabarzon.

Raymond is the brother of Roger Dominguez, 32, who was arrested last Aug. 16 at the St. Dominic Corinthians in San Fernando, Pampanga, for the complex crime of carnapping with homicide.

Raymond was implicated in the killing of PO1 Redentor Almuete, formerly assigned with PNP Special Action Force; a certain Jose Luis Abellana; and Jonie Robosa, a security guard of the Emeritus Security Agency last Aug. 17 at the parking lot of the Dońa Isabel Building 3 along the Olongapo-Gapan Road in Mexico, Pampanga to avenge the arrest of his brother, Roger.

Buyers beware

Espina said Paula and Dominguez managed to elude arrest when police stormed their condominium units. Espina said they were also able to seize shabu and shabu sniffing paraphernalia during the raid.

Espina said there will be no let-up in their hunt for Dominguez and the members of his car theft gang.

According to Espina, the Dominguez group would steal sport utility vehicles (SUVs), dress them up and then sell them to unsuspecting second-hand car buyers.

“To avoid suspicion, the gang would sell these SUVs at the current second-hand car market price. Then they would present the buyer tampered or falsified ownership and registration documents,” he said.

Espina said the buyers would only later learn that the SUV they bought was stolen.

“This is why we are encouraging buyers of second-hand cars to bring the car they intend to buy to us at the HPG first for verification before they let go of their hard-earned money,” Espina said.

It boggles the mind that after a purported manhunt operation was launched by the police, the Dominguez Gang was still able to operate with impunity and commit murder early this year. Definitely, some major collusion is happening here.

Carjack-slay suspect Mendiola confirms Dominguez-LTO links

The Dominguez carjacking gang has links within the Land Transportation Office, a suspect in one of the carjacking cases involving the gang confirmed Tuesday.

Alfred Mendiola, who admitted taking part in some of the gang’s activities, said an "LTO agent" would often call up Roger Dominguez, one of the gang’s leaders.

“Sa LTO makukumpirma ko may kasabwat sila. Hindi ko alam saang department ng LTO, pero may isang LTO agent palagi tumawag kay Kuya Roger," Mendiola said in an interview with dzBB radio's Arnold Clavio.

(I can confirm the gang has links inside the LTO. I don’t know which department, but an LTO agent would always call up Kuya Roger.)

He indicated the calls involve license plates and registration documents for vehicles taken by the gang.

But Mendiola, who admitted his role in the killing of car dealer Venson Evangelista last Jan. 13, declined to say if the gang also had links with the Philippine National Police (PNP) or to the courts.

Here we go the same old story. LTO involvement ? Not a surprise. I hope the involvement stop there and the PNP is outside the scene.
