Francis Escudero questioned on Wednesday the Senate Finance Committee and the Philippine National Police (PNP) on the budget allocated for the salaries of the new police personnel for 2010 and 2011. In the marathon hearing of the Senate for the General Appropriations Act (GAA) of 2011, it was revealed that the PNP was only able to hire 2,400 new personnel for 2010. Escudero, however, revealed that the budget allocated for new salaries in the 2010 GAA was for 10,000 new personnel. It means the budget for the 7,600 may have been used in either less important or unimportant expenses of the PNP, he added. "Niloloko lang ng mga departmento ang Kongreso kada taon. They will not use the fund allotted so they can have savings at the end of year and use it as bonuses," Escudero said. For next year, 3,000 more police officers are expected to be hired while the PNP promised to hire the remaining 7,600 before the end of 2010, Sen. Franklin Drilon said. Escudero reiterated that although the recruitment target could be met by the end of the year, the salaries allotted for January up to November have never been used, or may have been used in some other expenses. Drilon, however, clarified that the PNP does not have fiscal autonomy like the Supreme Court where an agency gets the budget as lump sum whether the budget allocated will be used or not. “The Department of Budget and Management will only release funds depending on the actual hiring made," he added. On the other hand, Escudero insisted that the funds allocated for such could have been used for other agencies that have a more precise financial need like the teachers of the Department of Education. Drilon asked the PNP to submit a schedule on when it will hire the next 3,000 new police officers for next year. The country currently has around 132,000 police officers. Ten percent are based in Camp Crame while 90% are in the field nationwide. |
